Comment Summary: Department: Engineering Development Review Contact: Marc Virata, 970-221-6567, mvirata@fcgov.com Topic: General Comment Number: 1 Comment Originated: 09/12/2017 09/12/2017: In general I'd like to coordinate with Planning to discuss with the applicant how the proposed project may be able to tie into existing interior sidewalks from existing development to the north and to the east. It appears that there are opportunities to allow this project to feel more integrated into the pedestrian network of the overall commercial network. As currently proposed the project would appear to not be integrating into the existing network. RESPONSE: Revised plans show how we have added additional connections and ramps into the existing development. Comment Number: 2 Comment Originated: 09/12/2017 09/12/2017: I'd like to coordinate with Planning to discuss with the applicant the pedestrian access off of Boardwalk Drive utilizing steps and the potential concerns with this access from the public street system not being as accessible for handicap pedestrians. Is there an ability to remove the stairs with switchbacks or other design considerations? RESPONSE: As discussed, the stairs will remain as is. Comment Number: 3 Comment Originated: 09/12/2017 09/12/2017: Part of the work shown on the plans specific to the six parking spaces on the northeast corner of the site appears to be occurring predominantly on property platted with the Landings Office Park PUD. Is the work occurring to build this with permission from that property owner? Additionally, isn't there also grading occurring on both Landings Office Park PUD and Landings Bay requiring easements? RESPONSE: The approved site plan for the Landings Office Park very specifically show these 6 spaces “to be paved w/ Phase 3 (our project) at Lot 1 Owner’s expense”. The plat of the Landings Office Park shows that all areas except for the building envelopes are “Access, Utility, and Drainage Easements”. No permission or additional easement is required to work off of this site. Comment Number: 4 Comment Originated: 09/12/2017 09/12/2017: There appears to be an existing pedestal between the sidewalk and curb along Boardwalk Drive. The plans should indicate the relocation of this pedestal to a location behind the sidewalk. RESPONSE: The relocation of this pedestal will be noted on the plans. This is the City’s Right of Way, so the City may need to ask this of the utility provider. Comment Number: 5 Comment Originated: 09/12/2017 09/12/2017: Is the porkchop median intended to be irrigated with a native seed mix? It would seem that a hardscape median is easier for long term maintenance. RESPONSE: Comment Number: 6 Comment Originated: 09/12/2017 09/12/2017: The repay for sidewalk and access ramp improvements along Boardwalk Drive will be monumented in the development agreement and required prior to a building permit. RESPONSE: Acknowledged. These are available from Molly Roche at mroche@fcgov.com. RESPONSE: General landscape notes have been updated. Comment Number: 3 Comment Originated: 09/14/2017 9/14/2017: Please use an accurate scale on landscape sheet 1. Currently, a 200 foot scale is being used. City Forestry needs to measure the distance between right-of-way trees. According to Land Use Code (LUC) 3.2.1 D.2.a, wherever the sidewalk is separated from the street by a parkway, canopy shade trees shall be planted at thirty-foot to forty-foot spacing (averaged along the entire front and sides of the block face) in the center of all such parkway areas. RESPONSE: The landscape scale has been updated accordingly. Comment Number: 4 Comment Originated: 09/14/2017 09/14/2017: Please add the method of transplant (i.e. B&B or container) and tree sizes in the Plant List. Canopy shade trees at 2”, ornamental trees at 1.5”, evergreen trees at 6’ height, and shrubs in 5 gallon. RESPONSE: The plant list has been updated accordingly. Comment Number: 5 Comment Originated: 09/14/2017 09/14/2017: Show location of any stop signs and street lights. Identify these fixtures with a distinct symbol. Comment Number: 7 Comment Originated: 09/14/2017 09/14/2017: According to Land Use Code (LUC) 3.2.1 Section E.5, canopy shade trees must be used in parking lot islands. In place of the Chanticleer Pears, please use a suitable canopy shade tree in the parking lot, such as Catalpa or Kentucky Coffeetree. RESPONSE: Acknowledged. Comment Number: 8 Comment Originated: 09/14/2017 09/14/2017: In addition to using unique symbols for each species, please also directly label the species on the landscape plans. RESPONSE: Acknowledged and updated. Department: Internal Services Contact: Clay Frickey, 970-224-6045, cfrickey@fcgov.com Topic: General Comment Number: 1 Comment Originated: 08/25/2017 08/25/2017: Comment from Neighborhood Services - Can you provided the dimensions of the trash/recycling enclosure? The community recycling ordinance which was passed last year requires all businesses and multi-family complexes have recycling service that is equal to at least 1/3 of their service volume (bin capacity x service frequency) by 2020. Consider building a larger enclosure that will allow for adequate space to meet the requirements of this ordinance. RESPONSE: he proposed project has approximately 6,000 s.f. of leasable area for business office use which equates to roughly 60 occupants per the building code. For office uses I count on 0.01 cubic yards of trash per person, per week which equals out to 0.6 cubic yards per week for this particular building. The trash enclosure is 10’-0” x 8’-0” clear on the interior of the enclosure, adequate for multiple 2-yard dumpster receptacles and/or 96 gallon containers as established fit by the property manager. For the purposes of this section, fire access cannot be measured from an arterial road (JFK and Boardwalk). To provide perimeter access to the proposed building, the proposed drive lane (24' wide) shall serve as the fire lane within the site. See comment #2 for fire lane specifications. If the fire lane ties into either of the existing private drive outside of the property, it shall extend to the limits of the property, tying into the existing private drives. Fire lanes shall be included on future plans for review and approval. Code language follows: > IFC 503.1.1: Approved fire Lanes shall be provided for every facility, building or portion of a building hereafter constructed or moved into or within the jurisdiction. The fire apparatus access road shall comply with the requirements of this section and shall extend to within 150 feet of all portions of the facility and all portions of the exterior walls of the first story of the building as measured by an approved route around the exterior of the building or facility. When any portion of the facility or any portion of an exterior wall of the first story of the building is located more than 150 feet from fire apparatus access, the fire code official is authorized to increase the dimension if the building is equipped throughout with an approved, automatic fire-sprinkler system. RESPONSE: The entire drive is a fire lane. An EAE will be dedicated by separate document. Comment Number: 2 Comment Originated: 09/11/2017 09/11/2017: FIRE LANE SPECIFICATIONS A fire lane plan shall be submitted for approval prior to installation. In addition to the design criteria already contained in relevant standards and policies, any new fire lane must meet the following general requirements: > Shall be designated on the plat as an Emergency Access Easement. > Maintain the required 20 foot minimum unobstructed width & 14 foot minimum overhead clearance. > Be designed as a flat, hard, all-weather driving surface capable of supporting 40 tons. > Dead-end roads shall not exceed 660' in length without providing for a second point of access. > Dead-end fire access roads in excess of 150 feet in length shall be provided with an approved area for turning around fire apparatus. > The required turning radii of a fire apparatus access road shall be a minimum of 25 feet inside and 50 feet outside. Turning radii shall be detailed on submitted plans. > Be visible by painting and/or signage, and maintained unobstructed at all times. Sign locations or red curbing should be labeled and detailed on final plans. RESPONSE: Acknowledged. Comment Number: 3 Comment Originated: 09/11/2017 09/11/2017: WATER SUPPLY Hydrant spacing and flow must meet minimum requirements based on type of occupancy. A hydrant is required within 300' of any Commercial Building as measured along an approved path of vehicle travel. The hydrant located at the existing secondary access drive to the east of the proposed development will meet the hydrant location requirements with the establishment of a fire lane within the site. There currently is a hydrant deficiency along JFK of roughly 3000'. The developer will be responsible for the hydrant requirement (every 600') along JFK and shall install one hydrant along JFK. COMMERCIAL REQUIREMENTS > IFC 507.5 and PFA Policy: Hydrants to provide 1,500 gpm at 20 psi residual pressure, spaced not further than 300 feet to the building, on 600-foot centers thereafter RESPONSE: Acknowledged. Comment Number: 4 Comment Originated: 09/11/2017 09/11/2017: FIRE CONTAINMENT or AUTOMATIC SPRINKLER SYSTEM The proposed building exceeds 5,000 square feet (proposed 7,351 square feet) and shall be sprinklered with a NFPA13 system or fire contained into fire area of less than 5000 square feet. >If containment is used, the containment construction shall be reviewed and approved by the Poudre Fire Authority prior to installation. >If an automatic sprinkler system is used, please contact Assistant Fire Marshal Joe Jaramillo at 970.416.2868 with questions. RESPONSE: Acknowledged. Comment Number: 5 Comment Originated: 09/11/2017 09/11/2017: PREMISE IDENTIFICATION: ADDRESS POSTING & WAYFINDING The address shall be posted on the proposed structure. Code language follows: > IFC 505.1: New and existing buildings shall have approved address numbers, building numbers or approved building identification placed in a position that is plainly legible, visible from the street or road fronting the property, and posted with a minimum of six-inch numerals on a contrasting background. Where access is by means of a private road and the building cannot be viewed from the public way, a monument, pole or other sign or means shall be used to identify the structure. RESPONSE: Acknowledged. Comment Number: 6 Comment Originated: 09/11/2017 09/11/2017: LANDSCAPE PLAN The proposed Landscape Plan indicates that tree canopy diameters may encroach on the fire lane over time. PFA would like to ensure the integrity of the EAE remains as the trees mature and a canopy develops. The EAE shall be maintained to 14' in height. This comment is aimed to preserve the trees and the fire apparatus. RESPONSE: Acknowledged. Department: Planning Services Contact: Clay Frickey, 970-224-6045, cfrickey@fcgov.com Topic: Building Elevations Comment Number: 6 Comment Originated: 09/11/2017 09/11/2017: The elevations for the trash and recycling enclosure show a pedestrian access door next to the main service gate. The site plan shows a separate pedestrian access point on the east side of the enclosure which is not reflected in the elevations. Please make these two documents consistent. RESPONSE: The Site Plan now matches the Elevations. Comment Number: 7 Comment Originated: 09/11/2017 09/11/2017: Please provide a perspective rendering of the building from the northeast corner of the building looking southwest so staff can get a better sense of the projections and recesses proposed for the east building elevation. RESPONSE: Additional 3D view provided. Comment Number: 8 Comment Originated: 09/11/2017 09/11/2017: While the building elevations as proposed meets 3.5.1 and 3.5.3, staff recommends continuing the CMU for the base of the building except for the corner of JFK and Boardwalk and the building entry. This would establish a stronger base for the building and emphasize the brick portions of the building more. RESPONSE: Brick wainscot added to match west elevation. Comment Number: 9 Comment Originated: 09/11/2017 09/11/2017: The keynote legend on the elevations has several notes that say, "refer to detail." None of the details were included in the building elevation set. Please add these details to the elevations for your next submittal. RESPONSE: Details are construction related and no longer referenced. Topic: Landscape Plans Comment Number: 1 Comment Originated: 09/11/2017 09/11/2017: The scale on the landscape plan is incorrect.
