Items discussed:
1. Poudre trail relocation
2. 300’ river buffer
3. Utility and access easements
• Matt: Gave brief history of trail and issues with the bank. Parks is currently just
trying to hold the trail in place; there is no long-term solution for how to deal
with the eroding bank.
• Heidi: Trail needs to be moved. No long term budget for amour along bank.
City tries to protect the trail. Bank repair is prioritized annually with the budget.
Heidi to check with Dan on bank repair.
• Moira: Provide access easement similar to Woodward.
• Heather: Easements for utilities and access may be combined. A drainage
easement needs to be provided for the detention ponds on site.
• Suzanne: Developer to construct new relocated Poudre Trail at time of hotel
construction. Proceed with developer repay on that portion of the project.
• New trail alignment to be shown on PDP plans. Alignment will be shared with
Parks prior to submittal for feedback. No short quick turns, try to keep as
straight as possible
• Matt: Trail is currently undercut again
• Suzanne: Trail is closed due to Lincoln bridge construction.
• Bill: Construction will likely not begin for 18 months, 12-14 month build time.
Currently under contract for property, but have not closed.

• Shelley: Bank may need temporary repair again prior to construction on hotel
beginning construction
• Bill: Spirit will work with City to provide construction and access to repair and
fix bank
• Rebecca: 9 performance standards will need to be met for buffer reduction.
• ECS was provided to Rebecca by Mike at meeting
• Rebecca: Sports court and grilling area would not be allowed in buffer area,
only passive activities.
• Rebecca: Buffer would need to follow back of parking stalls and sidewalk to
make it easier for staff to monitor and do field checks.
• Rebacca: Heavy landscaping for screening headlights would need to be
provided
• Matt/Suzanne: Hotel would need to maintain sidewalk connections through
site from Lincoln to Poudre Trail.
• Bikes in drive lane would not need access easement.
• Clay: Sharrows and signage at entry point of parking lot and trail/parking to be
provided to direct bikes and alert vehicles. Initially go with this and see if more
is necessary after site construction.
• Heather: 10’ trail connection to be able to handle city truck – 6” concrete with
appropriate compressive strength.
Action Items:
• Heidi: Check with Dan on bank repair
• Heidi: Send Mike most current floodplain information
• Rebecca: if any further information is needed on ECS please inform us so we
can have that information to you as soon as possible.
• Clay: check with FC Moves if there are any other additional items they feel
would be necessary for bikes in drive land and safety
• Shelley: Call Brad about tree mitigation credits from Lincoln construction –
possible funds for adding trees or upsizing trees that are on plans.
