INTRODUCTION This Intermediate Transportation Impact Study (TIS) addresses the capacity, geometric, and control requirements for the proposed Trail Head Tracts F & G development. The proposed Trail Head Tracts F & G development is located in the northwest and northeast quadrants of the Vine/Greenfields intersection in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the project engineering consultant (JR Engineering LLC) and Fort Collins Traffic Engineering. This study generally conforms to the format set forth in the Fort Collins TIS Guidelines in the “Larimer County Urban Area Street Standards” (LCUASS). A scoping discussion was held with the Fort Collins Traffic Engineering staff. The Transportation Impact Study Base Assumptions form and related documents are provided in Appendix A. The study involved the following steps: - Collect physical, traffic, and development data; - Perform trip generation, trip distribution, and trip assignment; - Determine peak hour traffic volumes; - Conduct capacity and operational level of service analyses on key intersections; - Analyze signal warrants; - Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation DELICH Trail Head Tracts F & G TIS, September 2017 ASSOCIATES Page 2 II. EXISTING CONDITIONS The location of the Trail Head Tracts F & G site is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily residential or vacant. There are residential uses to the east, west, and north of the site. The center of Fort Collins lies to the southwest of the proposed Trail Head Tracts F & G site. Streets The primary streets near the Trail Head Tracts F & G site are Vine Drive, Timberline Road, Greenfields Drive, Wagon Trail Road, and Campfire Drive. Figure 2 shows a schematic of the existing geometry at the key intersections. Vine Drive is south of (adjacent to) the proposed Trail Head Tracts F & G site. It is an east-west street classified as a two-lane arterial on the Fort Collins Master Street Plan. Currently, Vine Drive has a two-lane cross section with center median lane adjacent to the Trail Head Tracts F & G site. However, Vine Drive narrows to a two- lane cross section with no center median lane west of the Trail Head subdivision. At the Timberline/Vine intersection, Vine Drive has all eastbound and westbound movements combined into single lanes. The Timberline/Vine intersection has all-way stop sign control. At the Vine/Wagon Trail intersection and Vine/Greenfields intersection, Vine Drive has an eastbound left-turn lane and one through lane in each direction. At the Vine/Campfire intersection, Vine Drive has a center two-way continuous left-turn lane and one through lane in each direction. The Vine/Wagon Trail, Vine/Greenfields, and Vine/Campfire intersections have stop sign control on Wagon Trail Road, Greenfields Drive, and Campfire Drive, respectively. The posted speed limit on Vine Drive is 45 mph. Timberline Road is west of the proposed Trail Head Tracts F & G site. It is a north-south street classified as a four-lane arterial on the Fort Collins Master Street Plan. Currently, Timberline Road has a two-lane cross section with no center median lane. At the Timberline/Vine intersection, Timberline Road has all northbound and southbound movements combined into single lanes. The posted speed limit on Timberline Road is 35 mph south of Vine Drive and 45 mph north of Vine Drive. There is a railroad crossing just south of Vine Drive. Greenfields Drive is adjacent to the proposed Trail Head Tracts F & G site. It is a north-south street classified as a collector street on the Fort Collins Master Street Plan. It has a roadway width of 52 feet. Currently, Greenfields Drive has a two-lane cross section with a center median lane. At the Vine/Greenfields intersection, Greenfields Drive has a southbound left-turn lane and a southbound right-turn lane. The posted speed limit on Greenfields Drive is 25 mph. South of Vine Drive, Greenfields Drive is designated as a two-lane arterial street. However, currently there is no south leg at the Vine/Greenfields intersection. The south leg of Greenfields Drive will be built when development occurs to the south. There are no development proposals for that property. Wagon Trail Road and Campfire Drive are adjacent to the Trail Head Tracts F & G site. They are north-south streets classified as a local streets on the Fort Collins Master Street Plan. Currently, Wagon Trail Road and Campfire Drive have a two-lane cross section (no center lane) with parking on both sides of the street. There is no posted speed limit on Wagon Trail Road and Campfire Drive. Existing Traffic Recent peak hour traffic volumes at the Timberline/Vine, Vine/Wagon Trail, Vine/ Greenfields, and Vine/Campfire intersections are shown in Figure 3. The counts at the Timberline/Vine intersection were taken from the “Waters’ Edge West Traffic Impact Analysis,” January 2017 and were obtained in 2015. The counts at the Vine/Wagon Trail, Vine/Greenfields, and Vine/Campfire intersections were obtained in July 2017. Raw traffic count data is provided in Appendix B. Since the traffic counts were done on different days and at different times of the year, the intersection volumes were adjusted/ balanced. Figure 4 shows the averaged/balanced recent peak hour traffic volumes. Also shown on Figures 3 and 4 are the City developed base traffic at the Lemay/Vine intersection. Existing Operation The Lemay/Vine, Timberline/Vine, Vine/Wagon Trail, Vine/Greenfields, and Vine/Campfire intersections were evaluated and the peak hour operation is displayed in Table 1. Calculation forms are provided in Appendix C. The key intersections currently meet the Fort Collins level of service criteria with existing control and geometry in the peak hours, except for the Lemay/Vine intersection. In the morning and afternoon peak hours, the eastbound and westbound through/right-turn movements operate at levels of service E and F. The intersections were evaluated using techniques provided in the 2010 Highway Capacity Manual. A description of level of service for signalized and unsignalized intersections from the 2010 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. Acceptable operation at arterial/collector and arterial/local unsignalized intersections during the peak hours is defined as level of service D or better overall, and level of service F for each approach leg. It is expected that there would be substantial delays to the minor street movements at unsignalized intersections during the peak hours. This is considered to be normal and acceptable in urban areas. Acceptable operation at arterial/arterial unsignalized intersections during the peak hours is defined as level of service E, overall, and level of service F for each approach leg. Since this is a more rural area of Fort Collins, most of the streets do not have adjacent sidewalks. Bicycle Facilities There are bicycle lanes along Vine Drive and along Timberline Road within the study area. There are also bicycle lanes along Greenfields Drive. Transit Facilities Currently, this area of Fort Collins is served by Transfort Route 14. PROPOSED DEVELOPMENT Trail Head Tracts F & G is a residential townhome development with 89 dwelling units. Figure 5 shows a site plan of Trail Head Tracts F & G. The short range analysis (Year 2022) includes development of Trail Head Tracts F & G and an appropriate increase in background traffic due to normal growth and other potential developments in the area. The site plan shows that the Trail Head Tracts F & G development will use existing Wagon Trail Road, Greenfields Drive, and Campfire Drive to access Vine Drive. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contain in Trip Generation, 9 th Edition, ITE is customarily used to estimate the trips that would be generated by the proposed/expected uses at a site. A trip is defined as a one- way vehicle movement from origin to destination. Table 2 shows the expected trip generation on a daily and peak hour basis. The trip generation of the Trail Head Tracts F & G development resulted in 582 daily trip ends, 47 morning peak hour trip ends, and 55 afternoon peak hour trip ends. EQ 582 EQ 8 EQ 39 EQ 37 EQ 18 Trip Distribution Trip distribution for the Trail Head Tracts F & G site was based on existing/future travel patterns, land uses in the area, consideration of trip attractions in Fort Collins, and engineering judgment. Figure 6 shows the trip distribution for the short range (2022) analysis future. The trip distribution was agreed to by City of Fort Collins staff in the scoping discussions. Background Traffic Projections Figure 7 shows the short range (2022) background traffic projections. Background traffic projections for the short range future horizon were obtained by reviewing the “Waters’ Edge West Traffic Impact Analysis,” January 2017. The traffic growth used in the cited TIS was extended to the year 2022. The Lemay/Vine intersection volumes were factored by one percent per year plus the Water’s Edge East traffic was added. The background traffic growth methodology was agreed to by City of Fort Collins staff in the scoping discussions. Trip Assignment Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Figure 8 shows the site generated peak hour traffic assignment for the Trail Head Tracts F & G development. Figure 9 shows the short range (2022) total (site plus background) peak hour traffic assignment. Trail Head Tracts F & G will not have an APF issue at the Lemay/Vine intersection, since less than 49 trips (10 trips AM/10 trips pm) will go through this intersection. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. The Timberline/Vine intersection currently has all-way stop sign control. In the “Waters’ Edge West Traffic Impact Analysis,” the Timberline/Vine intersection was agreed to be signalized in the short range (2022) future. The other stop sign controlled intersections will not meet signal warrants in the short range (2022) future. Geometry Figure 10 shows a schematic of the short range (2022) geometry. This is the existing geometry at all of the key intersections. At the Timberline/Vine intersection, auxiliary lanes are required with the existing traffic, as well as with the traffic in the short range (2022) future with signalization. However, as shown in the “Waters’ Edge West Traffic Impact Analysis,” physical constraints prevent expansion of the Timberline/Vine intersection. Greenfields Drive was originally built to a two-lane arterial standard with bicycle lanes, one through lane in each direction, and a center two-way continuous left- turn lane. With the proposed Trail Head Tracts F & G, Greenfields Drive will be restriped from Green Lake Drive to Yule Trail Drive. It will be striped to a collector street cross section and include two 8 foot parking lanes, two 6 foot bicycle lanes, and one 12 foot through lane in each direction. This will fit in the existing 52 foot roadway width. Approaching Vine Drive, the separate southbound left-turn and right-turn lanes should remain on Greenfields Drive. This will match the two-lane arterial classification on the eventual south leg of Greenfields Drive. The operation analyses were conducted for the short range future, reflecting year 2022 conditions. Using the traffic volumes shown in Figure 7, the key intersections operate in the short range (2022) background traffic future, with the existing geometry and signalization of the Timberline/Vine intersection, as indicated in Table 3. Calculation forms for these analyses are provided in Appendix D. The key intersections will meet the Fort Collins level of service criteria during the peak hours, except for the Lemay/Vine intersection. During the morning and afternoon peak hours, the eastbound and westbound through/right-turn movements operate at level of service E and F. The Timberline/Vine intersection was analyzed with the expected signalized control. Using the traffic volumes shown in Figure 9, the key intersections operate in the short range (2022) total traffic future, as indicated in Table 4. Calculation forms for these analyses are provided in Appendix E. As with the background traffic, the key intersections will meet the Fort Collins level of service criteria during the peak hours, except for the Lemay/Vine intersection. During the morning and afternoon peak hours, the eastbound and westbound through/right-turn movements operate at level of service E and F. Pedestrian Level of Service Appendix F shows a map of the area that is within 1320 feet of the Trail Head Tracts F & G site. There will be three pedestrian destinations within 1320 feet of the Trail Head Tracts F & G site. These are: 1) the residential area to the west of the site, 2) the residential area to the north of the site, and 3) the residential area to the east of the site. This site is in an area type termed “other.” Since all pedestrian destinations are on the north side of Vine Drive and have sidewalks, acceptable pedestrian level of service will be achieved for all pedestrian destinations. The Pedestrian LOS Worksheet is provided in Appendix F. The minimum level of service for “other” is C for all areas of evaluation. Bicycle Level of Service There are no bicycle destinations within 1320 feet of the Trail Head Tracts F & G site. There are bicycle lanes along Vine Drive and along Timberline Road within the study area. There are also bicycle lanes along Greenfields Drive. Transit Level of Service This area of Fort Collins is served by Transfort Route 14. CONCLUSIONS This study assessed the impacts of Trail Head Tracts F & G on the street system in the vicinity of the proposed development in the short range (2022) future. As a result of this analysis, the following is concluded: - The development of the Trail Head Tracts F & G site is feasible from a traffic engineering standpoint. At full development, Trail Head Tracts F & G will generate approximately 582 daily trip ends, 47 morning peak hour trip ends, and 55 afternoon peak hour trip ends. - All intersections currently meet the Fort Collins level of service criteria with the existing traffic and geometry. - In the “Waters’ Edge West Traffic Impact Analysis,” the Timberline/Vine intersection was agreed to be signalized in the short range (2022) future. The other stop sign controlled intersections will not meet signal warrants in the short range (2022) future. - In the short range (2022) future, given development of Trail Head Tracts F & G and an increase in background traffic, the key intersections will meet the Fort Collins level of service criteria during the peak hours, except for the Lemay/Vine intersection.
