05/16/2017: There is a retaining wall within the Utility easement/drainage easement. The wall
ranges in height, with portions greater than 30". Structural walls are not allowed within easements.
RESPONSE: Wall is shown to have a maximum height of 30” from top to ground. Wall will be no greater than 48” from top
of wall to bottom of footer.

standards (2% cross slope). Typically sidewalks attach behind the ramp, so verify that the 2%
cross section in all directions.

05/16/2017: A reimbursement is due to the City for the construction of the public alley to the west
of the site prior to the issuance of the first building permit. The alley was installed with the North
College Improvements. The amount of the actual construction in July 2016 is $10,021.13 for half
the alley construction along the property frontage. The final amount will need to be adjusted for
inflation, which is dependent on the time this is paid. Please contact Sheri Langenberger at
970-221-6573 at time of payment to get the final amount.

NATIVE SEED MIX NOTES
1. PREPARE SOIL AS NECESSARY AND APPROPRIATE FOR NATIVE SEED MIX SPECIES
THROUGH AERATION AND ADDITION OF AMENDMENTS, THEN SEED IN TWO DIRECTIONS TO
DISTRIBUTE SEED EVENLY OVER ENTIRE AREA.
2. IF CHANGES ARE TO BE MADE TO SEED MIX BASED ON SITE CONDITIONS THEN
APPROVAL MUST BE PROVIDED BY CITY ENVIRONMENTAL PLANNER.
3. APPROPRIATE NATIVE SEEDING EQUIPMENT WILL BE USED (STANDARD TURF SEEDING
EQUIPMENT OR AGRICULTURE EQUIPMENT SHALL NOT BE USED).
4. DRILL SEED APPLICATION RECOMMENDED PER SPECIFIED APPLICATION RATE TO NO
MORE THAN ½ INCH DEPTH. FOR BROADCAST SEEDING INSTEAD OF DRILL SEEDING

05/15/2017: In regard to lighting, especially LED light fixtures, cooler color temperatures are
harsher at night and cause more disruption to circadian (biological) rhythms for both humans and
wildlife. Warmer color temperature (warm white, 3000K or less) for any LED light fixtures is
preferred.
Thank you for selecting a 3000K light fixture for your parking lot fixtures. According to the
manufacturer cut sheets, warmer versions of light fixtures WW1, WW2, WW3 and C are also
available. Staff recommends selecting the 3000K or 2700K versions of these fixtures to minimize
impacts to adjacent properties, drivers passing the site, and residents/wildlife in the vicinity.

portion of the development is 8 spaces (3 * 2.463 = 7.389, rounded up to 8). This means the overall

Discharge permit will be required as well as all City Erosion control requirements will need to be met.
At preliminary no ESC report was submitted. Additionally no preliminary ESC plan was prepared. All
