07/18/2017: The 130 foot vertical curve on C 4.01 and the 170 foot vertical
curve on C 4.02 do not meet LCUASS Figure 7-17 length requirements.
Response: Figure 7-17 is extremely difficult to interpolate because there are
no linear equations to use so it’s a best estimate at best by looking at the
figure. Why use Figure 7-17 when we are given Table 7-3? We designed all
our curves to either be 3 times the design speed length or using the k
values and whichever one was more conservative we used. Why keep
referencing Figure 7-17 when it is so arbitrary? How would you know how
long your curve needs to be if you are design speed is 35 mph and you have
an algebraic difference of 5.65? All I can really assume is the curve length
needs to be between 240 and 280 ft. Figure 7-17 hasn’t been updated since
8/07/2000 whereas Table 7-3 was updated on 10/01/2002. Regardless, we
have revised our curves and they are all above the required values given by
Table 7-3 as well as Figure 7-17. It would be wonderful to get clarification on
this issue so that I don’t have any issues moving forward with this project
and future projects. It could very well be possible that I am not even reading
the criteria correctly. Thank you!

07/18/2017: The Mars Drive storm inlets are shown to be within vertical curves.
Per LCUASS 7.4.1.B.4.c. The grade into an inlet located in a sump shall have a
0.5% percent grade into and out of the inlet.
Response: Both west and east flowlines are .50% in and out of the sump.

07/18/2017: At ST 11+00 for Skyway Drive, the reconstructed cross slope is
less than the existing - this is not allowed per LCUASS 7.4.2.C.
Response: We will be milling and overlaying that area to smooth it out to be
a minimum of 1.5% across the entire cross section. Please refer to the detail
sheets for more information regarding this process.

Response: The typical LCUASS standard cross section is shown on the
cover sheet. I added two additional pieces of information to the cross
section (slopes and curb type). All this information can be found on the
Mars Drive sheets.
07/18/2017: For the intersection detail on sheet C 4.01, please add spot elevations,
similar to the required centerline spot elevations, where the reconstructed portion of
the Skyway roadway will begin. Please also add a scale.

07/18/2017: Please submit shallow bedrock mitigation plans in accordance with
LCUASS Chapter 5 requirements.
Response: Bedrock mitigation area has been outlined on the grading and
road sheets along with detailed notes on those sheets. Since we only had
one boring location actually within the ROW we assumed that bedrock was
1.5’ below existing across the entire ROW.

07/19/2017: Above-ground utility cabinets/transformers in parkways in the ROW are
prohibited by City Ordinance. In order for an underground utility cabinet or
transformer, which serves a single private development, to be located in the
parkway in the ROW, an easement would need to be granted to the developer by
the City Council. In order for this to be taken to Council, upper management in City
Engineering and City Utilities departments would need to agree that this is the most
appropriate solution. If you have further questions about this please contact Sheri

07/07/2017: Thank you for providing a prairie dog removal plan prepared by Jerry
Powell, M.S., Certified Wildlife Biologist / Ecologist, with Wildlife Specialties LLC.
Environmental Planning has reviewed the document in detail and performed a
review of similar plans in other jurisdictions. Please reference the three-page
comment letter that is specific to the proposed prairie dog removal plan and dated
July 12, 2017. Staff is requesting additional information, requests and clarification.
Staff will follow up directly with Wildlife Specialties LLC.
Response: Noted. A meeting took place on August 2nd to address specific
concerns in the comment letter.
07/07/2017: Thank you for adding the note (included below) requested on site and
landscape plans for both the ditch setback and associated natural habitat and features
and the wetland habitat and features. The approximate buffer hatching is sufficient for
the ditch. However, please also add and label the approximate boundary of the 1.5 to 2.0
acre wetland on the northeast portion of the area to be plated on both the site and
landscape plans. See redlines on page 2 of 8 of submitted Site Plan.
NOTE: "This plan shows the general location and approximate size of all natural
areas, habitats, and features within its boundaries pursuant to City of Fort Collins
Land Use Code Section 3.4.1(E). Detailed mapping of a site's natural areas,
habitats, and features will be provided at the time of individual PDP submittals for
these areas. General natural habitat buffer zones may be reduced or enlarged by
the decision maker during the PDP process."
Response: A hatched area of approximately 1.67 acres has been added to
the site and landscape plans.

07/21/2017: The existing transformer shown on the existing conditions plan is
actually a 3-phase switching cabinet. The utility plan shows this cabinet being
relocated into the utility easement. Moving this cabinet will require re-pulling approx..
4 different runs of 3-phase cable. This will be quite extensive and require a lengthy
outage most likely outside of normal business hours.
Response: The existing 3-phase cabinet is getting relocated to the back of
curb which is less than 3’ from existing back of curb so the cables should
be able to reach the new cabinet location without having to lay all new lines
down.

07/21/2017: The proposed transformer is shown on the utility plan as being fed from
the relocated switching cabinet. This cabinet is already full. A new vault will need to
be placed along the proposed Mars Dr. This new vault will serve as the feed for the
new transformer.
Response: A new vault has been placed at the corner of Mars and Skyway that
feeds the new transformer at the northeast corner of the building.

The Fort Collins -Loveland Water District and the South Fort Collins Sanitation
District have reviewed the above mentioned project and submit the following
comments.
The District does not allow a long dead-end water line. The proposed water line is to
end at the service line or looped.
The water line has dead ended at the service line with an 8” Plug and T.B.
The District will require the proposed water line connection to be at the location of
the existing tee in Skyway drive. The existing tee is to be replaced with a cross.
The existing tee has been replaced and that is where the water line
connection has been placed.
The District signature block is to be replaced with the most current signature block.
An updated signature block is now being used. (Was taken directly off of
your website)
The District will require another review due t the nature of the above comments.

One sign along the west side of the development is not labeled "FIRE LANE SIGN"
and requires a label identifying it as a fire lane sign on the site plan.
Response: Label added.
Per sign detail, the appropriate directional arrows will be accepted by the fire
department, not "BY ORDER OF THE FIRE MARSHAL".
Response: “By order of the fire marshal” sign has been removed and the
universal fire lane sign is now the only one being mentioned.

needed. This next round can be an informal PDF review set for a standard 3 week
turnaround. In the event staff can determine the project is ready for mylars sooner, we

the 10-year storm. The pipe is currently shown to be 6 inches.
Response: The outfall pipe has been upsized to a 15” in order to capture the
10-year event. A profile for this has been provided in both the Utility Plans and
the Drainage Report. Also a 30” Dome Grate will now be acting as our
monitoring well in order to capture all the flow associated with the 10-yr event.

07/19/2017: The riprap detail proposed may not be the best option in this
application. Limited vegetation growth is likely for these side slopes which may not
be desirable.
Response: We will be using VMAX SC250 reinforcement mat for the entire site.
This is a coconut turf reinforcement mat than can handle all our flows. This
was sized using the worst conditions possible (all inlets failing and it sheet
flowing across the steepest portion of Outlot B. A detail has been provided for
the installation procedure and the specific mat has been called out on our
plans.
