project. Please include a table comparing the number of trees and shrubs to be
removed with the number to be planted as part of this project.

feet of a drive able surface. In this case I would like to see the proposed
transformer location moved to the North West closer to the main entrance, or
directly due south. L&P trucks are too big to access the transformer from the
drive-thru.

07/18/2017: FIRE LANE SIGNS
Two additional signs are required and one sign can be relocated. Sign
locations are to follow the requirements set forth in LUCASS drawing #1419
(75' spacing).
-Two additional signs are required along the south edge of Lot 2. One located
near the parking lot light, identifying the Emergency Access Easement (EAE) to
the south and one located at the curb between the two side walk curb ramps
south west of the proposed building.
-The three proposed signs along the east side of the proposed EAE can be
reconfigured. two signs can cover the east side of the EAE, spaced 75' apart.
The third sign can be relocated to the west side of the EAE, on the small
landscape peninsula between the two parking spans.
**"FIRE LANE NO PARKING" with directional arrows below is the sign detail
the fire department prefers.**

07/18/2017: LANDSCAPE PLAN
The proposed Landscape Plan indicates that tree canopy diameters may
encroach on the fire lane over time. Four proposed trees appear exist within the
proposed EAE. PFA would like to ensure the integrity of the EAE remains as
the trees mature and a canopy develops. The EAE shall be maintained to 14' in
height. This comment is aimed to preserve the trees and the fire apparatus.

For clarity and consistency, the EAE shall be expanded to the full width of the
proposed north-south drive lane. Revised plans indicating the fire lane as the full
width shall be required.
Aligning the proposed EAE with the existing EAE on lot 1 would clean the plans
up and prevent confusion moving forward.

Revised linework for a 25-foot wide EAE (full width of the proposed north and
south drive lane) has been drafted and supplied to the project surveyor for the

07/19/2017: Section 3.2.1 of the Land Use Code requires five street trees
along College, between the curb and sidewalk, spaced at approximately 40-foot
intervals. The selection of species must be made from the approved list per the
City Forester.

07/19/2017: The Landscape Plan indicates a small turf area, approximately
10¿ x 50¿ located behind the sidewalk near the front of the store. This is a
relatively small area and may be difficult to irrigate and mow over the long term.
Staff recommends that this area be filled in with shrubs and perennials,
featuring a mix of Evergreen and Deciduous plants, with drip irrigation instead.
Be sure to select plants of sufficient height in order to contribute to screening
the drive-through lane. Staff recommends adding a cluster of Iseli Fastigiate
(Columnar Spruce) for excellent vertical form and year-round color.

shrubs to cover.

adjust the Landscape Plan so that a sufficient amount of trees and shrubs are
placed in such a way as to screen the electrical meter, electrical panel, gas
meter and any other appurtenances that are associated with utilities or other
mechanical equipment. This elevation faces north-bound College Avenue traffic
and is highly visible.

parapets. The building is too small to have visible rooftop R.T.U.’s.

only.

07/21/2017: The plan, as proposed, is not meeting the City's Storm Water LID
requirements. The LID mitigation is required to be volume based. This would
require a bio-retention basin, or the use of porous pavers.
The City suggests a meeting to discuss options.
•• Response: The water quality section of the Drainage Letter has been expanded
to show that the Approved Drainage Report for Eckerd Drug included volume
based water quality mitigation analysis for the areas of the proposed site tributary
to the existing pond. The required water quality capture volume has been reduced
from the approved to the proposed conditions and the existing pond is adequately
sized to treat flows from the tributary areas of the proposed site.
