Staff recommends installing temporary barrier fencing or using other methods to ensure that prairie dogs do not migrate onto the site from adjacent properties prior to development activities. If there are prairie dogs present at the time of construction, additional requirements for prairie dog removal and mitigation will be applicable. This information will be passed on to the Owner and Contractor (when chosen). Warmer color temperature (warm white, 3000K or less) for any LED light fixtures is preferred. Please specify the color temperature that will be selected on your lighting plans. The proposed project should be in the early to mid-design stage for this meeting to be effective and is typically scheduled after the Current Planning conceptual review meeting. Applicants of new commercial or multi-family projects are advised to call 416-2341 to schedule a pre-submittal meeting. Applicants should be prepared to present site plans, floor plans, and elevations and be able to discuss code issues of occupancy, square footage and type of construction being proposed. Transformers must be placed within 10 ft of a drivable surface for installation and maintenance purposes. The transformer must also have a front clearance of 10 ft and side/rear clearance of 3 ft minimum. The transformer has been relocated based on conservations with Tyler. Department: PFA Contact: Cal Sheesley, 970-416-2599, csheesley@poudre-fire.org Topic: General Comment Number: 1 Comment Originated: 06/05/2017 06/05/2017: WATER SUPPLY A hydrant is required within 300' of any Commercial Building as measured along an approved path of vehicle travel. The hydrant located on the west side of Academy Court, across from the development's entrance, appears to meet code requirements at roughly 127' from the building by way of vehicle travel. The development is also responsible for the hydrant requirement along Prospect (one hydrant every 600'). There is currently a 1700' deficiency along Prospect and a hydrant will be required along Prospect at this time. Code language follows: COMMERCIAL REQUIREMENTS > IFC 507.5 and PFA Policy: Hydrants to provide 1,500 gpm at 20 psi residual pressure, spaced not further than 300 feet to the building, on 600-foot centers thereafter A new hydrant has been located on the NE corner of the intersection of Prospect Road and Academy Ct. Comment Number: 2 Comment Originated: 06/05/2017 06/05/2017: FIRE LANES Fire access is required to within 150' of all exterior portions of any building as measured by an approved route around the perimeter. The proposed EAE appears to meet fire access requirements. To ensure the fire apparatus can negotiate the 5' radii turn in the site, PFA shall require an autoturn exhibit. An auto-turn exhibit using fire apparatus dimensions supplied by PFA was emailed to Cal on 6-14-17. CBA has requested a traditional commercial access with 20’ radius. Comment Number: 3 Comment Originated: 06/05/2017 06/05/2017: FIRE LANE SIGNS The limits of the fire lane shall be fully defined. Fire lane sign locations should be indicated on future plan sets as "No Parking - Fire Lane". Additional signs (3) are required along the west side of the EAE, per the redlines provided. Sign detail shall be amended per comment #4. Code language provided below. > IFC D103.6: Where required by the fire code official, fire apparatus access roads shall be marked with permanent NO PARKING - FIRE LANE signs complying with Figure D103.6. Signs shall have a minimum dimension of 12 inches wide by 18 inches high and have red letters on a white reflective background. Signs shall be posted on one or both sides of the fire apparatus road as required by Section D103.6.1 or D103.6.2. A new Fire Lane Sign detail has been added to the plan set and the requested placement locations are shown on the site plan in the Utility Plan set. Comment Number: 4 Comment Originated: 06/05/2017 06/05/2017: FIRE LANE SIGN DETAIL The limits of the fire lane shall be fully defined. Refer to LUCASS detail #1418 for sign specifications, amend the plans (sheet C7) by removing "By order of the Fire Marshal" and replacing that with appropriate directional arrows. Sign has been updated on detail sheet. Comment Number: 5 Comment Originated: 06/05/2017 06/05/2017: BUILDING HEIGHT Per site plan (S1), a maximum building height of 35' is indicated. The elevation sheets provided do not support this detail but PFA requires confirmation of the maximum building height. Buildings over 30' in height (when measured from eave of a pitch, intersection of roof and exterior wall, or top of parapet wall, whichever is greater) trigger additional requirements for aerial fire apparatus. Revised plans will be required identifying the correct maximum building height. The Site Plan has been revised with correct building height of 24’ as shown on the Architectural Elevations. - ARCH Response The building is 24’-0” a.f.f. high at the highest point. This is dimensioned on sheet A-4, Exterior Elevations. Comment Number: 6 Comment Originated: 06/05/2017 06/05/2017: LANDSCAPE PLAN The proposed Landscape Plan indicates that tree canopy diameters may encroach on the fire lane over time (the 2 trees located at the site entrance). PFA would like to ensure the integrity of the EAE remains as the trees mature and a canopy develops. The EAE shall be maintained to 14' in height. This comment is aimed to preserve the trees and the fire apparatus. LA Response: The trees have been shifted away from the entry. The entry was been revised from a drive cut to a commercial entry. The revised entry will be reflected on the final LS and irrigation plans. Department: Planning Services Contact: Clay Frickey, 970-224-6045, cfrickey@fcgov.com Topic: Building Elevations Comment Number: 8 Comment Originated: 06/02/2017 06/02/2017: 3.5.3(E)(1) of the Land Use Code requires that standardized prototype buildings use materials, colors, and other building elements to better fit in with the Fort Collins community. The elevations as shown use high quality materials but are the Christian Brothers Automotive prototype, which violates this standard. To meet this standard, staff recommends using a local sandstone for the base level of the building instead of the limestone as proposed. This would make the building fit the local vernacular and satisfy this standard. The buff styles you should look for are Loveland buff and Lyons Red buff, both of which can be sourced from local quarries. - ARCH Response Exterior materials have been changed to staff recommendations. See sheet A-4, Exterior Elevations. Comment Number: 9 Comment Originated: 06/02/2017 06/02/2017: Please submit a materials sheet with information about the colors of each material. This will help staff ensure the building meets all of the requirements of section 3.5 of the Land Use Code dealing with architectural compatibility. - ARCH Response Exterior materials sheet is attached. Topic: General Comment Number: 4 Comment Originated: 06/02/2017 06/02/2017: There are some inconsistencies between the square footage dedicated to landscaping show on the site plan and what is shown for the water budget calculations. When adding up the square footage for the water budget, the square footage dedicated to landscaping is 30,227 sq. ft. The gross area coverage table on the site plan indicates landscaping takes up 30,938 sq. ft. Please make sure these numbers are consistent throughout the submittal. Number are now consistent between site plan and water budget calculations. Comment Number: 10 Comment Originated: 06/02/2017 06/02/2017: In conjunction with the change from limestone to sandstone for the base of the building, consider adding or changing a couple of the proposed trees to a pine tree of some sort. Hoopsi and Bakeri Spruce trees are smaller and don't have the spread of a larger spruce but will add a nice contrast to the materials of the building along with year-round greenery. This comment has been passed on to the Owner and Landscape consultant. Topic: Landscape Plans Comment Number: 5 Comment Originated: 06/02/2017 06/02/2017: Generally speaking, the landscape plan looks good. There are a couple of discrepancies, however, between what is shown on the landscape plan and what is shown on the planting table. Please fix the following discrepancies: GYDI - Table shows 7, plan shows 8. Update table to show 8. CACL - Planting of these shrubs on the south end of the building shows 10 plants but the label indicates 8. Update label to show 10. LA Response: All labels and the legend have been updated. Comment Number: 6 Comment Originated: 06/02/2017 06/02/2017: The water budget calculation uses an incorrect denominator. Based on the square footage shown on the landscape plan, the denominator should be 30,227 sq. ft. Please update the calculation based on the correct denominator. Please also ensure the square footage of the landscape area is consistent with what is shown on the site plan per comment 4. LA Response: The calculations have been updated. (30,102 SF) Comment Number: 7 Comment Originated: 06/02/2017 06/02/2017: Please change one of the Kentucky Coffee Trees with one of the other species used on the site. As shown, the Kentucky Coffee Trees make up more than 33% of the species on-site, which exceeds the maximum allowed per Land Use Code section 3.2.1(D)(3). LA Response: The tree quantities have been adjusted. Topic: Site Plan Comment Number: 1 Comment Originated: 06/02/2017 06/02/2017: The 26 parking spaces proposed exceeds the maximum allowed per Land Use Code section 3.2.2(K)(2). Please remove one parking space to meet the maximum of 25 parking spaces. You may also submit a request for a modification to this standard following the criteria outlined in Section 2.8 of the Land Use Code. The 26 spaces have been allowed based on no-parking allowed on Academy Court. Comment Number: 2 Comment Originated: 06/02/2017 06/02/2017: Please add a detail of the proposed bike racks so we can confirm the bike parking counts are accurate. The City bike rack detail has been added and 4 bike parking spaces shown on the plans. Comment Number: 3 Comment Originated: 06/02/2017 06/02/2017: Based on the site plan, it looks like the trash and recycling enclosure does not have a separate entrance for pedestrians. Please add a pedestrian access that is separate from the main gates. ARCH Response A man door has been added to the dumpster enclosure. See sheet A-4, Exterior Elevations. Department: Stormwater Engineering Contact: Heather McDowell, 970-224-6065, hmcdowell@fcgov.com Topic: Construction Drawings Comment Number: 1 Comment Originated: 05/31/2017 05/31/2017: Grading Plan – Please include the FF elevation of the building. The FFE has been added to the Grading Plan. Comment Number: 2 Comment Originated: 05/31/2017 05/31/2017: Grading Plan - Please indicate with a basin line where the roof drains to (which direction? East or west or both?) This will become important when showing how you are meeting the LID requirements. Drainage basin lines and flow arrows on the roof are now shown on the Grading Plan and the Drainage Plan, for the Drainage Report exhibit. Comment Number: 3 Comment Originated: 05/31/2017 05/31/2017: Grading Plan – It appears as though you are tying into the existing storm line at its invert. If that is the case, it needs to be assumed that there is an HGL in that pipeline that is going to impact and back up into your proposed detention basin. If the HGL is unknown, then you need to assume that the HGL is at the crown of the existing pipe and assume the volume of the detention pond starts at that elevation. The outlet pipe from the detention pond will tie into the existing storm sewer at the existing crown elevation. An assumed HGL elevation at the crown of the existing pipe is shown which results in less than 1” of surcharge at the pond outlet structure. Comment Number: 4 Comment Originated: 05/31/2017 05/31/2017: Details – Please be sure that the elevations included in the outlet structure detail match those that are shown on the grading plan. The outlet label and detail now match. Comment Number: 5 Comment Originated: 05/31/2017 05/31/2017: The LID requirements for this site need to be more specifically explained and designed. The drainage report references a bio-swale, but the landscape plans reference a rain garden and the utility plans don’t show anything. The utility plans need to show and label the location of the bio-swale or rain garden. The plans must also show how the maximum run-on ratios are not being exceeded. Bio-swale maximum run-on ratio is 10:1. Rain gardens are sized using the WQCV for the area draining to it with a maximum depth of 12”. The plans must also somehow indicate how the requirements of the CoFC ordinance are being met, i.e. show how 75% of the impervious area of the site is draining into an LID feature. Please let me know if you have questions on how to do this. The Drainage Report now details the requirements and size for a Rain Garden. The Utility Plan and Grading Plan now show the location of the Rain Garden. The Drainage Plan exhibit, in the Drainage Report, has the Basin Area information, Impervious Area information, and Rain Garden Flat Area and Volume information. Topic: Drainage Report Comment Number: 6 Comment Originated: 05/31/2017 05/31/2017: Appendix B – This appendix includes UD spreadsheets to show detention volumes, which is fine for comparison sake, but you must also include a standard mass-balance spreadsheet (like the one that was provided to you) in the report. All UD spreadsheets have been replaced with CoFC Rational Method spreadsheets. Comment Number: 7 Comment Originated: 05/31/2017 05/31/2017: Appendix B – it is not clear where you got some of your C values from. Please make sure that these match and agree with Table RO-11 from the current FCSCM. Also, we do not use the UD equation for calculating C values based on soil type. C values are now weighted values from Table RO-11. Comment Number: 8 Comment Originated: 05/31/2017 05/31/2017: Appendix B – the time of concentration values seem very high for this site. A Tc of 5 minutes should likely be used. Also, please use Manning’s equation to calculate flow velocities, we no longer accept the NRCS method. Time of concentration is lowest value calculated on FC spreadsheet. The historic Tc is high due to low slope and vegetation cover. Topic: Landscape Plans Comment Number: 11 Comment Originated: 05/31/2017 05/31/2017: There are two different hatch patterns shown on the landscape plans that seem to indicate rain garden areas. The Utility Plans indicate the installation of a bio-swale, but this is slightly different than a rain garden. Please coordinate these plans with the Utility Plans. LA Response: Due to site changes, the rain garden area has been redesigned, and the different seed areas are more clearly indicated. Comment Number: 12 Comment Originated: 05/31/2017 05/31/2017: Please note that we do not allow for landscape fabric to be installed in rain garden areas because the fabric can create a drainage barrier over time. Please ensure that these plans clearly show that no landscape barriers are to be used in LID systems areas. LA Response: Notes have been clarified to ensure that no fabric is used in any seeded area. Comment Number: 13 Comment Originated: 05/31/2017 05/31/2017: Please include the standard CoFC landscape notes, in particular, the note stating required separation between trees/shrubs and utilities.
