Box 580 Fort Collins, CO 80522-0580 970.221.6750 970.224.6134 - fax fcgov.com/developmentreview 1 ANNEXATION IMPACT REPORT BLEHM-HOMESTEAD ENCLAVE ANNEXATION & ZONING Blehm-Homestead Annexation and Zoning (ANX170002) DATE OF REVIEW BY THE FORT COLLINS CITY COUNCIL July 18, 2017 (1 st reading) August 15, 2017 (2 nd Reading) PURPOSE The purpose of this report is to satisfy the requirements of CRS 31-12-108.5 which indicates that a municipality shall prepare an annexation impact report and file a copy of the report with the Board of County Commissioners governing the area proposed to be annexed. Attached to this report are the following: (a) A map showing the present and proposed boundaries of the City of Fort Collins in the vicinity of the above referenced annexation. The proposed boundaries of the City of Fort Collins are depicted by the Growth Management Area boundary as agreed to by the Larimer County Board of Commissioners and the Council of the City of Fort Collins and contained in the Larimer County and City of Fort Collins Intergovernmental Agreements. (b) Maps showing present streets, utility service areas, stormwater basins, waterways, City of Fort Collins Structure Plan, and City of Fort Collins Zoning This is an involuntary enclave annexation and zoning of an area that is approximately 57.906 acres and within the Growth Management Area. The property is located in southeast Fort Collins and is situated to the north and south of Kechter Road and between S. Timberline and Ziegler Roads. The property is in an enclave that was created by the Kechter Farm Annexation on May 16, 2014 (ANX130002). The proposed zoning is Urban Estate (UE), which is in conformance with the City of Fort Collins Structure Plan. The annexation meets CRS 31-12-104 in that properties in an enclave are eligible for involuntary annexation after three years.
