06/09/2017: The street cuts for the removal of the driveway at the north end of
the property and the utility work south of the existing drive approach at the south
end of the property need to depict a full width patch of the 8 foot wide bikelane
that abuts College Avenue as partial patching that leaves a seam in the bike
lane is not allowed. Please also add the following note to the demo plan: Limits
of street cut are approximate. Final limits are to be determined in the field by
the City Engineering Inspector. All repairs to be in accordance with City street
repair standards.
Response: The proposed asphalt street cuts for utility work will be on the east side of North College Avenue. Theproposed water
improvements will be bored across North College Avenue. A note has been added stating the City Engineer Inspector will
determine the final limits of all street cuts.

06/09/2017: The dedication of right-of-way identified as Farkas Place is in
conformance with the North College Access Control Plan which anticipates a
commercial local street that is shared with the property to the south. The project
was allowed to not construct the roadway to City standards at this time with the
understanding that the obligation for the road construction is still present and
would re-evaluated with future development/redevelopment of the property. The
roadway being built at this time is considered a private drive that is not
expected to meet public street standards (and would not be considered
sufficient to meet the obligation for the street design and construction of the
future public road as a result. With this all in mind, there are a couple of
concerns with the infrastructure being shown that is in right-of-way as follows:
The 6 CY of riprap shown on the civil plans is in conflict with the future sidewalk
of the future public street. It seems that the design should have the riprap
outside of right-of-way in order to not have to be impacted by the future
sidewalk.
Response: ScourStop – Turf Reinforcement Mat will be installed as outlet protection in the proposed pond, in lieu of of riprap.
The previous civil design iteration for the project had the outfall pipe from the
pond generally located outside of right-of-way for the future commercial local
street. The current design places the pipe more in the right-of-way and is a
concern, under the presumption that the outfall line is a private improvement.
Under this premise, the line should run parallel to the right-of-way, outside of
right-of-way and can remain as HDPE. Crossing of the pipe in right-of-way
should then be perpendicular to the extent feasible and would need to be RCP,
not HDPE. Cover over the pipe crossing in right-of-way will be looking to
achieve 3 feet over the private drive under the premise that the future roadway
will be of similar vertical design to achieve similar cover requirements.
Response: The outfall pipe from the pond has been realigned to stay out of the future commercial local
street right-of-way.
Conversation with water utilities should occur on the potential implication of the
water meter and meter pit potentially being in the road portion of the anticipated
future public street.
Response: The location of the meter pit/water meter and curb stop is not changing from its existing location. The existing water meter
will be removed and a proposed 1” water meter will be installed in its place.

dedicated on the plat not as an access easement, but a transit easement. The
addition of the transit easement on the plans and plat then needs the following

Tractor and Auto Sales. This is OK, but doesn't then match the plat which is
Legacy Auto. I'd prefer that the plat then be revised to the same name, if not
however, the use of Legacy Tractor and Auto Sales as the project name need to
then reference the new legal name that the plat is creating with "Legacy Auto".
"Being a part of Hall Addition...is technically not as applicable anywhere with the
plat changing the legal name.

The Poudre Fire Authority and the City of Fort Collins have adopted the 2015
International Fire Code. The building plan reviews shall be subject to and
expected to comply with the 2015 edition of the fire code.

06/07/2017: FIRE LANES
Fire access is required to within 150' of all exterior portions of any building, or
facility as measured by an approved route around the perimeter. For the
purposes of this section, fire access cannot be measured from an arterial road
(N. College). While the proposed EAE complies with perimeter access
requirements, until such time as Farkas Place is constructed, the existing
condition creates a dead-end EAE of 640' in length. In the interim condition, an
approved turnaround will be required within the site. The paved area north of the
existing 1,217 sq. ft. building appears that it might provide enough room to allow
a hammerhead maneuver. Otherwise, a temporary through-connection, built to
approved fire lane specifications (see comment #4) will be needed on the south
side of the property providing full movement access back to College Ave. Such
a means of access could be gated if deemed necessary by the city or the
applicant.
Code language follows:
> IFC 503.2.5, Appendix D, and FCLUC 3.6.2(B)2006: Dead-end fire
apparatus access roads cannot exceed 660 feet in length. Dead-end fire
access roads in excess of 150 feet in length shall be provided with an approved
area for turning around fire apparatus.

06/07/2017: FIRE LANE SPECIFICATIONS
A fire lane plan shall be submitted for approval prior to installation. In addition to
the design criteria already contained in relevant standards and policies, any
new fire lane must meet the following general requirements:
> Shall be designated on the plat as an Emergency Access Easement.
> Maintain the required 20 foot minimum unobstructed width & 14 foot minimum
overhead clearance.
> Be designed as a flat, hard, all-weather driving surface capable of supporting
40 tons.
> Dead-end fire access roads in excess of 150 feet in length shall be provided
with an approved area for turning around fire apparatus.
> The required turning radii of a fire apparatus access road shall be a minimum
of 25 feet inside and 50 feet outside. Turning radii shall be detailed on
submitted plans.
> Be visible by painting and/or signage, and maintained unobstructed at all
times. Sign locations or red curbing should be labeled and detailed on final
plans. Additional signage requirements in comment #5.

06/07/2017: FIRE LANE SIGNS
The limits of the fire lane shall be fully defined. Fire lane sign locations should be
indicated on future plan sets. Appropriate directional arrows required on all
signs. Refer to LUCASS detail #1418 and #1419 for sign detail and placement.
Posting of additional fire lane signage may be determined at time of fire
inspection.

> IFC D103.6: Where required by the fire code official, fire apparatus access
roads shall be marked with permanent NO PARKING - FIRE LANE signs
complying with Figure D103.6. Signs shall have a minimum dimension of 12

road as required by Section D103.6.1 or D103.6.2.

Hydrant spacing and flow must meet minimum requirements based on type of
occupancy. A hydrant is required within 300' of any Commercial Building as
measured along an approved path of vehicle travel. The proposed hydrant to the
southeast of the site appears to meet the hydrant requirements at this time.

containment construction is reviewed by the building department.

therefore Erosion and Sediment Control Materials need to be submitted for
FDP. The erosion control requirements are in the Stormwater Design Criteria
under the Amendments of Volume 3 Chapter 7 Section 1.3.3. Current Erosion

can not be on the existing 4-inch water main. This main is in sub-standard
condition and the City plans on abandoning it in the future.
The development will need to connect to the existing 6-inch main on the east
side of College Avenue. This would also apply to the proposed fire hydrant
assembly. Another option is to extend a new 6-inch main from Willox Lane up
north to the site, although this option is probably more costly.

adjacent to the existing meter pit. The curb stop to be relocated 2’ to the southwest to align with the new service line.
