07/15/2016: Because this is the only sheet submitted for utility plans, it will require a
Title. Please make this title: "Erosion Control Plan for (Project name)." A full legal
description, vicinity map, and benchmarks also need to go onto the sheet.
Non-applicable notes can be removed (waterline, street construction, etc.). LCUASS
General Notes need to be added (Appendix E-1). Please review LCUASS Appendix
E-4 to assure that all applicable requirements are being met on one sheet if
possible. If this will not be possible please use as many sheets as necessary.
05/10/2016: Utility sheets were not separated from site plan sheets. Rather than
creating an entire utility set, it seems that all that is needed for engineering approval
is the Erosion Control Plan - please separate this sheet from the rest of the
submittal, use an approved graphic scale (per LCUASS E-4) and move the
signature block to the lower right hand corner of the sheet. A utility plan cover sheet
and notes sheet can be included with this submittal, however, a single sheet (just
the erosion control sheet) may be accepted if it includes applicable notes and legal
description. Please remove utility approval blocks from all other sheets (site plan
set). 01/19/2016: Please separate utility set from site plan set. Utility set should
comply with highlighted (pre-hearing) applicable requirements of Appendix E-4 of the
LCUASS, including the addition of the City¿s signature block in the lower right hand
corner of each sheet.

07/18/2016: I still need to see color photos or renderings of the wireless facility and
fence to ensure that they are compatible with the ecological character of the area.
01/19/2016: Please provide an example of the color and material you plan to use for
the fencing (photo or product sample). The renderings should realistically show the
color and materials that will be used, as well. Projects in the Vicinity of Spring Creek
must comply with Section 3.4.1(I)(1) of the Land Use Code, stating:
"Projects in the vicinity of large natural habitats and/or natural habitat corridors,
including, but not limited to, the Poudre River Corridor and the Spring Creek
Corridor, shall be designed to complement the visual context of the natural habitat.
Techniques such as architectural design, site design, the use of native landscaping,
and choice of colors and building materials shall be utilized in such manner that
scenic views across or through the site are protected, and manmade facilities are
screened from off-site observers and blend with the natural visual character of the
area. These requirements shall apply to all elements of a project, including any
aboveground utility installations."

05/08/2016: A condition of approval will be recommended to the decision-maker
regarding requirements for the structure to collapse rather than topple in regards to
site setbacks. If the project is approved, a letter signed by a licensed engineer will be
needed during Final Plan review to satisfy this requirement.

onto the character elevations page. The purpose of this sheet is to include
real-world monopine examples of the character desired for this proposal given the
elevations can not accurately represent the final project.
Please include the additional notes below the pictures on this sheet:
- The intent of the monopine structure is to create as accurate a representation of a
natural evergreen tree as possible. The sample images shown above are to be
representative of the overall look and character of the proposed monopine in terms
of branch-density, antenna concealment, shape/form, and trunk diameter, texture,
and color.
For this sheet, several of the images not representative of the overall character of
the monopine and should be replaced with images that similar to the second image
from the left.
During the final plan review, please locate this sheet after C-3 and renumber
accordingly.

07/11/2016: The site is located in or within 50 ft. of a sensitive area; therefore
Erosion and Sediment Control Materials need to be submitted. The erosion control
requirements are in the Stormwater Design Criteria under the Amendments of
Volume 3 Chapter 7 Section 1.3.3. Current Erosion Control Materials Submitted
does not meet requirements. The plans do not address what will be done to address
sediment control from construction of the parking stalls, and do not show all existing
stormwater infrastructure on the site, please see redlined plans for more detailed
comments. Please add standard erosion control notes to construction plans.
Written erosion control report and escrow calculations should be submitted at FDP.

07/14/2016: It looks like the grading is remaining substantially unchanged. I'm
taking the darker lines to be proposed contours and the lighter to be
existing/unchanged areas. I have a question on the area south of the pad - it
appears this would be a berm or low laying swale, but I'm not sure. Can you explain
what is happening here?
I think that a couple of notes regarding the grading would go a long way, i.e.
Proposed site grading will maintain existing elevations and drainage patterns while
making changes to the surface material (or explain the intent in a short blurb).
05/05/2016: Thank you for documenting the impervious area changes. Please
show the proposed grading contours with spot elevations in addition to existing
contours.
01/13/2016: Please document the changes in impervious area so site requirements
can be determined. This includes showing areas where impervious area is being
removed, replaced, created, etc. Please contact Dan Mogen at
dmogen@fcgov.com or (970)224-6192 with any questions about what is to be
docuemented or what the changes may trigger. At a minimum, a simple grading
plan showing the existing and proposed drainage pattens will be required.

07/14/2016: I would like to see additional information on where the underdrain runs -
I'm not sure if the line I'm seeing is for the underdrain as it doesn't appear to run
under the pavers. I would also like to see a detail for where that daylights or ties into
existing storm sewer.
Currently, the paver detail is labeled "planting details" - please update. I also
recommend updating the edge restraint to reflect what will actually be used and
removing the impervious membrane as this isn¿t directly adjacent to a building (it
certainly can be used if desired or recommended by your design engineer).
05/05/2016: Please replace the proposed pervious concrete with permeable
concrete pavers. Pervious concrete has not been shown to be a viable option in this
climate at this time. For final plan, please include the proposed underdrain locations
and routing.

07/14/2016: Response noted. Please continue to advise whether the irrigation will
be pulled from the existing tap or if a new tap will be needed - either is acceptable.
05/05/2016: If water service for irrigation will be needed, please show the proposed
service on the plans. Note that there is a 6" water main located in the private drive
immediately west of the site.
