that the utility plan set complies with all applicable checklist requirements.

11/01/2016: Since the last round of review, a new sheet (C-4) was added to the
plan set. C-4 was previously the Natural Habitat Buffer Zone sheet, which is now
C-5. As a result, all references to this sheet are incorrect. Please either replace all
references to sheet C-4 with C-5 or rearrange the sheets so that the NHBZ
information is still on C-4.
