It should read: "Utility Plans for Poudre River Downtown...". Please make sure all individual sheets match this title as well Response: The Plat has been revised to correctly reflect the project title of “Poudre River Whitewater Park” so that all plans are consistent. Comment Number: 7 Comment Originated: 02/15/2017 02/15/2017: Survey Control and Geotechnical Borehole Locations/Logs aren't required in the Utility Plan, but they can be left if desired. In the case that information changes after plans are approved, then they will need to be revised 2 accordingly. Response: Acknowledged. Comment Number: 8 Comment Originated: 02/15/2017 02/15/2017: Demolition Plan should include pavement along Vine Drive or College Avenue that is being removed. Response: Pavement being removed along Vine Drive has be called out with hatching on Demolition Plan in the revised utility plans. Comment Number: 9 Comment Originated: 02/15/2017 02/15/2017: Plans are still really unclear as to where existing ROW and public infrastructure are located. Curb, gutter, sidewalk, driveways, edge of pavement, etc. will be needed along Vine Drive and College Avenue. Clearly delineate the existing ROW along the entire Vine drive (and College Ave), not just on the property frontage. Response: This information has been added and called out on the revised utility plans. Comment Number: 10 Comment Originated: 02/15/2017 02/15/2017: To simplify and clean up the utility plans, please consider ghost utilities that aren't public. If there is a desire to show all these utilities, maybe only show them on existing conditions sheet or utilities sheet. Response: Utilities that are not public have been “ghosted/faded back” on necessary sheets of the revised utility plans. Comment Number: 11 Comment Originated: 02/15/2017 02/15/2017: What are the water and sanitary main sizes? Service sizes? Please label. Response: The City’s water and sanitary sewer main sizes are 6-inces and 12-inches, respectively. ELCO also has a 14-inch water line north of the City’s in Vine Drive. Based on information from Heather in the stormwater department, the water service sizes are ¾”. We are still trying to confirm the sanitary sewer service sizes. However, with the exception of the sanitary sewer service at 101 Vine, which will serve the future restroom, the existing sanitary services will be abandoned and capped. Comment Number: 12 Comment Originated: 02/15/2017 02/15/2017: The portion of sidewalk that bend around trees to the south will need to be in Access Alignments. Response: Access Alignments have been defined on the revised plat as well as utility plans. Comment Number: 13 Comment Originated: 02/15/2017 02/15/2017: Please move all City signature blocks to the lower right corner of the Utility Plan sheets. Response: All signature blocks have been moved to lower right corner of each sheet. Comment Number: 14 Comment Originated: 02/15/2017 02/15/2017: Please turn off grading and utility layer from the road plan and profile sheets. 3 Response: Existing contours, utilities, and proposed grading has been turned off on all Vine Drive roadway plan and profile sheets. Comment Number: 15 Comment Originated: 02/15/2017 02/15/2017: A lot of work is still needed on the Vine Drive Plan and Profile Sheets. A complete Street design is needed to verify what you're proposing in going to work in the interim. Right flowline, left flowline and centerline profiles will be needed for Vine Drive. As proposed, the variance requests for reduced flowline grades and cross section grades is not acceptable. It will need to be designed so that these parameters are met. This will most likely mean taking the Vine Drive to the centerline to achieve the minimum grades. Response: A complete street design including right, left and centerline profiles has been provided as an ultimate design plan and profile. Additionally; flowline, centerline, and cross section grades have been adjusted to meet the design criteria outlined in the Larimer County Urban Area Street Standards (LCUASS). Comment Number: 16 Comment Originated: 02/15/2017 02/15/2017: The two properties on the south of Vine Drive currently do not show parallel parking. Vine Drive will need to be designed with these properties going away and the flowline in the ultimate configuration. Response: The ultimate design configuration was designed with the two properties to the south going away (i.e. detached sidewalk and driveways). Comment Number: 17 Comment Originated: 02/15/2017 02/15/2017: Additional stationing is needed at points in where the flowlines transition from no on street parking to on street parking. As proposed, I'm not sure these areas will drain properly, especially near the existing homes not a part of this project. An inlet may be needed in this area. We will need to see horizontal design radii, lengths, etc. Response: Flowlines were adjusted and a curb cut and sidewalk chase were incorporated to facilitate adequate drainage. Line and curve tables were added to complete the horizontal design. Comment Number: 18 Comment Originated: 02/15/2017 02/15/2017: What type of driveway is being proposed for the two residential properties that will remain? Please show in Vine Drive plan/profile sheet as well as the utility or horizontal control plan. Response: Per agreement between City engineering staff and the owners of the two properties, a shared 36-ft wide Standard Type II driveway is proposed. The driveway have been added and called out on the Vine Drive plan and profile sheets and utility and horizontal control plan. Comment Number: 19 Comment Originated: 02/15/2017 02/15/2017: Vine profile will need to show how existing asphalt without curb and gutter will transition to the new section of roadway with the new public infrastructure improvements. Response: The transition from proposed curb and gutter to existing asphalt has been added and called out on appropriate design sheets. Comment Number: 20 Comment Originated: 02/15/2017 4 02/15/2017: It looks like the Vine drive profile will need to be adjusted so a high point is created between the two proposed inlets. This will help achieve the 0.5% at inlets and the minimum flow line grades. Response: The Vine Drive profile has been adjusted with a high point and curb cut. Comment Number: 21 Comment Originated: 02/15/2017 02/15/2017: The Vine Drive cross sections will need to show the existing grades. Is the Vine Drive centerline label for the ultimate or interim condition? Response: Existing grades have been called out on the Vine Drive cross sections. Labels calling out the existing centerline and ultimate centerline have been added to drawings for clarification. We need to verify that what you're proposing will work. Will addition asphalt be needed to the north of vine drive to accommodate the center turn lane? Will there be an interim striping plan? How will it transition from two lanes at College Avenue, to on street parking, to no on street parking? Response: A proposed/interim and future/ultimate striping plan has been provided. Topic: Plat Comment Number: 2 Comment Originated: 02/15/2017 02/15/2017: Since the property is City owned property, all public easements should be referred to as "Alignments" Response: Acknowledged. Comment Number: 3 Comment Originated: 02/15/2017 02/15/2017: Is there a reason the property to the south of the Poudre Pet & Feed Supply along College Avenue is not included with the Plat? Plans show a sidewalk connection in this area and it being a part of the overall project. Response: The plat has been revised to include this property since it is part of the project. Comment Number: 4 Comment Originated: 02/15/2017 02/15/2017: The proposed parcel shown on the Plat (Book 825, Page 530) can be combined with Lot 1 if this lot is acquired during final review. Response: The proposed parcel has been included as part of Lot 1 on the revised plat. Some fixtures are shown in 4000K and 5000K version on sheet E3.0 of the lighting plan, which will not meet the environmental protection requirements. Response: All lighting is limited to 3000K or lower color temperatures. Comment Number: 13 Comment Originated: 12/28/2016 12/28/2016: Will any motion sensing, dimming, or timing controls be used for any of the light fixtures. These are all highly recommended to reduce impacts to the river corridor, wetlands, nesting birds and other wildlife. Response: Motion sensing, dimming and timer controls are all planned throughout the development and will be provided based upon funding limitations. Comment Number: 16 Comment Originated: 12/28/2016 12/28/2016: Sheets E3.3, 3.4 and 3.5 all show spillover lighting into the wetland areas. Please adjust the placement, shielding, or mounting heights of the light fixtures to eliminate any light trespass into the wetland areas. Please also label the wetland lines on the photometric plans. Response: Photometrics will be reworked to eliminate spillage including relocating some fixtures. IF ACTIVE NESTS ARE FOUND, THE CITY ENVIRONMENTAL PLANNER WILL DETERMINE WHETHER ADDITIONAL RESTRICTIONS ON TREE REMOVAL AND CONSTRUCTION APPLY. Response: The note has been added to the landscape, mitigation and utility plans. Topic: Landscape Plans Comment Number: 12 Comment Originated: 02/14/2017 02/14/2017: Landscape plans indicate “CSU Engines Lab trees impacted by new trail alignment to be transplanted.” Please clarify on landscape and tree mitigation plans where the specific impacted trees will be transplanted from and to. Ensure it is clearly marked and understood for those doing the transplanting. Perhaps work with Forestry Department on the specs for that process. Response: The landscape plan has been updated to include general tree transplant locations. The mitigation plan includes existing location of engines lab trees affected by the new trail. Transplant notes, provided by the City Forester, have been added to the landscape plan. Comment Number: 13 Comment Originated: 02/14/2017 02/14/2017: Thank you for clarification regarding the various plant communities 6 and seeded areas versus plugs versus seed and plug areas. This aids significantly in reading plans and will aid significantly during post-construction inspections. Response: Thank you. Comment Number: 14 Comment Originated: 02/14/2017 02/14/2017: Include in Native Seed Mix the pounds/acre in addition to pounds/square feet to be used for both a drill seed application and a broadcast seed application. Please ensure a drill seed application rate of at 15lbs/acre. If broadcast seed method is to be used double the rate - thus 30lbs/acre at a minimum. Reaching out early to seed companies to place the order is highly recommended. Response: Additional information regarding application and rate has been added to the landscape plan and seed schedule. Comment Number: 16 Comment Originated: 02/14/2017 02/14/2017: Suggest working with Natural Areas Department staff to prepare and provide the preferred planting specs relevant to all types of plugs. Response: BIOHABITAT and BHA are working with Natural Areas to refine plug schedules and planting specs/details. Topic: Lighting Plan Comment Number: 17 Comment Originated: 02/14/2017 02/14/2017: Still unclear on specifications called out on lighting plans. Cooler color temperatures are harsher at night and cause more disruption to circadian (biological) rhythms for both humans and wildlife. Warmer color temperature (warm white, 3000K or less) are preferred and requested and those fixtures with dimming capabilities. Several departments within the City of Fort Collins have been working together to address this issue; they are referred to as the City’s Night Sky team. Results of the team’s work can currently be viewed on the City’s Public Records website in Resolution 2016-074, a summary of City of Fort Collins City Council Intent and General Policy Regarding Night Sky Objectives. All fixtures are to be Dark Sky compliant. Comment Number: 18 Comment Originated: 02/14/2017 02/14/2017: Current plans illustrate light spillage into natural habitat buffer areas. City of Fort Collins Land Use Code Article 3.2.4(D)(6) requires that lighting from parking areas or other site amenities shall not spill over to the buffer areas. Please update the lighting fixtures and plans accordingly. Response: Photometrics will be reworked to eliminate spillage including relocating some fixtures. Comment Number: 19 Comment Originated: 02/14/2017 02/14/2017: Clearly identify which fixtures, controls and shields are to be used to avoid confusion in purchasing and installation. Currently the plans are very busy and it is not entirely clear what shall be ordered to be in compliance with City of Fort Collins lighting standards and requests. Response: Lighting schedule and information provided will be updated to clarify equipment to be purchased and style to be installed at each location. Additionally, please retitle “Street Tree Note” to “Tree Permit Notes” and obtain these edited notes from the City Forester. Response: Notes have been updated on the landscape plan minus the irrigation section of the ‘General Landscape Notes’. As with most natural areas, this project will only include drip-irrigation to new tree plantings and shrub beds. 01/03/2017: Please add Landscape Notes, Enhanced Tree Protection Notes, and Warranty Notes to the Landscape Plans, which are available through the City Forester. Response: Notes have been updated on the landscape plan Comment Number: 4 Comment Originated: 02/17/2017 02/17/2017: In regards to the existing trees to remain, please use the same symbol on the landscape plans as shown in the key. Response: Legend has been corrected. Comment Number: 5 Comment Originated: 02/17/2017 02/17/2017: The City storm and water utilities may be removing the existing trees for bank stabilization reasons. This removal work could impact TR15 and Grove 19. The specifics on which trees are to be impacted can be obtained from Beck Anderson with City Utilities (banderson@fcgov.com; office: 970-221-6682). Response: Trees that have been removed as part of the City storm and water utilities project have been removed from all drawings per emails with Beck on 4/7/17. BHA plans to check back in with Beck at a later date to see if additional trees were removed as part of this effort. This has been identified on pertinent sheets of the revised utility plans. Department: Outside Agencies Contact: Don Kapperman, Comcast, Topic: General Comment Number: 1 Comment Originated: 12/27/2016 COMCAST 12/27/2016: Please call in locates to see if Comcast is clear of all work area. Response: Locates were called in and have been shown on the revised utility drawings. Widening of Vine Drive to the south, as well as the proposed stormwater infrastructure, will require the relocation of several utility pedestals and likely a fiber optic line. It is suggested that a utility meeting be scheduled ahead of the initiation of construction to discuss utility relocation requirements. The training is intended to be moderately invasive in nature: with 1" diameter holes being punched in the roof and water application via a fog nozzle. There will be no live fire associated with this exercise. Please contact me if your site may be willing to pursue a discussion along this line and I will put you in touch with our training division chief. Thank you. Response: Noted. Comment Number: 7 Comment Originated: 02/11/2017 10 02/11/2017: FIRE LANE TURNAROUND PFA is asking the applicant to re-evaluate the hammerhead turnaround design at the Xcel site, as the AutoTurn exhibit indicates the turning movement to be limiting and therefore potentially problematic. Response: The hammerhead design has been widened by 10’ near the Xcel fence to help accommodate fire truck movements. Comment Number: 8 Comment Originated: 02/11/2017 02/11/2017: GATE LOCATION The location and design of the proposed gate (or bollard system) needs to be submitted to PFA for review and approval. An approved means of unlocking the gate (or removing bollards) is required. Response: BHA is working with Jim to develop an appropriate design for the lockable gate. Comment Number: 9 Comment Originated: 02/11/2017 02/11/2017: SIGNAGE > Fire lane signage is needed at the entry point on E Vine to signal emergency responders that this route has been designed for their use. > The west terminus of the fire lane, past the Xcel site should be posted with, "No large vehicle access past this point" to indicate fire apparatus should venture no further. Response: Signage call outs and details have been added to the revised utility plans. Department: Planning Services Contact: Ted Shepard, 970-221-6343, tshepard@fcgov.com Topic: General Comment Number: 13 Comment Originated: 02/14/2017 02/14/2017: Please consider enlarging the changing room. Since kayakers typically arrive in groups, it would be more user-friendly for the changing room to accommodate more than one person. Or, due to potential issues with the transient population, please consider adding one changing room. Or, at the very least, please consider calling out an additional changing room in the future based on demand. Response: Keeping the rooms small is a safety consideration as we do not want to create hiding areas within the park. Adding a note to the site plan that additional changing rooms shall be added as needed is appropriate. A similar note has been added to the site plan. Comment Number: 14 Comment Originated: 02/14/2017 02/14/2017: More thought needs to be put into the functionality of the changing room. For example, it needs to include a bench. If there are concerns about usage by the transient population, the bench could be reduced in length (18” 24”) to discourage resting or sleeping. Be sure that the changing room includes four to six hooks or pegs as the floor will be likely be wet. Also, a small shelf would be very useful for placing various sundries during the changing process (eyewear, croakies, nose plugs, sunscreen, keys, gloves, etc.). Response: We can refine the interior design some, but as a whole we want them simple. Skinny benches, hooks and small shelves are simple enough. 11 Comment Number: 15 Comment Originated: 02/14/2017 02/14/2017: The plans do not indicate the location of the put-in. It needs to be as far upstream as possible. From plan view (I have not walked the site), a suitable location appears to be northwest of the stone steps upstream of the first whitewater feature. Response: Put-in/take-out callouts have been added to the site plan. Comment Number: 16 Comment Originated: 02/14/2017 02/14/2017: The plans do not indicate the location of the take-out. It needs to be as far downstream as possible. From plan view (I have not walked the site), a suitable location appears to be in the area of the future Poudre trail adjacent (but not too close) to the Xcel facility. Another possible location would be near the ADA Accessible River Access. Please be aware that the natural tendency for a kayaker lugging a boat is to take the shortest possible route back to the car. It is very likely that the path labeled as “Future Poudre Trail” will become an informal path back to the parking lot. Response: Put-in/take-out callouts have been added to the site plan. Comment Number: 17 Comment Originated: 02/14/2017 02/14/2017: Overall, the plans indicate that trails are to be concrete. Would it be possible to specify that the color be softened so that the extent of gray concrete is minimized? Or, has there been any consideration for downgrading to use of non-concrete materials for soft paths? Response: The portion of the trails that are either exiting or future portions of the Poudre Trail will be colored per the parks and trails standard. The Plaza space on the north and south bank will be enhanced with a material change or color change to delineate trail vs plaza. Soft paths are not desired due to the high frequency of flooding on site. Please see the site plan for location of paths. Comment Number: 18 Comment Originated: 02/14/2017 02/14/2017: There are three parallel parking spaces indicated within the parking lot turn-around. Could one of these spaces be eliminated and then set aside as a loading zone? Response: The entire parking lot turn-around area is designed to be a loading zone. The linework for the ‘three parallel’ spaces was graphical error, and has been corrected. Similarly, this area is now labeled on the site plan. Comment Number: 19 Comment Originated: 02/14/2017 On Landscape sheet L3, please provide the quantity assigned to the selected trees and shrubs. Response: The plant schedule has been updated to include tree and shrub quantities. Comment Number: 20 Comment Originated: 02/14/2017 02/14/2017: On the Lighting Plan, staff recommends that sheets EO.3, EO.4, EO.5 and E3.0 be simplified and adjusted so that each fixture description matches the Schedule and the selected specifications be called out.
