Location The Cherry Street Cottages project site is located in the Northeast quarter of Section 10, Township 7 North, Range 69 West of the 6th Principal Meridian, City of Fort Collins, County of Larimer, State of Colorado. Cherry Street Cottages is bordered to the north by an existing residential property; to the east by single family homes (Hanna Farm Neighborhood); to the west by Lyons Street and single family homes (Mountain View Heights); and to the south by Cherry Street and the Putnam School. 2. Nature of Construction Activity at the Site The total disturbed area is 40,000 square feet (0.918 acres). The proposed development will include nine (9) dwelling units, including primary dwelling units and secondary dwelling units on the three (3) western-most lots (Lots 1, 2, and 3), with one primary dwelling unit on the remaining three lots (Lots 4, 5, and 6). An access driveway/alley will be located along the north side of the property. A stormwater detention pond is located on the east part of the property. The inlet for the detention pond is on the northwest corner and the outlet structure is located on the south side of the detention pond. Water released from the detention pond will flow to the Cherry Street R.O.W. in the southeast corner and onto the road where it will eventually drain to the stormwater inlet. 3. Proposed Sequence of Major Activities The project will be constructed in a single phase. The following is the sequence of construction activity: 1) Install and implement construction boundary erosion fence, street inlet sediment protection and vehicle tracking control. 2) Clear, grub and stockpile topsoil. 3) Grade and construct entrance road and detention pond. 4) Complete Excavation and grade site to finished elevations. 5) Finish construction and stabilize site. Seed all disturbed non-surfaced areas. 4. Soil Data The soil on the site consists of loam with a Hydrologic Soil Group B or C. 5. Existing Vegetative Cover The site currently has not been developed. Existing vegetation consists of grass and weeds that cover the site. 6. Location of Potential Pollution Sources The Contractor shall identify potential pollution and implement sources BMP’s to minimize the risk of pollution outside the construction area. Receiving Watershed Water released from the detention pond will flow to the Cherry Street R.O.W. in the southeast corner and onto the road where it will eventually drain to the stormwater inlet. 8. STORMWATER MANAGEMENT CONTROLS 1. Administrator The contractor shall identify a person knowledgeable in erosion prevention and sediment control who will oversee the implementation, inspection and maintenance of the erosion prevention and sediment control BMPs before and during construction. The contractor’s inspector shall inspect the construction site once every seven days and within 24 hours after rainfall event greater than 0.5 inches in 24 hours. The contractor shall keep a record of inspections and maintenance conducted during construction. These records must be retained in the storm water pollution prevention plan. Records of each inspection and maintenance activity shall include: 1) Date and time of inspections: 2) Name of person(s) conducting inspection: 3) Findings of inspection, including recommendations for corrective actions taken (including dates, times, and party completing maintenance activities): Preliminary PDP Erosion Control Report 4 4) Date and amount of rainfall events greater than 0.5 inches in 24 hours: 5) Documentation of changes made to the BMP’s shown on the erosion control plan. 2. Identification of Potential Pollutant Sources a) Disturbed and Stored Soils Soil disturbance will occur during construction activities including excavation, grading, grubbing and clearing. BMP means of control include: • Stockpile management • Seeding and mulching • Check dams • Silt fences • Sediment control logs • Inlet protection • Sediment basins b) Vehicle Tracking of Sediments Vehicle tracking of sediments will occur during construction. BMP means of control include: • Vehicle tracking control pad at the construction entrance access. c) Management of Contaminated Soils Contaminated soils are not expected to be present on site. d) Loading and Unloading Operations Loading and unloading of materials to and from the site are expected during construction. BMP means of control include: • Vehicle tracking control pad at the construction entrance/exit access. • Silt fence around the perimeter of loading and unloading areas on site. • Good Housekeeping Practices e) Outdoor Storage Activities Outdoor storage is expected during construction. BMP means of control include: • Silt Fence around perimeter of storage area. • Good Housekeeping Practices Preliminary PDP Erosion Control Report 5 f) Vehicle and Equipment Maintenance and Fueling Vehicle and equipment maintenance and fueling can occur during construction. BMP means of control include: • Vehicle Maintenance, Fueling and Storage • Good Housekeeping Practices g) Significant Dust or Particulate Generating Processes Dust and particulates can be expected during construction. BMP means of control include: • Wind Erosion/Dust Control • Utilize Water truck(s) to minimize dust or particulate production as needed h) Routine Maintenance Activities Involving Fertilizers, Pesticides, Detergents, Fuels, Solvents, Oils, etc. Onsite routine maintenance activities involving fertilizers, pesticides, detergents, fuels, solvents, oils, etc. shall be kept to a minimum. BMP means of control include: • Good Housekeeping Practices • Vehicle and Equipment Maintenance and Fueling i) On-Site Waste Management Practices Waste removal will occur onsite regularly. BMP means of control include: • Good Housekeeping Practices j) Concrete Truck/Equipment Washing, Including the Truck Chute and Associated Fixtures and Equipment Concrete truck/equipment and associated fixture washing is expected during construction. • Concrete Washout Area k) Dedicated Asphalt and Concrete Batch Plants Asphalt and concrete batch plants will not be located on site. BMPs: None required. l) Non-Industrial Waste Sources such as Worker Trash and Portable Toilets Non-industrial waste sources such as worker trash and portable toilets can be expected during construction. Detailed Sequence of Construction Activities: a) Clearing and Grubbing Prior to the start of the on-site mobilization of clearing and earth moving equipment, all construction boundary erosion and sediment controls shall be in place along with a vehicle tracking control pad at the construction access. Any street inlets identified as having the potential to receive runoff from the site shall have inlet protection installed. As clearing and grubbing progresses, the designated staging area, the designated concrete washout area, and the temporary stockpile area shall be established. b) Grade and construct entrance road and detention pond. The entrance drive and detention pond will be graded and stabilized during the initial phase of construction. Once in place, silt fence shall be placed around the perimeter to prevent erosion and sediment transport downstream. The detention pond’s inlet and outlet shall be protected with inlet/outlet protection measures. c) Complete Excavation and grade site to finished elevations. Temporary soil stockpiles during excavation and grading that exceed 3:1 slopes shall be covered with erosion control blankets to prevent soil erosion. Once finished elevations are in place surfacing of driveway will be finished. d) Finish construction and stabilize site. Upon completion of construction activities all disturbed areas within the development shall be stabilized, mulched and seeded. Any sediment accumulated in the detention pond during construction shall be removed and the area reseeded. Once site is completely stabilized all temporary erosion and sediment controls shall be removed. Preliminary PDP Erosion Control Report 7 C.
