The trip generation was determined using floor area as the trip generation variable.
Using Trip Generation, 8th Edition, ITE, the trip generation for the proposed Legacy Auto
PDP is shown in Table 1. The Legacy Auto PDP trip generation result results in: 370
daily trip ends, 17 morning peak hour trip ends, and 44 afternoon peak hour trip ends.
This is an increase of 330 daily trip ends, 14 morning trip ends, and 41 afternoon trip
ends as compared to the existing use. The trip distribution and site generated peak
hour traffic for this site is shown in Figure 3.
Appendix A shows a map of the area that is within 1320 feet of the Legacy Auto
PDP. There are sidewalks along North College Avenue, south of the Larimer & Weld
Canal, to the north of this site. There are sidewalks along Willox Lane, east of North
College Avenue, and on the south side west of North College Avenue. There will be
four pedestrian destinations within 1320 feet of the Legacy Auto PDP. These are: 1) the
residential area (mobile home community) to the north of the site, 2) the residential area
(along Spauding Lane) to the east of the site, 3) the commercial area to the south of the
site and the residential area along Willox Lane, and 4) the commercial area (North
College Market Place) to the east of the site. This site is in an area type termed “activity
corridor.” Acceptable pedestrian level of service cannot be achieved for the pedestrian
destinations north of the site (1 and 2). The Pedestrian LOS Worksheet is provided in
Appendix A. The minimum level of service for “activity corridor” is B for all categories.
These types of land use are not likely to generate significant pedestrian trips. There are
sidewalks along the Legacy Auto PDP site. Since the design of the segment of North
College Avenue, north of the Larimer & Weld Canal, is not known; it is recommended
that sidewalks to the north not be built at this time.
Appendix A shows a map of the area that is within 1320 feet of the Legacy Auto
PDP. North College Avenue has bike lanes south of the Larimer & Weld Canal. The
shoulders along North College Avenue, north of the Larimer & Weld Canal are of
sufficient width to accommodate bicycles. There will be two bicycle destinations within
1320 feet of the Legacy Auto PDP. These are: 1) the commercial area to the south of
the site and 2) the commercial area (North College Market Place) to the east of the site.
The Bicycle LOS Worksheet is provided in Appendix A. The minimum level of service
for this site is C. This site is directly connected to North College Avenue. Therefore, it
is concluded that level of service C can be achieved.
From the foregoing analyses it is concluded that the trip generation for the
proposed Legacy Auto PDP will be higher on a daily and peak hour basis compared to
the existing use. However, it will have little impact on the existing street system. It is
respectfully requested that no further transportation analyses be required for the
proposed Legacy Auto PDP.
