Show the design for the doors, materials and color, with an appropriate design since the doors will be highly visible from the street. Note on the plans that the TE will have a separate bin(s) for recycling. Please show the containers and make sure that circulation inside the TE works and that the TE is properly sized for potential uses that could occur on lots 1 and 2, and that there is sufficiant space to encourage recycling. If an addtional TE location is needed, please add it to the the project. Response: Trash Enclosure design provided on Architectural Elevations. Conceptual layout of receptacles provided on Site Plan. Department: Engineering Development Review Contact: Marc Ragasa, 970.221.6603, mragasa@fcgov.com Topic: General Comment Number: 1 Comment Originated: 03/30/2016 03/30/2016: Please show the Illinois Drive cross section from the Rigden Farm Utility Plans to depict how the cross section will look with the wider sidewalks on Illinois Drive. Response: Cross section added to sheet 1. Comment Number: 2 Comment Originated: 03/30/2016 03/30/2016: The dates in the General Notes and Storm Drainage Notes do not match the date on the Final Drainage Report that was part of the submittal. Response: Date has been revised to match. Comment Number: 3 Comment Originated: 03/30/2016 03/30/2016: Add the street cut note to the Utility Plans: "LIMITS OF STREET CUT ARE APPROXIMATE. FINAL LIMITS ARE TO BE DETEREMINED IN THE FILED BY THE CITY ENGINEERING INSPECTOR. ALL REPAIRS TO BE IN ACCORDANCE WITH CITY STREET REPAIR STANDARDS." Response: Note has been added to sheet 3. Comment Number: 4 Comment Originated: 03/30/2016 03/30/2016: Label surrounding properties on the Utility Plans Response: Property labels have been added. Comment Number: 5 Comment Originated: 03/30/2016 03/30/2016: Show existing sidewalk ramps along East Drake Road. See redlines. Response: Existing ramps have been added. Comment Number: 6 Comment Originated: 03/30/2016 03/30/2016: Plans show a concrete plan within the ROW on Illinois Drive. Please show why this is needed. Engineering would like to see this removed. Additional grading or possibly adding a berm would help with drainage and allow for the removal of this pan. The curb cut would need to be perpendicular to the curb. Based on the grading plan, it looks like the curb cut will create a low spot, creating a drainage issue. If the pan is the only option and allowed, please provide the City stormwater drainage pan detail in the Utility Plans. Response: Drainage pan has been removed. Comment Number: 7 Comment Originated: 03/30/2016 03/30/2016: The southbound ramp on Illinois Drive will need to match the existing directional ramps along Illinois Drive. The existing curb may need to be modified to allow for a wider ramp. See ramps west of Illinois Drive where 12' walks currently exist. Ramp standards indicate that the width of the ramp shall be the same as the sidewalk, up to 8'. Comment Number: 8 Comment Originated: 03/30/2016 03/30/2016: Verify that the tree grate will not interfere with the inlet on Illinois Drive. At least 1' is needed between the tree grate and inlet. Response: 2.12’ is provided between the edge of the tree grate and the inlet and 40’ is provided between the canopy tree and the street light. Comment Number: 9 Comment Originated: 03/30/2016 03/30/2016: It appears that the storm line and sanitary line on Tract A will serve both Lots 1 and 2 as well. Please verify with Stormwater if this line will need to be a public line. Response: Acknowledged. Comment Number: 10 Comment Originated: 03/30/2016 03/30/2016: Lots 1, 2 and 3 all have legal access since they front to public streets. Does it make sense to depict Tract A as an access easement as this will be the shared parking areas for all three lots? Response: Tract A has a blanket Access Easement covering it. Comment Number: 11 Comment Originated: 03/30/2016 03/30/2016: Please add the standard sidewalk repair note to the utility plan and the site plan: "Any damaged curb, gutter and sidewalk existing prior to construction, as well as streets, sidewalks, curbs and gutters, destroyed, damaged or removed due to construction of this project, shall be replaced or restored to City of Fort Collins standards at the Developer's expense prior to the acceptance of completed improvements and/or prior to the issuance of the first Certificate of Occupancy." Response: Tree location has been adjusted. 12/08/2015: Show the locations of any other street lights and the locations where stop signs will be located. Street tree placement from any of these fixtures should be adjusted to meet the following standard. Street Lights: Canopy shade trees 40 feet Ornamental trees 15 feet Stop Signs: All trees 20 feet away from signs Response: Separation has been provided and separation notes have been defined. Comment Number: 7 Comment Originated: 03/30/2016 03/30/2016: Continued: Eliminate the first tree street tree from the corner of Drake and Illinois located along Drake for improved line of site Response: Tree has been eliminated. 12/08/2015: Evaluate street tree placement for line of site at the following corners: Illinois and East Drake: The first tree along Illinois and the first tree along Drake. Illinois and Limon: the first tree on Illinois should be shifted to the north. The first tree along Limon may be in conflict with where a stop sign will be located and is also close to the corner.
