College Avenue, Suite 240 Fort Collins, CO 80524 Re: Limited Phase II Environmental Subsurface Investigation Education and Life Training Center 401 Linden Street Fort Collins, CO 80524 Dear Mr. Shortridge, National Inspection Services® was retained by Space Foundry, LLC to perform a Limited Phase II Environmental Subsurface Investigation of the Education and Life Training Center property located at 401 Linden Street in Fort Collins, Colorado. The area of study for this assessment is the parking area to the northwest/west of the Property building. This report provides a description of environmental concerns identified, if any, during the Limited Phase II Environmental Subsurface Investigation conducted at the property. The information contained within this report is intended solely for your use and benefit and that of your designated associates, regarding the property. PROPERTY INFORMATION The property is identified as 401 Linden Street located in Fort Collins, Colorado 80524. According to the Larimer County Assessor, the Property consists of a land footprint of approximately 6,336 square feet (0.15 acres) with one improvement, a one-story commercial building utilized as an adult educational facility and office space. The Property building is comprised of an original building footprint of 3,846 Limited Phase II Subsurface Investigation – 401 Linden Street, Fort Collins, CO 80524 September 30, 2014 square feet and an addition comprised of 1,157 square feet. The original portion of the Property building footprint is wood framed constructed with an exterior stucco finish. The Property addition is CMU block construction with an exterior stucco finish. The Property building is constructed on a concrete foundation. The Property is accessed from the east off of Linden Street and from the south off of Willow Street. PROPERTY USE The property is currently utilized as an adult education facility known as the Education and Life Training Center. The northwest/west of the Property building is utilized for faculty/student parking. The Property is immediately surrounded by a residence to the north and east of the Property. A right-of-way sidewalk and Linden Street are located adjacent to the Property to the south and Willow Street is located adjacent to the Property to the west. PROPERTY HISTORY Available City Directories for the Property address indicate that the Property was a residence in 1922, a laundry facility from 1925 to 1933, a poultry process plant in 1950 and 1952, a produce market in 1956, Volunteers Clearing House from 1973 to 1994, and the Education and Life Training Center from 1996 to present. The Property appears to be vacant in the available fire insurance maps from 1906 and 1909. There is a dwelling located on the northwest portion of the Property in the fire insurance map from 1925; the use of this dwelling could not be determined. Available records indicate that the north/northeast portion of the Property may have been utilized as a historical solid waste landfill. This information was researched through the Colorado Department of Public Health and Environment, Hazardous Materials Waste Management Division (HMWMD) and other various state and local agencies. PROJECT BACKGROUND National Inspection Services® completed a Phase I Environmental Site Assessment (ESA) Report for 401 Linden Street on June 25, 2014. The results of the Phase I Environmental Site Assessment Report revealed the following environmental concerns relating to the property: The GeoSearch database report indicates that the north/northeast portion of the Property may have been utilized as a historical solid waste landfill. GeoSearch gathered this information from the Colorado Department of Public Health and Environment, Hazardous Materials Waste Management Division (HMWMD) and other various state and local agencies. National Inspection Services® contacted the HMWMD regarding this historical solid waste landfill; records confirming this finding were not reasonably attainable. This finding is considered a potential REC to the Property. Additionally, available City Directories indicate that the Property was utilized Limited Phase II Subsurface Investigation – 401 Linden Street, Fort Collins, CO 80524 September 30, 2014 as a laundry facility from at least 1925 to 1933. Specific operations and potential chemicals utilized during this operation as a laundry facility are not known; however, this finding is considered a potential REC to the Property. Solid waste landfills can pose a threat to human health and the environment. Contaminants from the dumped waste can leach into groundwater and/or be washed into on and off-site surface water sources. The natural break down of waste in landfill operations can produce methane and carbon dioxide gases which have the potential is extrude into the atmosphere and/or contaminate groundwater. Other non-methane organic compounds (NMOCs) may exist at landfill operations; these NMOCs may include toxic compounds such as benzene, toluene, chloroform, vinyl chloride, and carbon tetrachloride. Other contaminants from dumped and/or landfilled materials may exist in the soil and/or groundwater/surface water at the Property including, but not limited to: asbestos, lead-based paint, polychlorinated biphenyls (PCBs), and mercury. Dry cleaning facilities have historically utilized a hazardous chemical known as perchloroethylene/tetrachloroethene (perc). Specific operations and potential chemicals utilized during the Property’s use as a laundry facility are not known; however, the use of perc could not be ruled out. The release of perc can be a significant risk to human health and the environment. DRILLING ACTIVITIES On September 16, 2014, National Inspection Services® undertook a Limited Phase II Environmental Subsurface Investigation at the 401 Linden Street, Fort Collins, CO designed to retrieve current subsurface data. The subsurface investigation included the advancement of three (3) soil borings (SB-1, SB-2, SB-3) completed along the northwest/west parking lot of the Property. National Inspection Services® collected composite soil samples from each soil boring location. The soil samples were analyzed for benzene, toluene, ethylbenzene, and total xylenes (BTEX), diesel range organics (DRO), gasoline range organics (GRO), and other VOCs including tetrachloroethene (Perc) using EPA Methods 8015B and 8260B. Bedrock and refusal was reached 8.5 to 9 feet below ground surface (bgs) with no water present. A site plan depicting the three soil boring locations is included in the enclosures section of this report. Underground utilities were located prior to drilling activities by contacting the Utility Notification Center of Colorado (UNCC) referenced under Ticket #B425900496-00B. The Property was marked by UNCC and/or verbal confirmation of “all clear” was received by the various utility organizations contacted for this project. Site Wise was also contracted to mark private utilities at the Property. The three borings were completed by Drilling Engineers Inc. of Fort Collins, Colorado using a Geoprobe 7822DT high-capacity direct push soil sampling machine using PVC liners for each five-foot interval of soil column collected. One-inch PVC pipes, slotted between 5-10 feet below ground surface (bgs), were temporarily placed in soil borings SB-2 and SB-3 to facilitate groundwater sampling activities. Limited Phase II Subsurface Investigation – 401 Linden Street, Fort Collins, CO 80524 September 30, 2014 These wells were checked on September 26, 2014 and determined to be dry and subsequently abandoned. Additionally, no building materials and/or suspect asbestos containing materials were identified in the soil boring locations. The Limited Phase II Environmental Subsurface Investigation determined that all of chemical constituents analyzed from each soil sample collected from the three soil boring locations were identified below the Colorado Department of Labor and Employment, Division of Oil and Public Safety (OPS) Tier 1 Risk-Based Screening Levels (RBSL’s). SUBSURFACE CONDITIONS The Property is situated within the Denver Basin, which is located in the Colorado Piedmont on the western edge of the Great Plains physiographic province. According to the USGS Geologic Map of Colorado, the geology underlying the Property consists of modern alluvium. Bedrock is anticipated to be encountered at approximately ten (10) to twenty (20) feet below the ground surface. According to the United States Department of Agriculture (USDA), the soils underlying the Property consists of Paoli fine sandy loam. The top five feet of the Paoli fine sandy loam soil profile consists of fine sandy loam, sandy loam, and loamy sand. The Paoli fine sandy loam series is derived from alluvium and is well drained with a slope of zero to one percent. During drilling activities conducted on September 16, 2014, the subsurface soils across the Property were characterized as native soils generally consisting primarily of sand with pebble-cobble approximately two feet below ground surface (bgs), sandy loam existing from approximately two feet bgs to four feet bgs, and sand material with pebble to cobble from approximately four feet bgs to nine (10) feet bgs. Bedrock and refusal was encountered at 8.5 to 9 feet bgs. Boring logs for the three soil borings are included in the enclosures section of this report. All three borings were completed to a depth of ten (10) feet bgs. Groundwater was not encountered during the drilling activities. Based upon topographic map interpretation and site observations, the Property slopes gradually to the northeast. Groundwater beneath the property is anticipated to follow local topography and flow to the northeast toward the Poudre River. SAMPLING ACTIVITIES During the September 16, 2014 drilling activity, approximately five-foot soil intervals from each boring location were field screened for Volatile Organic Compounds (VOCs) using a hand-held photoionization detector (PID) meter. The results from the field screening activities from SB-2 and SB-2 identified VOC concentrations between 5.8-63.4 parts per million (ppm). These results were indicative of normal background levels. The field screening at 5-10 bgs from SB-1 yielded VOC concentrations of 2770 PPM; this is considered an elevated PID reading. A PID field log sheet completed for the three soil borings is included in the enclosures section of this report. Green staining was noted at approximately 8 feet bgs from SB- Limited Phase II Subsurface Investigation – 401 Linden Street, Fort Collins, CO 80524 September 30, 2014 2 and SB-3. No staining was noted from the SB-1 soil boring. No hydrocarbon odors were noted during the sampling activities. The soil samples were stored under refrigeration and were delivered to Technology Laboratory, Inc. in Fort Collins, Colorado on September 16, 2014. ANALYTICAL RESULTS The soil samples were analyzed for benzene, toluene, ethylbenzene, and total xylenes (BTEX), diesel range organics (DRO), and gasoline range organics (GRO) using EPA Methods 8015B and 8260B. Limited Phase II Subsurface Investigation – 401 Linden Street, Fort Collins, CO 80524 September 30, 2014 CONCLUSIONS The Limited Phase II Environmental Subsurface Investigation determined that all of chemical constituents analyzed from the soil samples collected from the three soil boring locations were identified below the Colorado Department of Labor and Employment, Division of Oil and Public Safety (OPS) Tier 1 Risk-Based Screening Levels (RBSL’s). RECOMMENDATIONS Based on the findings of this Limited Phase II Environmental Subsurface Investigation, further investigation at the Property does not appear to be warranted at this time. RELIANCE All reports, both verbal and written, are for the benefit of Space Foundry, LLC. This report has no other purpose and may not be relied upon by any other person or entity without the written consent of National Inspection Services® . LIMITATIONS This investigation was limited in nature and should not be used as a comprehensive, site-wide subsurface investigation. Performance of this investigation is intended to reduce, but not eliminate, uncertainty regarding the presence of subsurface contamination. The north andeast boundary of the Property is the Property building; the south boundary of the Property is a sidewalk belonging to the City of Fort Collins. Therefore, subsurface soil samples were not collected in these areas. National Inspection Services® either expresses or implies a guarantee that all potential subsurface contamination was identified during this survey. National Inspection Services® used reasonable diligence consistent with industry standards performing this limited subsurface investigation.
