Kimley-Horn serves as the engineering consultant for CORE Fort Collins 1415 Elizabeth, LLC
(“CORE”) who is requesting a variance from the standard 10-foot public utility separation requirement
for the proposed Hub On Campus – Ft Collins redevelopment. CORE requests approval for a
reduction in the required separation from 10-feet to 8-feet.
The existing site has multiple public sanitary and storm sewer mains running through the property.
These mains serve multiple developments surrounding the site, including the Fairview Apartments,
Fairview Shopping Center, Matador Apartments, Pott’s PUD, Uptown Plaza, and other adjacent
properties. As a part of the redevelopment, the public sanitary main will be re-routed to the west edge
of the property, while the public storm main will be re-routed to the east edge.
Although most the storm and sanitary alignments maintain proper separation, there are isolated
instances that are deficient. These mainly occur along the south edge of the property where the mains
are required to run parallel due to site and existing infrastructure constraints. Relocation of existing
infrastructure, such as the existing City of Fort Collins transformer, has been deemed infeasible by
both CORE and the City. Please reference sheet 10 of 12 of the Hub On Campus – Ft Collins Utility
Plan Set prepared by Kimley-Horn (dated 2/21/2017) for the proposed public main re-routing.
