City Presentation
Introduction and summary of the City’s development process (developer has submitted a
conceptual plan and this is the first public meeting).
Conceptual review was held May 23, 2016
Site location is on the northeast corner of Stanford Road and East Horsetooth Road
Site zoning is Medium Density Mixed Use (MMN)
Applicant Presentation
Developer is from the Twin Cities area, and has built 26 village cooperatives.
Coop started in Minnesota in the ‘70s.
Units are 100% owner occupied.
Building units are represented as shares and can be bought and sold.
Cooperative has a board of directors (who are required to live in the community)
Conceptual site plan shows drive off of E Horsetooth Road that is fire access only.
52‐unit proposal.
Construction is anticipated spring/summer 2017.
Construction timeline is about 12‐14 months.
Site rendering shows parking under the structure, raised garden beds to the east, and outdoor
space to the south (fronting East Horsetooth Road).

Question (Citizen):
Where will the garages let out at?
Answer (Applicant):
The parking lot, which lets out to Stanford.
Question (Citizen):
What are the different units and what are the variations of the units?
Answer (Applicant):
The units will be 900‐1,600 square feet (1 bed 1 bath ‐ 2 bed 2 bath with den) with 14 different floor
plans to choose from.
Question (Citizen):
Why is it referred to as a home?
Answer (Applicant):
Because it is considered a long term move, average turnover is 5% a year
Question (Citizen):
The last project proposed (Bella Vista) on this site was very contentious. What do you anticipate the
public will receive this project?
Answer (Applicant):
Previous project was 5 stories tall and it was a lot denser.
Question (Citizen):
Do you feel this is less offensive to the area?
Answer (City):
The Bella vista project required modifications and did not meet height requirements. That may have
contributed to the controversy.
Question (Citizen):
What is your roll after this is built?
Answer (Applicant):
I am one of four owners and it is solely in control of the residents. There are bylaws that control the
coop. The bylaws can change rules if the residents see it fit. I act in an advisory role if issues were to
arise.
Question (Citizen):
How many employees will the co‐op have?
Answer (Applicant):
Three. Landscaper, Maintenance, and Member Services Manager.
Question (Citizen):
How is the landscaper picked?
Answer (Applicant):
We hire a project manager and contractor who will pick the initial companies to fulfill the requirements
of the community. The future owners will be able to change landscapers to anyone they want after that.
Question (Citizen):
Will there be a pool?
Answer (Applicant):
No. We don’t want to deal with the liability and maintenance.
Comment (Citizen)
HOA in the area and is concerned with effects that the site development may have on their property
(flooding). The HOA wants to make it clear that the Lake is private.
Question (Citizen):
Will there be a retaining wall?
Answer (Applicant):
We haven’t completed the survey yet, we have to do a grading plan and set the first floor elevation. We
try to avoid walls as much as humanly possible the first floor will be on a podium.
Question (Citizen):
Are you required to have above ground parking?
Answer (Applicant):
Yes, cities typically require more parking than what we need. Fire department considerations will affect
the site plan.

They are within the regulations in Fort Collins and the parking lot location is required to be in the rear of
the building (north end of site).
Question (Citizen):
So no one will need to park on Stanford?
Answer (Applicant):
No.

Is there a property line barrier?
Answer (Applicant):
No, just landscaping.
Question (Citizen):
Where does the price start on the home?
Answer (Applicant):
The price ranges from $120,000‐$160,000 for a share in the co‐op.
Question (Citizen):
Are your shares qualified for a mortgage?
Answer (Applicant):
They could. Residents typically use the equity in their homes.
Question (Citizen):
Do you expect any issues being the first cooperative in Colorado?
Answer (Applicant):
We have been doing research for 18 months and have a lawyer in Denver on retainer. We are very
familiar with state law and do not expect any issues.
