Brick Stone Apartments on Harmony
(Formerly Harmony Multi-Multi -Family)
Statement of Planning Objectives:Objectives :
The Brick Stone Apartment project consists of 114 residential units located on the South East
corner of Harmony and College in Fort Collins, Colorado. This new development utilizes the
attractive physical features throughout the Harmony Corridor as a foundation to introduce a
new style of urban living enhancing the creative energies within the community.
The Harmony Corridor acts as the southern gateway to Fort Collins from Interstate 25, and
provides the premier location for the fastest growing industries in the region. Close proximity to
quality neighborhoods, golf courses, hiking trails, schools and cultural facilities, make the
corridor the most attractive business center in northern Colorado.
The Harmony & College Apartments will be developed as a sophisticated urban project with a
high level of finish and service. In addition to the residential units, the project will include a
leasing office, fitness area, clubroom with an open kitchen/bar area, private dining room, bike
storage area, dog wash station, multiple outdoor terrace areas and a landscaped promenade.
The property will enhance the natural features of the 4.9 acre site, while preserving the
waterways and the natural resources.
The residences will feature nine-foot ceilings, washer/dryers, stainless steel appliances, granite
kitchen and bathroom countertops, wood flooring in the kitchens and living rooms, and outdoor
balconies and terraces.
The project will take advantage of the existing grade and provide podium parking under the
building. The main floor will be accessed at grade along Harmony Road while the parking will be
under that floor as the grade drops away to the south.
Trash will be collected by chutes that lead to trash containers in located in the parking garage.
The containers will be wheeled out of the garage, to the surface parking area for pickup on a
regular basis.
The site and architectural design offers several opportunities for outdoor recreation and leisure
activities. There are two courtyards providing an urban oasis and offering intimate gather areas

where residents can relax, play or socialize. On the second story there will be a Luxury outdoor
courtyard featuring incredible views, sparkling pool, water feature and intimate lounge area
The open space provided is a key characteristic to the development. An extended buffer zone,
greater than 50’ in most areas, has been provided along Mail Creek. This project proposes to
enhance the native landscape within this buffer augmenting the current ecological benefits of
this site. In addition, the development is proposing a small park on its west property line for
recreation and relaxation.
The Applicant believes the site is ideally suited for residential development and is proposing to
create a unique project that fits into a market niche aimed at young professionals and empty
nesters desiring quality apartments for rent. A high density residential project fits well as a
transitional land use between the lower density residential areas to the south and the
commercial development to the north and west. The site is just over a quarter of a mile from
the MAX which would provide convenient transportation to Downtown and to the University.
The Harmony Marketplace is also within easy walking distance and provides a variety of
shopping, dining, and entertainment experiences as well as employment opportunities for
residents. In addition to the parklike green space provided on the site there are a variety of
recreational opportunities within walking and biking distance including Landings Park and
Miramont Park which are both less than a miles walk or bike ride away. . We believe these uses
combined with employment opportunities along the Harmony Corridor make this location ideal
for apartment living.
The site is zoned HC Harmony Corridor and is adjacent to the Transit Overlay District (TOD), but
is not within the TOD area. The HC District is intended for a variety of uses including residential
within this parcel.
The site is within the Harmony Corridor Plan and is in sync with goals and objectives of that Plan.
The creative design and sustainable objectives that this project embodies are exactly what the
Harmony Corridor Plan encourages. The project will provide exciting urban spaces, connectivity,
and will support the MAX rapid transit system which is currently underutilized. The residential
buildings are modern and sensitively designed to break-up mass, emphasize views and promote
an active urban lifestyle. The design takes advantage of the sloping site by locating parking
under and behind the buildings, making the automobile convenient yet subordinate to
pedestrian activity. The parking is open air on the east side of the site, but fully enclosed on the
side facing Harmony Road.
Several techniques have been utilized with the proposed development to facilitate the reduction
of runoff peaks, volumes, and pollutant loads as the site is developed from the current use by
implementing multiple Low-Impact Development (LID) strategies including:
• Providing as much vegetated open areas as possible along the north, east, west and
south portion of the site to reduce the overall impervious area and to minimize directly
connected impervious areas (MDCIA).

• Routing flows, to the extent feasible, through underground Stormtech water quality
chambers (i.e. isolator rows). The Stormtech water quality chambers will be wrapped
with a geotech fabric to reduce pollutants from infiltrating and impacting the
surrounding ground. Traditionally, underground chambers are modeled with a porosity
of 40% but when it comes to water quality the porosity will be assumed to be 0% to
accommodate for any excess sediment build up that could potentially overload the
system.
• Providing regional detention to increase time of concentration, promote infiltration and
reduce loads on downstream storm infrastructure.
• Routing runoff from the roofs directly into the isolator rows to.
Harmony Mixed Use will minimize the limits of disturbance to the fullest extent in order to
maintain existing drainage patterns, specifically along the west property line where there is an
existing drainage ditch.
Detention will also be provided via underground Stormtech chambers. Onsite detention for the
difference between the 100 year developed inflow rate and the 2 year historic release rate will
be provided. Harmony Multi Family will be releasing directly into Mail Creek.
City Plan Principles and Policies achieved by the project include the following:
• Community and neighborhood livability policies having to do with compact urban
development, safe attractive neighborhoods, creating housing options for all household
types and income levels, and creating an attractive community image.
• Safety and Wellness policies having to do with providing opportunities to lead active and
healthy lifestyles, and providing a safe place to live, learn and play.
• Transportation policies having to do with providing access to alternative modes of
transportation.
