I. INTRODUCTION
This transportation impact study (TIS) addresses the capacity, geometric, and
control requirements at and near the proposed Crowne at Old Town North development.
The proposed Crowne at Old Town North is located south of Conifer Street and on both
sides of Jerome Street in Fort Collins, Colorado.
During the course of the analysis, numerous contacts were made with the owner
(Crowne Partners), the project engineer (Aspen Engineering), the project planner (Vignette
Studios), and the City of Fort Collins Traffic Operations staff. The Transportation Impact
Study Base Assumptions form and related documents are provided in Appendix A. This
study generally conforms to the format set forth in the Fort Collins TIS Guidelines in the
“Larimer County Urban Area Street Standards” (LCUASS). Due to the trip generation, this
is a full transportation impact study. The study involved the following steps:
- Collect physical, traffic, and development data;
- Perform trip generation, trip distribution, and trip assignment;
- Determine peak hour traffic volumes;
- Conduct capacity and operational level of service analyses on key intersections;
- Analyze signal warrants;
- Conduct level of service evaluation of pedestrian, bicycle, and transit modes of
transportation

II. EXISTING CONDITIONS
The location of the Crowne at Old Town North development is shown in Figure 1.
It is important that a thorough understanding of the existing conditions be presented.
Land Use
Land uses in the area are primarily residential and commercial. There are
residential uses to the south, east, and northeast of the site. There are commercial
uses to the north and west of the site. The proposed Crowne at Old Town North site is
currently vacant. The center of Fort Collins lies to the south of the proposed Crowne at
Old Town North.
Streets
The primary streets near the Crowne at Old Town North site are North College
Avenue, Conifer Street, Vine Drive, Jerome Street, Redwood Street, Linden Street,
Lemay Avenue, and Suniga Road. Figure 2 shows a schematic of the existing
geometry at the key intersection.
North College Avenue is west of the proposed Crowne at Old Town North site. It
is a north-south street classified as a four-lane arterial on the Fort Collins Master Street
Plan. Currently, College Avenue has a four-lane cross section in this area. At the N.
College/Conifer intersection, North College Avenue has a southbound left-turn lane, two
through lanes in each direction, and a northbound right-turn lane. The N.
College/Conifer intersection has signal control. The posted speed limit in this area of
North College Avenue is 40 mph in this area.
Conifer Street is north of (adjacent to) the proposed Crowne at Old Town North
site. It is an east-west street classified as a two-lane collector according on the Fort
Collins Master Street Plan. Conifer Street only has an east leg at the N. College/Conifer
intersection. Currently, Conifer Street has a two-lane cross section with parking on both
sides of the street. At the N. College/Conifer intersection, Conifer Street has westbound
dual left-turn lanes and a westbound right-turn lane. The posted speed limit in this area
of Conifer Street is 30 mph.
Vine Drive is south of the proposed Crowne at Old Town North site. It is an east-
west street classified as a two-lane arterial street according to the Fort Collins Master
Street Plan. Currently, Vine Drive has a two-lane cross section. At the Vine/Jerome
intersection, Vine Drive has all movements combined into a single lane. At the
Vine/Redwood-Linden intersection, Vine Drive has all movements combined into a
single lane. At the Lemay/Vine intersection, Vine Drive has an eastbound and
westbound left-turn lane and a through/right-turn lane in each direction. The

Vine/Jerome intersection has stop sign control on Jerome Street. The Vine/Redwood-
Linden intersection has all-way stop sign control. The Lemay/Vine intersection has
signal control. The posted speed limit in this area of Vine Drive is 35 mph.
Jerome Street is south of the proposed Crowne at Old Town North site. It is a
north-south street classified as a two-lane collector street according to the Fort Collins
Master Street Plan. Currently, Jerome Street has a two-lane cross section. Jerome
Street only has a north leg at the Vine/Jerome intersection. The north end of Jerome
Street terminates at the south end of the Crowne at Old Town North Site. At the
Vine/Jerome intersection, Jerome Street has all movements combined into a single
lane. The posted speed limit in this area of Jerome Street is 30 mph.
Redwood Street is east of the proposed Crowne at Old Town North site. It is a
north-south street classified as a two-lane collector street according to the Fort Collins
Master Street Plan. Currently, Redwood Street has a two-lane cross section with
parking on both sides of the street. Redwood Street is the north leg of the
Vine/Redwood-Linden intersection. At the Vine/Redwood-Linden intersection, Redwood
Street has all southbound movements combined into a single lane. At the
Suniga/Redwood intersection, Redwood Street has all movements combined into a
single lane. The Suniga/Redwood intersection is stop sign controlled on Suniga Road.
The posted speed limit in this area of Redwood Street is 30 mph.
Linden Street is south of the proposed Crowne at Old Town North site. It is a
north-south street classified as a two-lane collector street according to the Fort Collins
Master Street Plan. Currently, Linden Street has a two-lane cross section with parking
on both sides of the street. Linden Street is the south leg of the Vine/Redwood-Linden
intersection. At the Vine/Redwood-Linden intersection, Linden Street has all
northbound movements combined into a single lane. The posted speed limit in this area
of Linden Street is 30 mph.
Lemay Avenue is east of the proposed Crowne at Old Town North site. It is a
north-south street classified as a four-lane arterial street according to the Fort Collins
Master Street Plan. Currently, Lemay Avenue has a two-lane cross section. At the
Lemay/Vine intersection, Lemay Avenue has all movements combined into a single
lane. The posted speed limit in this area of Lemay Avenue is 35 mph.
Suniga Road will be adjacent to the proposed Crowne at Old Town North site. It
is an east-west street designated as a four-lane arterial street on the Fort Collins Master
Street Plan. Currently, Suniga Road has a four-lane cross section. Suniga Road only
has a west leg at the Suniga/Redwood intersection. The west end of Suniga Road
terminates just west of the Suniga/Blue Spruce Drive-Blondel Drive intersection. At the
Suniga/Redwood intersection, Suniga Road has enough width for an eastbound left-turn
lane, a through lane, and a through/right-turn lane. However, it is striped combining all
movements into a single lane. The posted speed limit in this area of Suniga Road is 35
mph. Suniga Road will connect to North College Avenue in the near future (1-3 years).

Existing Traffic
Recent morning and afternoon peak hour traffic volumes are shown in Figure 3.
The traffic counts at the N. College/Conifer intersection were obtained in February 2016
by the City of Fort Collins. The traffic counts at the Vine/Jerome, Vine/Redwood-
Linden, and Lemay/Vine intersections were obtained in May 2016. Raw traffic count
data are provided in Appendix B.
Existing Operation
The N. College/Conifer, Vine/Jerome, Vine/Redwood-Linden, and Lemay/Vine
intersections were evaluated using techniques provided in the 2010 Highway Capacity
Manual. Using the morning and afternoon peak hour traffic shown in Figure 3, the peak
hour operation is shown in Table 1. The N. College/Conifer, Vine/Jerome,
Vine/Redwood-Linden, and Lemay/Vine intersections meet the City of Fort Collins Motor
Vehicle LOS standard during the morning and afternoon peak hours with existing signal
control, geometry, and signal timing, except for the Lemay/Vine intersection in the the
afternoon peak hour. At the Lemay/Vine intersection, the calculated delay for the
westbound approach and eastbound through/right-turn lane was commensurate with level
of service F. Calculation forms are provided in Appendix C. A description of level of
service for signalized and unsignalized intersections from the 2010 Highway Capacity
Manual and a table showing the Fort Collins Motor Vehicle LOS Standards
(Intersections) are also provided in Appendix C. The Crowne at Old Town North is in an
area termed “mixed-use district.” In areas termed “mixed-use districts,” acceptable
overall operation at signalized intersections during the peak hours is defined as level of
service E or better. At signalized intersections, acceptable operation of any leg and any
movement is level of service E. At arterial/arterial and collector/collector stop sign
controlled intersections, acceptable operation is considered to be at level of service E,
overall and level of service F, for any approach leg. At arterial/collector, arterial/local,
collector/local, and local/local stop sign controlled intersections, acceptable operation is
considered to be at level of service D, overall and level of service F, for any approach
leg. The Vine/Lemay intersection is in an area termed “all other areas.’ In areas termed
“all other areas,” acceptable overall operation at signalized intersections during peak
hours is defined as level of service D. or better. At signalized intersections, acceptable
operation of any leg and any movement is level of service E.
Pedestrian Facilities
There are sidewalks along North College Avenue, Suniga Road, and Redwood
Street. There is a sidewalk on the east side of Jerome Street. There is a sidewalk
along the south side of Conifer Drive except at the Crowne at Old Town North site.
There are no sidewalks along either side of Vine Drive and Lemay Avenue. It is
expected that as properties in this area are developed or redeveloped, sidewalks will be
installed as part of the street infrastructure.

Bicycle Facilities
Bicycle lanes exist along North College Avenue, Vine Drive, Suniga Road,
Redwood Drive, Conifer Drive, and Jerome Street, within the study area.
Transit Facilities
Currently, this area of Fort Collins is served by Transfort Routes 8 and 81. There
are bus stops at the Conifer/Blue Spruce, Conifer/Redwood, and College/Conifer
intersections.

III. PROPOSED DEVELOPMENT
The Crowne at Old Town North is a 308 unit market apartment complex. Figure 4
shows a site plan of the Crowne at Old Town North. The short range analysis (Year
2021) includes full development of the Crowne at Old Town North and an appropriate
increase in background traffic due to normal growth and other potential developments in
the area. This development will build the connection of Suniga Road from the
Suniga/Blue Spruce-Blondel intersection to the future Suniga/Jerome intersection. The
City will build the connection of Suniga Road from the future N. College/Suniga
intersection to the future Suniga/Jerome intersection. The long range analysis year is
considered to be 2035 and reflects the connection of Suniga Road from North College
Avenue to the existing Vine Drive to the east. The site plan shows that there will be
connections to Suniga Road, Jerome Street, and Conifer Street, and Lupine Drive.
Trip Generation
Trip generation is important in considering the impact of a development such as this
upon the existing and proposed street system. Trip generation for Apartment (Code 220)
in Trip Generation, 8th Edition, ITE was used to estimate the trips that would be generated
by the proposed Crowne at Old Town North. A trip is defined as a one-way vehicle
movement from origin to destination. Table 2 shows the expected trip generation on a
daily and peak hour basis. At full development the trip generation of the Crowne at Old
Town North development resulted in 1990 daily trip ends, 155 morning peak hour trip
ends, and 187 afternoon peak hour trip ends.

Trip Distribution
Trip distribution for the Crowne at Old Town North was based on existing/future
travel patterns, land uses in the area, consideration of trip attractions/productions in the
area, and engineering judgment. Figure 5 shows the trip distribution for the short range
(2021) and long range (2035) analysis futures. The trip distribution was agreed to by
City of Fort Collins staff in the scoping discussions/emails.

Background Traffic Projections
The short range (2021) future reflects the completion of Suniga Road to North
College Avenue. The City requested that the N. College/Suniga intersection be
analyzed with and without a signal to determine if existing key intersections meet the
City of Fort Collins Motor Vehicle LOS Standard during the peak hours without a signal.
This would allow the City to possibly delay the signal until the N. College/Vine
intersection signal is not required. This would allow better progression along College
Avenue. Figure 6 shows the short range (2021) background traffic projections without a
signal at the N. College/Suniga intersection. Figure 7 shows the short range (2021)
background traffic projections with a signal at the N. College/Suniga intersection.
Background traffic projections for the short range future horizons were obtained by
reviewing the North Front Range Regional Transportation Plan, CDOT growth factors,
and various traffic studies prepared for this area of Fort Collins. The other traffic studies
in this area are the Aspen Heights, Jax Mercantile, CSU Engines & Energy Conversion
Lab Expansion, and Old Town North. Based upon these sources, it was determined
that the traffic volumes would increase by approximately 2.0 percent per year. The
unbuilt portion of Old Town North was added to the short and long range volumes.
Figure 8 shows the long range (2035) background peak hour traffic projections. The
long range (2035) future, reflects completion of Suniga Road, as shown in the Fort
Collins Master Street Plan.
Trip Assignment
Trip assignment is how the generated and distributed trips are expected to be
loaded on the street system. The assigned trips are the resultant of the trip distribution
process. Figure 9 shows the short range (2021) site generated peak hour traffic without a
signal at the N. College/Suniga intersection. Figure 10 shows the short range (2021) site
generated peak hour traffic with a signal at the N. College/Suniga intersection. Figure 11
shows the long range (2035) site generated peak hour traffic assignment. Figures 12 and
13 show the respective short range (2021) total (site plus background) peak hour traffic
assignment without and with a signal at the N. College/Suniga intersection. Figure 14
shows the long range (2035) total (site plus background) peak hour traffic assignment.
Signal Warrants
As a matter of policy, traffic signals are not installed at any location unless warrants
are met according to the Manual on Uniform Traffic Control Devices. For the roads in the
vicinity of the Crowne at Old Town North development, four hour and/or eight hour signal
warrants are applicable. These warrants require much data and are applied when the
traffic is actually on the area road system. It is acknowledged that peak hour signal
warrants should not be applied, but since the peak hour forecasts are readily available in a
traffic impact study, it is reasonable to use them to get an idea whether other signal
warrants may be met. If peak hour signal warrants will not be met at a given intersection,
it is reasonable to conclude that it is not likely that other signal warrants would be met. If

peak hour signal warrants are met, it merely indicates that further evaluation should occur
in the future as the development occurs. However, a judgment can be made that some
intersections will likely meet other signal warrants.
As shown in Figures 12 and 13, it is assumed that the amount of traffic using the N.
College/Suniga intersection will change depending on whether it is signalized or not.
Using the short range (2021) total peak hour traffic (Figure 13), the peak hour signal
warrant will likely be met in the morning peak hour at the N. College/Suniga intersection.
The peak hour signal warrant analyses are provided in Appendix D. If the key
intersections, meet the City of Fort Collins Motor Vehicle LOS Standard without a signal at
the N. College/Suniga intersection, the City may not install a signal until Suniga Road
continues to Timberline Road. Other stop sign controlled intersection will not meet peak
hour signal warrants in the short range (2021) future.
Using the long range (2035) total peak hour traffic (Figure 14), the peak hour signal
warrant will not be met in the morning and afternoon peak hour at the Suniga/Redwood
intersection. The peak hour signal warrant will likely be met in the morning and afternoon
peak hour at the Suniga/Lemay intersection. The peak hour signal warrant analyses are
provided in Appendix D.
Operation Analysis
Capacity analyses were performed at the N. College/Conifer, Conifer/Jerome, N.
College/Suniga, Suniga/Jerome, Suniga/Redwood, Vine/Jerome, Vine/Redwood-
Linden, and Lemay/Vine intersections. The operations analyses were conducted for the
short range and long range futures, reflecting year 2021 and 2035 conditions, respectively.
In the long range future, analysis of the Lemay/Vine intersection was not necessary.
Using the traffic volumes shown in Figure 6, the N. College/Conifer, N.
College/Suniga, Suniga/Jerome, Suniga/Redwood, Vine/Jerome, Vine/Redwood-
Linden, and Lemay/Vine intersections operate in the short range (2021) background traffic
future without a signal at the N. College/Suniga intersection as indicated in Table 3.
Calculation forms for these analyses are provided in Appendix E. The key intersections
will meet the City of Fort Collins Motor Vehicle LOS Standard during the morning and
afternoon peak hours, except for the Lemay/Vine intersection in the afternoon peak hour.
At the Lemay/Vine intersection, the calculated delay for the afternoon approaches was
commensurate with level of service F.
Using the traffic volumes shown in Figure 7, the N. College/Conifer, N.
College/Suniga, Suniga/Jerome, Suniga/Redwood, Vine/Jerome, Vine/Redwood-
Linden, and Lemay/Vine intersections operate in the short range (2021) background traffic
future with a signal at the N. College/Suniga intersection as indicated in Table 4.

afternoon peak hours, except for the Lemay/Vine intersection in the afternoon peak hour.

Vine/Lemay Adequate Public Facilities
Proposed developments in Northeast Fort Collins are required to address the
operation at the Vine/Lemay intersection. This intersection has been an issue for
proposed developments in North Fort Collins that will contribute traffic through this
intersection. A short term improvement is not probable/practical and the long term solution
(grade separation) is not funded.

Language from the Fort Collins Code, pertaining to APF, is provided in Appendix K.
The transportation elements are contained in: 3.7.3(D)(1); 3.7.3(1)(a); and 3.7.3(F). In
3.7.3(D)(1) and 3.7.3(1)(a), an intersection overall level of service E must be achieved to
not cause an APF issue. In 3.7.3(F), an APF exception can be granted when the project
traffic, through the Vine/Lemay intersection, is less than 50 peak hour trips.
Using the traffic volumes shown in Figure 6, the overall level of service at the
Vine/Lemay intersection will be C and F, in the respective peak hours. The site generated
traffic shown in Figures 9 and 10, the site generated traffic passing through the
Vine/Lemay intersection is 31 and 37 vehicles, in the respective peak hours. The APF
exception element can be applied, since the traffic passing through the Vine/Lemay
intersection is less than 50 vehicles in either peak hour. Therefore, it is concluded that
there will not be an APF issue at the Vine/Lemay intersection for Crowne at Old Town
North due to nominal impact.
Geometry
Figure 15 shows a schematic of the short range (2021) geometry. This is the
existing geometry at the N. College/Conifer, Vine/Jerome, Vine/Redwood-Linden, and
Lemay/Vine intersections. The N. College/Suniga and Suniga/Jerome intersections are
future intersections.
Figure 16 shows a schematic of the long range (2035) geometry. The
Suniga/Lemay intersection is a future intersection.
Pedestrian Level of Service
Appendix L shows a map of the area that is within 1320 feet of the Crowne at Old
Town North development. There are four pedestrian destinations within 1320 feet of the
Crowne at Old Town North development. These are: 1) the residential area to the
south; 2) the commercial area to the west; 3) the residential area to the east; and 4) the
commercial/residential area to the north. The Crowne at Old Town North is located
within an area termed as “commercial corridor,” which sets the level of service threshold
at LOS B for all measured categories, except Street Crossing, which is LOS C.
Pedestrian level of service can be achieved for all pedestrian destinations with
completion of sidewalks along Suniga Road. The pedestrian LOS Worksheet is
provided in Appendix L. There are properties that are within the pedestrian influence
area that do not have sidewalks. The practical limits of pedestrian improvements would
be on the Crowne at Old Town North site itself.

Appendix L shows a map of the area that is within 1320 feet of the Crowne at Old
Town North development. There is one bicycle destination within 1320 feet of the
Crowne at Old Town North development. This is the commercial area to the west. The
Bicycle LOS Worksheet is provided in Appendix L. The minimum level of service for
this site is C. This site is connected to bike lanes on Suniga Road, Redwood Street,
and Conifer Street. Therefore, it is concluded that level of service A can be achieved.
Transit Level of Service
This area of Fort Collins is served by Transfort Routes 8 and 81. There are bus
stops at the Conifer/Blue Spruce, Conifer/Redwood, and College/Conifer intersections.

IV. CONCLUSIONS
This study assessed the impacts of the Crowne at Old Town North on the street
system in the vicinity of the proposed development in the short range (2021) and long
range (2035) futures. As a result of this analysis, the following is concluded:
- The development of the Crowne at Old Town North is feasible from a traffic
engineering standpoint. At full development, the Crowne at Old Town North will
generate approximately 1990 daily trip ends, 155 morning peak hour trip ends, and
187 afternoon peak hour trip ends.
- Current operation at the N. College/Conifer, Vine/Jerome, Vine/Redwood-Linden,
and Lemay/Vine intersections meet the City of Fort Collins Motor Vehicle LOS
Standard during the morning and afternoon peak hours with existing signal
control, geometry, and signal timing, except for the Lemay/Vine intersection in
the afternoon peak hour.
- The Vine/Jerome and Vine/Redwood-Linden intersections are currently
unsignalized. It is not likely that volume based signal warrants would be met at the
Vine/Jerome and Vine/Redwood-Linden intersections. Using the short range
(2021) total peak hour traffic forecasts, the peak hour signal warrant will likely be
met in the morning and afternoon peak hours at the N. College/Suniga intersection.
- In the short range (2021) future, given development of the Crowne at Old Town
North and an increase in background traffic, the N. College/Conifer, N.
College/Suniga, Suniga/Jer ome, Suniga/Redwood, Vine/Jerome,
Vine/Redwood-Linden, and Lemay/Vine intersections will meet the City of Fort
Collins Motor Vehicle LOS Standard during the morning and afternoon peak hours,
except for the Lemay/Vine intersection in the afternoon peak hour. At the
Lemay/Vine intersection, the calculated delay for the afternoon approaches was
commensurate with level of service F. The key intersections will operate
acceptable with or without a signal at the N. College/Suniga intersection.
- In the long range (2035) future, given development of the Crowne at Old Town
North and an increase in background traffic, the N. College/Conifer, N.
College/Suniga, Suniga/Jerome, Suniga/Redwood, Suniga/Lemay, Vine/Jerome,
and Vine/Redwood-Linden intersections will meet the City of Fort Collins Motor
Vehicle LOS Standard during the morning and afternoon peak hours
- The short range (2021) geometry is shown in Figure 15. This is the existing
geometry at the N. College/Conifer, Suniga/Redwood, Vine/Jerome,
Vine/Redwood-Linden, and Lemay/Vine intersections. The N. College/Suniga and
Suniga/Jerome intersections are future intersections.
- The long range (2035) geometry is shown in Figure 16. The Suniga/Lemay
intersection is a future intersection.

- This development does not have an APF issue at the Vine/Lemay intersection due
to nominal impact.
- Acceptable level of service is achieved for bicycle and transit modes based upon
the measures in the multi-modal transportation guidelines and future improvements
to the street system in the area. Pedestrian level of service is achieved for all
pedestrian destinations. There are properties that are within the pedestrian
influence area that do not have sidewalks. The practical limits of pedestrian
improvements would be on the Crowne at Old Town North site itself.
