The review does not imply responsibility by the reviewing department, the Local Entity Engineer, or the Local Entity for accuracy and correctness of the calculations. Furthermore, the review does not imply that quantities of items on the plans are the final quantities required. The review shall not be construed in any reason as acceptance of financial responsibility by the Local Entity for additional quantities of items shown that may be required during the construction phase. Response: The disclaimer statement has been added to the cover sheet. Comment Number: 2 Comment Originated: 01/31/2017 01/31/2017: The ditch company will need to sign off on the final plan set to indicate that the connection meets their requirements and they are okay with this line being installed. Need to provide a spot for the ditch company to sign the plans on the cover page and the irrigation plan sheets. Response: Signature block has been added to the plans. Comment Number: 3 Comment Originated: 01/31/2017 01/31/2017: With the irrigation line addition and new curb ramps the Fort Collins construction notes need to be added: B - Street Improvement Notes C - Traffic Signing and Pavement Marking Construction Notes. Response: The notes have been added to the general notes sheet Comment Number: 4 Comment Originated: 01/31/2017 01/31/2017: Please add a legend to sheets 3 and 4. Comment Number: 6 Comment Originated: 01/31/2017 01/31/2017: As required by the standards the project will need to provide sleeving for the irrigation line (Per 12.2.5.A. of the LCUASS) where it crosses the two public streets. The line will be allowed to be located within and running parallel to the public Right-of-way under the sidewalk, provided the location works with existing utilities and facilities because this line will be owned and maintained by the city. Response: Sleeving has been added at the two street crossings. Comment Number: 7 Comment Originated: 01/31/2017 01/31/2017: Parks will need to apply for and obtain an encroachment permit (needed for the street crossings and running parallel within the Right-of-way). They will need to comply with the conditions and requirements of the permit – one of which shall be that the line is registered and maintained as a tier 3 utility with the locate companies. Response: Acknowledged. Comment Number: 8 Comment Originated: 01/31/2017 01/31/2017: All curb, gutter, sidewalk, and ramp sections that are damaged or removed to accommodate the boring pits will need to be replaced to LCUASS standards. The proposed sleeving needs to be identified and shown on the plans to ensure that they will meet all utility separation requirements. Response: C&G and sidewalk replacement not has been added, sleeving is now shown on the irrigation profile. Comment Number: 9 Comment Originated: 01/31/2017 02/01/2017: The applicant will need to vacate the current easements on all locations that have proposed structures and any structural walls on them through separate document or the platting process. The process can be found at: http://www.fcgov.com/engineering/devrev.php Response: Acknowledged. Department: Environmental Planning Contact: Rebecca Everette, 970-416-2625, reverette@fcgov.com Topic: Landscape Plans Comment Number: 1 Comment Originated: 01/18/2017 01/18/2017: The project narrative states that "ample native vegetation" will be planted on the site. However, none of the species listed on the planting list are included on the City's Native Plants List: http://www.fcgov.com/naturalareas/pdf/nativeplants2013.pdf. In addition, residents in the vicinity of the park have expressed support for additional native plantings to provide habitat for birds, bees and butterflies. Please add or replace some of the species on the planting list with native trees, shrubs, perennials, and grasses if this is the intent for the park. Response: Tree species have been coordinated with the City Forester. Comment Number: 2 Comment Originated: 01/18/2017 01/18/2017: Is there an area of the site that could be dedicated to a "habitat/pollinator garden?" Perhaps near the playground, restroom, or seating areas. This could potentially be a partnership with Nature in the City, particularly if educational signage was also included. Another idea - what about a "fruiting forest" of trees and shrubs that benefit native bird species? Response: Seed species has been coordinated with Environmental Planning to provide a mixture of grasses and forbs that are beneficial to pollinators. Comment Number: 3 Comment Originated: 01/18/2017 01/18/2017: Robina pseudoacacia 'Purple Robe' is not recommended due to its susceptibility to borer damage. Please replace with a recommended tree from this list: http://www.fcgov.com/forestry/treereclist.pdf. Response: Tree species have been coordinated with the City Forester. Comment Number: 4 Comment Originated: 01/18/2017 01/18/2017: Please provide a detailed species list and seeding plan for the native seed mix. Consider working with the Natural Areas department on an appropriate mix that includes both grasses and flowering perennials. Response: Seed mix has been defined on the landscape plan. Comment Number: 5 Comment Originated: 01/18/2017 01/18/2017: Please update the legend so the symbology for the native seed areas matches what is shown on the plans. Response: Legend has been updated. Comment Number: 6 Comment Originated: 01/18/2017 01/18/2017: What will the mowing/maintenance regime look like for the native seed areas? Environmental Planning's preference would be to keep a mowed strip along all walkways, but let the remainder of the native areas grow taller to help with establishment and maximize habitat for birds, butterflies, insects, and other species. Response: Mowing the native areas is at the discretion of Parks maintenance. The general direction i s that the area will not be mowed regularly. Comment Number: 7 Comment Originated: 01/18/2017 01/18/2017: How will weeds be managed in the native seed areas? Response: Weeds will be managed with mowing and Topic: Lighting Plan Comment Number: 8 Comment Originated: 01/18/2017 01/18/2017: For the light fixture that has been selected, what specifications will be used? Staff recommends the 2700K version with both dimmable and motion sensing capabilities to reduce light trespass, glare, and impacts to human and wildlife health at night. Response: Additional information has been provided on the light fixture. Department: Forestry Contact: Molly Roche, , mroche@fcgov.com Topic: Landscape Plans Comment Number: 1 Comment Originated: 02/01/2017 02/01/2017: Please use the City Warranty and Tree Inspection notes. These are available through the City Forester. It is not necessary to include Street Tree Notes on these plans. You may omit this note from the plans. Please include this amended Permit Box Note that addresses trees on City property: A PERMIT MUST BE OBTAINED FROM THE CITY FORESTER BEFORE ANY TREES OR SHRUBS AS NOTED ON THIS PLAN ARE PLANTED, PRUNED OR REMOVED ON CITY PROPERTY. THIS INCLUDES ZONES BETWEEN THE SIDEWALK AND CURB, MEDIANS AND OTHER CITY PROPERTY. THIS PERMIT SHALL APPROVE THE LOCATION AND SPECIES TO BE PLANTED. FAILURE TO OBTAIN THIS PERMIT IS A VIOLATION OF THE CITY OF FORT COLLINS CODE SUBJECT TO CITATION (SECTION 27-31) AND MAY ALSO RESULT IN REPLACING OR RELOCATING TREES AND A HOLD ON CERTIFICATE OF OCCUPANCY. Response: Note has been added. Comment Number: 2 Comment Originated: 02/01/2017 02/01/2017: If there are any existing trees on site, please contact the City Forester for an onsite meeting to obtain tree inventory and mitigation information for the plan. Response: There are no existing trees on site. Comment Number: 3 Comment Originated: 02/01/2017 02/01/2017: Please contact the City Forester to set up a meeting with Park Planning to discuss tree selection and placement, and to receive tree planting details.
