Statement of Planning Objectives
The Elevations Credit Union project is located at the intersection of College Avenue and Arthur
Drive at 2025 S. College Avenue, which is in the Midtown Corridor and falls under the Transit-
Oriented Development Overlay Zone. This site is in close proximity to the MAX rapid transit
system and the Spring Creek trail, which make it convenient and attractive location. The
property is zoned General Commercial (CG) and is adjacent to two-family attached residential
dwellings to the west/ northwest and commercial uses directly to the north. The Sherwood
Lateral Ditch is located to the south, across Arthur Drive and the site faces College Avenue,
which is a CDOT roadway and major north/south artery that runs through Fort Collins.
Site Design
The overall site is oriented with the building entrance or "front door" facing College Avenue with
easy access to and from the 10' detached sidewalk. The area between the building features a
courtyard at the main entrance, rain gardens, pedestrian scale lighting, seat walls, and a small
pedestrian plaza area near the corner of Arthur Drive and College Avenue. This pedestrian plaza
includes seating, planters and lighting to create an attractive resting place.
Parking and a remote teller/ATM drive through with two lanes are located on the rear or west
side of the building. The parking lot and drive through are situated on a retaining wall, similar
to the existing condition on site. The proposed retaining wall will rise approximately 4' above
the finished grade of the parking lot and assist in screening the adjacent properties from
vehicles using the site. The north, south and west sides of the property are landscaped using
attractive, low water plant material to provide an attractive screen and buffer from adjacent
uses.
Building Design
The building design is a single story building with varying height parapets to emphasize the
material changes and building setbacks. The base of the building will be defined with a 2’-6”
cast-in-place concrete stem wall that wraps around the majority of the building. The College
Avenue side of the building is designed to be pedestrian oriented with a covered courtyard
entrance, outdoor seating areas, and glazing on the majority of facade. The overall appearance
of the building is modern and intended to be an attractive addition to the revitalization that is
happening in the Midtown Corridor.
