DELICH Village on Horsetooth TIS, August 2016 ASSOCIATES Road. At the Horsetooth/Seneca intersection, Seneca Street has a northbound left-turn lane and a northbound right-turn lane. The posted speed limit in this area of Seneca Street is 25 mph. There are bike lanes on Seneca Street. Existing Traffic/Operation Recent peak hour traffic counts at the Horsetooth/Seneca intersection are shown in Figure 4. Traffic counts at the Horsetooth/Seneca intersection were obtained in August 2014 by the City of Fort Collins. This count reflects a school time condition. Raw traffic count data is provided in Appendix B. The recent traffic counts were factored by two percent per year to reflect Year 2016 traffic volumes. The factored (Year 2016) recent peak hour traffic is shown in Figure 5. Using the volumes shown in Figure 5, the current peak hour operation at the Horsetooth/Seneca intersection is shown in Table 1. Calculation forms for these analyses are provided in Appendix C. The Horsetooth/Seneca intersection was analyzed using the signalized intersection techniques from the 2010 Highway Capacity Manual (2010 HCM). A description of level of service for signalized and unsignalized intersections from the 2010 Highway Capacity Manual is provided in Appendix C. Table 4-3 showing the Fort Collins Motor Vehicle LOS Standards (Intersections) is also provided in Appendix C. This site is in an area termed “low density mixed-use” on the Fort Collins Structure Plan. In areas termed “low density mixed-use,” acceptable overall operation at signalized intersections during the peak hours is defined as level of service D or better. At signalized intersections, acceptable operation of any leg and any movement is level of service E. At unsignalized intersections, acceptable operation during the peak hours is defined as level of service D overall and level of service F for any approach leg for an arterial/collector, arterial/ local, collector/local, and local/local intersection. As can be seen in Table 1, the Horsetooth/Seneca intersection is currently operating acceptably with existing control and geometry. Trip Generation/Trip Distribution/Trip Assignment Trip Generation, 9 th Edition, ITE was used to estimate the daily and peak hour trip generation for the Village on Horsetooth. From this reference, the rates for Apartment (Code 220) were used to estimate the daily and peak hour trip generation as shown in Table 2. The trip generation resulted in 638 daily trip ends, 49 morning peak hour trip ends, and 60 afternoon peak hour trip ends. The trip distribution for the Village on Horsetooth is shown in Figure 6. Figure 7 shows the site generated peak hour traffic. Background/Total Traffic Projections Background traffic projections for the short range (2021) future horizon were obtained by factoring the current traffic volumes by two percent per year. Figure 8 shows the short range (2021) background peak hour traffic at the Horsetooth/Seneca DELICH Village on Horsetooth TIS, August 2016 ASSOCIATES intersection. This forecast also includes traffic generated by the future townhomes to the west of the Village on Horsetooth. The traffic volumes generated by the proposed Village on Horsetooth were added to the background traffic volumes to produce the total traffic volume forecasts for the short range (2021) future. Figure 9 shows the short range (2021) total peak hour traffic at the key intersections. Operation Analysis Table 3 shows the short range (2021) background morning and afternoon peak hour operation at the Horsetooth/Seneca intersection. The Horsetooth/Seneca intersection will operate at acceptable levels of service. Calculation forms for these analyses are provided in Appendix D. Table 4 shows the short range (2021) total morning and afternoon peak hour operation at the Horsetooth/Seneca and Horsetooth/Site Access intersections. The Horsetooth/Seneca and Horsetooth/Site Access intersections will operate at acceptable levels of service. Calculation forms for these analyses are provided in Appendix E. Birmingham Drive Connection At the request of the City, an analysis was conducted to determine the impact of connecting Birmingham Drive, through the Village on Horsetooth site, to Horsetooth Road as a public street. Under this circumstance, some of the existing dwelling units, primarily along Birmingham Drive, would have an alternative route to Horsetooth Road. Currently, the primary route to Horsetooth Road is via Big Ben Drive. In a neighborhood open house, concern related to the operation of the Horsetooth/Big Ben-Crescent intersection was expressed, with this connection. In order to understand the impacts, peak hour traffic counts were obtained at the Horsetooth/Big Ben-Crescent intersection. The peak hour traffic counts at the Horsetooth/Big Ben-Crescent intersection are shown in Figure 10. Along with the counts themselves, the delay to the southbound leg of Big Ben Drive and the northbound leg of Crescent Drive were obtained. This was done to compare the actual/ observed delay to the calculated delay for these specific legs. Table 5 shows the peak hour operation at this intersection along with the calculated and observed delay on the minor street legs. Calculation forms are provided in Appendix F. Based upon the observed delay at the Horsetooth/Big Ben-Crescent intersection, the average observed delay for the northbound movements was 9.4 seconds per vehicle in the morning peak hour and 9.1 seconds per vehicle in the afternoon peak hour. The shortest observed delay was one second in both peak hours. The longest observed delay in the morning peak hour was 30 seconds and the longest observed delay in the afternoon peak hour was 26 seconds. The average observed delay for the southbound movements was 11.5 seconds per vehicle in the morning peak hour and 20.9 seconds per vehicle in the afternoon peak hour. The shortest observed delay was one second in both peak hours. DELICH Village on Horsetooth TIS, August 2016 ASSOCIATES The longest observed delay in the morning peak hour was 36 seconds and the longest observed delay in the afternoon peak hour was 65 seconds. Comparing the average observed delay and the calculated delay, indicates that the calculated delay is on the order of twice that of the average observed delay. The average observed delay is 1-2 level of service categories better than the calculated delay. This is presented as a point of information with regard to the level of service at stop sign controlled intersections. The short range (2021) total traffic forecast, from Figure 9, was applied to the through traffic on Horsetooth Road. The resulting short range (2021) total peak hour traffic at the Horsetooth/Big Ben-Crescent and Horsetooth/Site Access intersections is shown in Figure 11. This traffic forecast reflects no connection of Birmingham Drive through the Village on Horsetooth property. The operation and calculated delay are shown in Table 6. Calculations forms are provided in Appendix G. The redistribution of the traffic for the extension of Birmingham Drive through the Village on Horsetooth property was conducted using a minimum path analysis to determine the number of existing dwelling units in the area that would take this route. For trips to/from the east on Horsetooth Road, it was determined that the minimum path for 36 dwelling units would be through the Village on Horsetooth property. For trips to/from the west on Horsetooth Road, it was determined that the minimum path for 9 dwelling units would be through the subject property. Figure 12 shows the additional traffic at the Horsetooth/Site Access (Birmingham) intersection with a motor vehicle connection through the subject property to Horsetooth Road. Also shown on Figure 12 is the change in traffic at the Horsetooth/Big Ben-Crescent intersection. Table 7 shows the level of service and calculated delay for both intersections with the connection. Calculation forms are provided in Appendix H. A comparison of the operation shown in Tables 6 and 7 indicate that the level of service of the Horsetooth/Site Access (Birmingham) and Horsetooth/Big Ben-Crescent intersections will not change with the extension of Birmingham Drive, through the Village on Horsetooth property to Horsetooth Road. Therefore, there is little benefit to provide this connection. Geometry The approach geometry at the Horsetooth/Site Access intersection was evaluated using Figures 8-1 and 8-4 in the Larimer County Urban Area Street Standards (LCUASS). Since Horsetooth Road is an arterial street, left-turn lanes are required at all intersections and all full-movement accesses. Currently, there is a two-way continuous left-turn lane on Horsetooth Road. With regard to the right-turn lane evaluation, the highest right-turning volume (37 vehicles per hour (vph) in Figure 12) will not warrant a separate right-turn lane at the Horsetooth/Site Access intersection. As the traffic volumes increase beyond those forecasted for the year 2021, the right-turn lane will not be warranted. Figure 13 shows a schematic of the short range (2021) geometry. The geometry shown in Figure 13 will be that which will be required with or without the extension of Birmingham Drive. DELICH Village on Horsetooth TIS, August 2016 ASSOCIATES Pedestrian Level of Service The Village on Horsetooth site is in an area within which the City requires pedestrian and bicycle level of service evaluations. Appendix I shows a map of the area that is within 1320 feet of the Village on Horsetooth site. The Village on Horsetooth site is located within an area termed as “all other areas,” which sets the pedestrian level of service threshold at LOS C for all measured categories. There are four destination areas within 1320 feet of the proposed Village on Horsetooth: 1) the residential neighborhood to the west and northwest of the site, 2) the residential neighborhood to the east of the site, 3) the residential neighborhood to the south of the site, and 4) the residential neighborhood to the southwest of the site. Appendix I contains a Pedestrian LOS Worksheet. Destination area 4 is not in the City of Fort Collins. By choice of the residents, sidewalks do not exist in this area. The continuity measure would be achieved when sidewalks are built in this area. Bicycle Level of Service Based upon Fort Collins bicycle LOS criteria, there are no destination areas within 1320 feet of the Village on Horsetooth site. This site will be directly connected to the bike lanes on Horsetooth Road. Transit Level of Service Currently, this area is served by Transfort Route 12 along Horsetooth Road and Taft Hill Road. The transit service is acceptable. There are bus stops to the east of Seneca Street. These bus stops are accessible via the existing and future sidewalks. There is a signal controlled pedestrian crossing of Horsetooth Road on the east side of Seneca Street that provides access to the Route 12 bus stop on the south side of Horsetooth Road. Conclusions It is concluded that the Horsetooth/Seneca and Horsetooth/Site Access intersections will operate acceptably with recommended geometry and control, regardless if Birmingham Drive is extended to Horsetooth Road through the Village on Horsetooth property. Comparing the observed delay and the calculated delay at the Horsetooth/Big Ben-Crescent intersection, indicates that the calculated delay is on the order of twice that of the average observed delay. The level of service of the Horsetooth/Site Access (Birmingham) and Horsetooth/Big Ben-Crescent intersections will not change with the extension of Birmingham Drive, through the Village on Horsetooth property, to Horsetooth Road. There is little benefit to provide this connection. No further transportation analyses are required at this time.
