EMERGENCY ACCESS EASEMENT
9/23/2016 The EAE along the north and west side of the building should be widened to include the entire width of the
drive aisle (eg. between the 'Concrete Apron' and the parking area along the west side).
RESPONSE: The EAE has been widened.
9/8/2016: based upon the city staff meeting of 9-7-16, the project team is aware of this condition and is working to
resolve it.

08/29/2016: The EAE is appropriately labeled on the proposed site plan; however the proposed 20ft EAE is intended
to connect to the public way. It is unclear if the easement being proposed connects to the Frontage Rd. This
easement shall be dedicated by separate document.

09/05/2016: FIRE LANE SIGNS
The limits of the fire lane shall be fully defined. Fire lane sign locations should be indicated on future plan sets and the
applicant should also be advised that additional signage may be required at time of field inspection or final CO. Code
language provided below.

> IFC D103.6: Where required by the fire code official, fire apparatus access roads shall be marked with permanent
NO PARKING - FIRE LANE signs complying with Figure D103.6. Signs shall have a minimum dimension of 12 inches
wide by 18 inches high and have red letters on a white reflective background. Signs shall be posted on one or both
sides of the fire apparatus road as required by Section D103.6.1 or D103.6.2.

09/08/2016: SECURITY GATES
Due to overall fire accessibility relative to the three buildings served by the cross-lot connecting drive, Poudre Fire
Authority would not recommend gating this drive. However, as this drive does not appear to be associated with any
emergency access easement, it does not appear that PFA can restrict gating. It is unclear what advantage gating will
provide for this site, but if the City of Fort Collins will allow the access drive to be gated, PFA will require any gate
design to be reviewed and approved by the fire marshal prior to construction. Code information provided below to aid
in planning purposes.

> IFC 503.6: The installation of security gates across a fire apparatus access road shall be approved by the fire chief.
Where security gates are installed, they shall have an approved means of emergency operation. The security gates
and the emergency operation shall be maintained operational at all times.
> IFC D103.5: Gates securing fire apparatus access roads shall comply with all of the following criteria:
1. The minimum gate width for vehicle access shall be 20 feet.
2. Gates shall be of the swinging or sliding type.
3. Construction of gates shall be of materials that allow manual operation by one person.
4. Gate components shall be maintained in an operative condition at all times and replaced or repaired when
defective.
5. Electric gates shall be equipped with a means of opening the gate by fire department personnel for emergency
access. Emergency opening devices shall be approved by the fire code official.
6. Manual opening gates shall not be locked with an unapproved padlock, or chain and padlock, unless they are
capable of being opened by means of forcible entry tools or when a key box containing the key(s) to the lock is
installed at the gate location.
7. Gate design and locking device specifications shall be submitted for approval by the fire code official prior to
installation.
8. Electric gate operators, where provided, shall be listed in accordance with UL 325.
9. Gates intended for automatic operation shall be designed, constructed and installed to comply with the
requirements of ASTM F 2200.

09/07/2016: A materials and color board will be needed for the public hearing. Staff cautions that the with a large
metal roof, the color must be earth tone or neutral and not an accent color like green or blue.

be determined. Please note that colors will need to be selected for the public hearing. Staff emphasizes that with a

SWMM Model to add the developed basins and show that the peak flow in the creek does not increase.

08/22/2016: The site disturbs more than 10,000 sq. ft., therefore Erosion and Sediment Control Materials need to be
submitted for FDP. The erosion control requirements are in the Stormwater Design Criteria under the Amendments of
Volume 3 Chapter 7 Section 1.3.3. Current Erosion Control Materials Submitted do not meet requirements. Please
submit; an Erosion Control Plan, an Erosion Control Report, and an Escrow / Security Calculation. Also, based upon
the area of disturbance State permits for storm water will be required since the site is over an acre. If you need
clarification concerning the erosion control section, or if there are any questions please contact Jesse Schlam 970-

10/04/2016: I still have some concerns about the landscaping shown in the floodway on the Landscape Plan. I have
sent an email message discussing this to the developer's project manager and engineer.
RESPONSE: A discussion has been included in the Memo for No-Rise Certification.
08/31/2016: On the Landscape Plan, two oak trees and a blue spruce tree are show in the floodway. Any landscaping
in the floodway must meet the roughness coefficient (n-value) used in the Current Effective floodplain model.

09/10/2016: If a new electrical transformer is needed, be sure to screen the transformer so that it's not visible from
the public street.

If the transformer is located along the street, please screen to the extent reasonably feasible. If not able to be
screened, please consider contacting Light and Power and Art in Public Places in order to have the transformer
painted by an approved artist. Perhaps the theme of the artwork could directly relate to the athletic activities planned
for the facility. The contact information for the Art in Public Places program is Ellen Martin, 416-2789,
