Comment Number: 11 Comment Originated: 10/07/2015 Department: Environmental Planning Contact: Rebecca Everette, 970-416-2625, reverette@fcgov.com Topic: General 10/06/2015: Although the requirement for an Ecological Characterization Study was waived during the Conceptual Review stage, it was later determined that there are significant natural habitat features on the site, including a grove of mature trees on the western edge of the site and a small wetland (determined to be a jurisdictional wetland per the US Army Corps of Engineers standards). As was communicated in August 2015, a survey documenting the conditions of the site will be needed. Rather than requiring a full Ecological Characterization Study (ECS), a memo-based study documenting the value of the site as wildlife habitat, as well as the potential impacts of the proposed development, will suffice. Since a wetland delineation and tree inventory have already been conducted, those do not need to be included in the ECS; however, trees with nests suitable for Red-Tailed or Swainson's Hawks should be noted. The ECS should respond directly to your proposal, and should include recommendations for the mitigation of potential impacts. Typically we ask that such studies are completed at least 10 days prior to submittal of the project. Since this was not communicated at the conceptual review, it should be provided at least 10 days prior to the 2nd round of submittal instead. In addition, I would recommend arranging a meeting with me prior to your next submittal to ensure that your plans adequately protect and/or mitigate impacts to any natural habitat features. A more naturalistic design for the detention area that utilizes the natural topography of the site will provide additional visual interest and improved wildlife habitat. Our approach is to first avoid and minimize impacts to sensitive resources. If this is not feasible on a site, then we require replacement or mitigation of the resource value that will be lost. Comment Number: 7 Comment Originated: 10/07/2015 Topic: Landscape Plans Page 4 of 15 10/06/2015: With respect to landscaping and design, the City of Fort Collins Land Use Code, in Article 3.2.1 (E)(3), requires that you use low-water-use plants and grasses in your landscaping or re-landscaping and reduce bluegrass lawns as much as possible. A significant amount of landscape area is shown as bluegrass sod, which does not meet this standard. At a minimum, a native seed mix should be used for the portion of the site to the east of the entrance drive. In addition, consider planting beds with shrubs and flowering plants in place of turf areas throughout the site. Comment Number: 4 Comment Originated: 10/06/2015 Topic: Lighting Plan 10/06/2015: In regard to LED light fixtures, cooler color temperatures are harsher at night and cause more disruption to circadian rhythms for both humans and wildlife. Please consider a warmer color temperature (closer to 2700K) for any LED light fixtures. A separate sheet titled Tree Inventory and Mitigation Plan needs to be included. It needs to show the accurate location of all exiting trees. Existing trees need to be identified by number and all the tree inventory information needs to be placed in a table. The table needs to have the following columns. Tree Number, Species, Size in DBH, Tree Condition, Intent to Remove/Retain/Transplant, Reason for Removal The required number of upsized mitigation trees should be totaled at the bottom of the table. Extent Reasonably Feasible: Extent reasonably feasible shall mean that, under the circumstances, reasonable efforts have been undertaken to comply with the regulation, that the costs of compliance clearly outweigh the potential benefits to the public or would unreasonably burden the proposed project, and reasonable steps have been undertaken to minimize any potential harm or adverse impacts resulting from noncompliance with the regulation. Where street trees will need to be placed behind the sidewalk they should be placed around 7 feet in back of the walk as described in LUC3.2.1 D 2 b. Along Snead Drive where the parkway is shown at 4 feet width place street trees at 6-7 feet behind the walk. Along Fossil Creek Parkway east of the project entrance place the street trees 6-7 feet behind the walk unless utility locations warrant a different position. If utility locations warrant a greater distance for trees to be placed behind the walk then place street trees as close as feasible and provide an explanation why 6-7 feet in back of the walk will not work. Along Fossil Creek Parkway west of the project entrance locate street trees between the sidewalk and curb. Evaluate retaining some or all of the other trees shown behind the walk to possibly provide a double row and to help meet the full tree stocking standard. Along College Avenue add street trees between the sidewalk and curb in the gaps between the other trees shown behind the walk. Do not include a street tree close to corner for intersection visibility. This species is not very tall and is quite wide. Russian Hawthorn can have a horizontal spread of 15 feet or more. The proposed project should be in the early to mid-design stage for this meeting to be effective and is typically scheduled after the Current Planning conceptual review meeting.
