Topic: Building Insp Plan Review
05/04/2016: Please schedule a pre-submittal meeting for this project. Pre-Submittal
meetings assist the designer/builder by assuring, early on in the design, that the
new projects are on track to complying with all of the adopted City codes and
Standards listed below. The proposed project should be in the early to mid-design
stage for this meeting to be effective. Applicants of new projects should email
scarter@fcgov.com to schedule a pre-submittal meeting. Applicants should be
prepared to present site plans, floor plans, and elevations and be able to discuss
code issues of occupancy, square footage and type of construction being proposed.

Please see the following summary of comments from City staff and outside reviewing agencies for
your submittal of the above referenced project. If you have questions about any comments, you may
contact the individual commenter or direct your questions through the Project Planner, Clay Frickey, at
970-224-6045 or cfrickey@fcgov.com.

05/02/2016: Comment from Comcast - Comcast cable would like to work with the
developer on installing facilities in a joint trench with other dry utilities.
Comcast will also need to cordinate with the develoepr/builder on how to pre-wire
the units for services.
Please contact Don Kapperman as soon as a trenching plan is available so that
Comcast can do a design to try and match the other dry utilities and demark
locations.

05/30/2016: TURNING RADII
The ability to maneuver fire apparatus in and out of the middle-N/S fire lane appears
to be in question as it may conflict with at least one parking space on the main drive.
The fire marshal is requesting an auto-turn exhibit be submitted in order to evaluate
design feasibility at this location. Code language provided below.
> IFC 503.2.4 and Local Amendments: The required turning radii of a fire apparatus
access road shall be a minimum of 25 feet inside and 50 feet outside.

05/30/2016: SIGNAGE PLAN
The question came up at the staff meeting on 6/1/2016 if the middle, north-south
drives were required to be fire lanes. The answer is yes for two reasons. (1) I
re-measured the site and confirmed that the furthest homes lay outside the 150'
minimum fire access requirement; and (2) the expectation of the crews responding
in fire apparatus is that they should be able to make these turns in order to arrive on
scene in the most time efficient manner.
See redlines:
> Fire lane signage as shown on the Horizontal Control Plan appears to have
omitted labeling the North to South fire lane in the middle of the site.
> In addition, an additional sign would be needed on the furthest SW corner at the
dead-end.

05/30/2016: WAYFINDING

middle as shown on the Site Plan.

Topic: Landscape Plans
05/27/2016: Discrepancies still remain between the landscape plan and plant
schedule. 37 BTA are shown on the landscape plan but the plant schedule calls for
39. 19 CA are shown on the landscape plan but the plant schedule calls for 22.
05/02/2016: There are some minor discrepancies between what is shown on the
landscape plan and what is indicated on the plant schedule. Please fix the following
discrepancies:
22 'CA' are indicated in the plant schedule but the landscape plan only shows 18.
54 'SM' are indicated in the plant schedule but the landscape plan only shows 52.

05/03/2016: On sheet 3, extend the revised striping on Harmony for 350 ft east of
the proposed access (not just a total of 350 from the median). Also, please detail
the striping: Two Way Left Turn Lane. All yellow, 4" solid stripe 4" gap, 4" broken
stripe (10 ft line and 30 ft gap).

05/03/2016: Please review the placement of trees in the vicinity of the access point
to Harmony. The approach to the stop sign MUST be clear so the sign is easily
visible (there's a tree shown within 15 ft of the stop sign). And, with the stop sign
behind the detached walk, the trees in the parkway cannot impact sight distance
onto Harmony. The trees closest to the access may need to be moved (especially
the large one on the east side)

05/11/2016: For the bus stop a type 2 (Bench) stop will be required for this location.
The developer is responsible for upgrading the concrete surface of the bus stop to
meet City standards. The bench, bike rack and trash will also need to be
accommodated for by the developer. You have the option to pay Transfort for the
amenities and we will take responsibility for purchasing and installing them or you
can purchase and install them yourself. We will need to work with you on the DA
language depending which route you take. I have been in communication with Sara
Coutts on this. If you have any additional questions please do not hesitate to contact
me.
