Alternative Compliance Letter – Bike Parking Standard
(4) Bicycle Facilities. Commercial, industrial, civic, employment and multi-family
residential uses shall provide bicycle facilities to meet the following standards:
(a) Required Types of Bicycle Parking. To meet the minimum bicycle parking
requirements, the development must provide required bicycle parking for both
Enclosed Bicycle Parking and Fixed Bicycle Racks.
(b) Bicycle Parking Space Requirements. The minimum bicycle parking
requirements are set forth in the table below. For uses that are not specifically
listed in the table, the number of bicycle parking spaces required shall be the
number required for the most similar use listed.

Alternative compliance request:
The project is proposing 163 rooms, 5,391 sf of restaurant, 830 sf of retail, a 1,480 sf
rooftop bar and 3,541 of conference/meeting space. Per the land use code, the project is required
to have 41 bike stalls for the Hotel and 17 bike stalls for the remaining uses. The applicant is
requesting the City to reduce the required stalls for the hotel to 0 as a hotel is a destination where
people arrive from out of state and typically do not travel with a bike. In order to offset the loss
of stalls for the hotel, the Hotel Operator is planning on having a set number of bikes (still to be
determined) for guests of the hotel to use as an amenity to explore Fort Collins as many of the
locals currently do. These bikes will be stored inside the hotel and will not use the bike spots
provided for the other uses keeping those open for the public and to meet the code requirement
for the restaurant, sky bar, retail and conference/meeting spaces.
The applicant understands that biking in Fort Collins is part of the culture and understand
the importance of the bike racks for many of the public uses. With that in mind, the applicant is
planning on providing 32 bike stalls for the remaining uses, which is nearly double the
requirement of 17 to help offset the loss of spots from the hotel and to cater to the culture of Fort
Collins. In addition the applicant is looking at providing 5 covered employee bike parking spots
in addition to the 32 stalls but has not finalized where those will go at this time. Initial thoughts
are to provide the spots in the loading dock area so they are covered and behind a door.
We feel that even though we are not providing the required bike spots per code, by
providing more spots than required for the ancillary uses and the hotel operator providing bikes
as an amenity to the guests as well as the covered bike parking for the employees, we are
meeting or exceeding the intent of the code to provide bike parking and to continue to help
promote the culture of being a bike friendly City.
