RE: Fort Collins Hotel- Parking Garage, FDP160003, Round Number 1
Comment Summary:
Department: Planning Services
Contact: Seth Lorson, 970-224-6189, slorson@fcgov.com
Topic: Building Elevations
02/23/2016: The approved garage design mimicked windows with galvanized steel
grating as a separate feature from the green screen which provided more variety in
material and interest.

Topic: General
02/23/2016: The response letter says that 100 spaces are dedicated to the hotel,
and the site plan says that parking spaces are dedicated as follows:
Hotel and Retail (private): 87 spaces
Public Parking: 236 spaces
But, the Planning and Zoning Board approved parking spaces as follows:
Hotel and Retail (private): 113 spaces
Public Parking: 212 spaces
Comment Number: 1 Comment Originated: 02/23/2016
02/23/2016: Bike parking:
The Planning and Zoning Board required 51 bicycle parking spaces as a condition of
approval. The site plan says there are 55 spaces provided. I can only find 50.
Comment Number: 2 Comment Originated: 02/23/2016
02/23/2016: Eight handicap parking spaces are required. Please note them in the
site plan stats.

02/23/2016: There seems to be a discrepancy between the site/landscape plans
and the building elevations. On the building elevations the brick detailing along the
east elevation casts a shadow and can be seen on the north elevation. This
suggests that the building footprint would reflect the protrusion of this element. It
does not on either the site or landscape plan.

02/23/2016: It may just be my print but there are many areas on the landscape plan
that bleed together and are unreadable.

Topic: General
02/24/2016: It would seem that the replat needs to reflect that the replat is being a
replat of "Walnut-Chestnut Subdivision", with the premise that the final plan for the
hotel-parking lot intends to be filed and recorded.
Comment Number: 1 Comment Originated: 02/24/2016
02/24/2016: The offline discussion of a planter area flush with the sidewalk on either
side of the garage entrance could help in providing a better view corridor for drivers
exiting the garage. Understanding that this would be more of a landscape bed, than
an encroachment, this could be acceptable and a benefit. We'll want to verify that
the plantings aren't the type to spread over the Chestnut Street sidewalk and don't
obstruct views for drivers exiting the garage. Also, this treatment on the west and
east ends should provide a visual cue (taper?) for the pedestrian traversing along
Chestnut's sidewalk.
Comment Number: 2 Comment Originated: 02/24/2016
02/24/2016: In conversation with the City Attorney's Office as well as the City
Engineer, we would need to have the Hotel-Parking Lot's site plan and civil drawings
be amended through a minor amendment process to coincide what is ultimately
approved with this final plan, in order for it to be apparent that the infrastructure
abutting the hotel that is being changed with the garage is understood to be part of
the hotel's construction requirements. This would also appear to be consistent with
the language proposed by Lucia specific to II.C.10 of the development agreement
draft for the Hotel-Parking Lot.
Comment Number: 3 Comment Originated: 02/24/2016
02/24/2016: An offsite drainage easement from the property north of the garage is
needed. Given that the offsite work also shows a contemplated proposed sidewalk,
it would seem that the offsite easement should be for drainage and access. The
easement would need to be obtained prior to plan approval.
Comment Number: 4 Comment Originated: 02/24/2016
02/24/2016: The landscaping within the planter areas are the same between the
hotel-parking lot and this hotel-parking garage, but doesn't it need to change with the
planting areas now being rain gardens (and would be part of the minor amendment
to the hotel-parking lot)? Previous rain garden designs I'm familiar with (The Grove)
have a cobble bedding behind the curb opening to allow for dissipation, which isn't
specified here. A specific rain garden landscape planting list was specified for The
Grove and I suspect would be a good approach here as well, just to identify species
that are believed to be best suited for the rain garden use.

02/24/2016: The rain garden areas (including tree wells along Jefferson) should
delineate the area of influence that would drain into these areas, as a way to confirm
public and/or private drainage entering these. How is ongoing maintenance
responsibilities envisioned for these areas? The underdrain along Chestnut Street
appears to be in close proximity to an existing gas line and would appear to be a
long term maintenance issue in its location.
Comment Number: 6 Comment Originated: 02/24/2016
02/24/2016: Are the tree wells along Jefferson Street not taking any roadway
drainage off Jefferson? It seems the only flows entering these are sidewalk flows?
Comment Number: 7 Comment Originated: 02/24/2016
02/24/2016: Please provide more detail on the rain gardens abutting sidewalks, will
there be concerns of pedestrians walking into a depressed rain garden area.
Perhaps a curb is proposed within the rain garden area abutting the sidewalk to
reduce concerns, especially if the area is depressed behind the walks? This should
also be considered for the rain gardens abutting the parking stalls.
Comment Number: 8 Comment Originated: 02/24/2016
02/24/2016: The two large rain gardens along Chestnut Street between Walnut and
the alley would seem to not be taking much in the way of roadway drainage with
Chestnut Street crowned in the opposite direction to drain south. Is the amount of
area being directed into these rain gardens appropriate for the size of these rain
gardens?
Comment Number: 9 Comment Originated: 02/24/2016
02/24/2016: I've understood with general rain garden designs that the concept of
what happens in the situation of where flows exceed the infiltration rate of the rain
garden, that the water would then continue in the gutter section past the rain garden
and perpetuate to potentially further rain gardens downstream, or at least be
contained with the gutter. The rain garden along Chestnut Street approaching the
right turn onto Walnut appears to not have this situation as "downstream" of this rain
garden is both no gutter and the roadway crowned in the opposite direction.
Comment Number: 10 Comment Originated: 02/24/2016
02/24/2016: There appears to be a singular roof drain taking roof flows out to the
inlet at Chestnut and Jefferson, are there additional downspouts contemplated?
Comment Number: 11 Comment Originated: 02/24/2016
02/24/2016: The soils report indicated that: "At the time this report was prepared,
site grading details were not completed. We understand a below-grade storage area
is planned for this site. Depending upon the finished floor elevation of this basement
area, permanent dewatering and perimeter drains may be required." We'll want
verification on whether perimeter drains are intended and where they are placed.
Comment Number: 12 Comment Originated: 02/24/2016
02/24/2016: The soils report didn't appear to be aware of the proposed rain
gardens. Is it envisioned to utilize the native soil within the rain garden, or will
material be imported.

Building Permit Pre-Submittal Meeting:
Pre-Submittal meetings are required to assist the designer/builder by assuring, early
on in the design,
that the new commercial or multi-family projects are on track to complying with all of
the adopted City
codes and Standards listed below. The proposed project should be in the early to
mid-design stage for
this meeting to be effective and is typically scheduled after the Current Planning
conceptual review
meeting. Applicants of new commercial or multi-family projects are advised to call
416-2341 to schedule
a pre-submittal meeting. Applicants should be prepared to present site plans, floor
plans, and elevations
and be able to discuss code issues of occupancy, square footage and type of
construction being proposed.
Construction shall comply with the following adopted codes as amended:
2012 International Building Code (IBC)
2012 International Residential Code (IRC)
2012 International Energy Conservation Code (IECC)
2012 International Mechanical Code (IMC)
2012 International Fuel Gas Code (IFGC)
2012 International Plumbing Code (IPC) as amended by the State of Colorado
2014 National Electrical Code (NEC) as amended by the State of Colorado
Fort Collins has amendments to most of the codes listed above. See the fcgov.com
web page to view them.

Hotel parking garage project specific concerns:
1. The NW exterior wall of the garage appears to be approx 5ft from the property
line. If this is the case a 1-hour wall is required at that location with limited openings
allowed. This could cause concern as open garages must provided a minimum
amount of openings for ventilation.

02/23/2016: Please provide a map/exhibit showing the areas being treated by each
LID feature. The City's understanding is that 50%+ of the area of the garage will be
treated by the adjacent rain gardens and trees wells and that an area of ROW
equivalent to 50%+ of the hotel area will be treated by the rain gardens adjacent to
the hotel that area located within the ROW. No runoff from the hotel is to be
directed and treated by these facilities.

02/24/2016: Per an email sent to Cole on 1-15-16 (and acknowledged in the
comment response letter), the pork chop design needs to change so it doesn't
extend into the roadway. Original comment: • Since there is no edge or lane
line striping, we won’t be able to have the porkchop extend into Jefferson. This was
intended to align with the right turn striping. Without striping, it will be a hazard. So
the porkchop will need to be pulled back to align with the existing curb. This will be a
change to your plans.
