Page 1 of 9 02/23/2016: There seems to be a discrepancy between the site/landscape plans and the building elevations. On the building elevations the brick detailing along the east elevation casts a shadow and can be seen on the north elevation. This suggests that the building footprint would reflect the protrusion of this element. It does not on either the site or landscape plan. Comment Number: 1 Comment Originated: 02/24/2016 02/24/2016: The offline discussion of a planter area flush with the sidewalk on either side of the garage entrance could help in providing a better view corridor for drivers exiting the garage. Understanding that this would be more of a landscape bed, than an encroachment, this could be acceptable and a benefit. We'll want to verify that the plantings aren't the type to spread over the Chestnut Street sidewalk and don't obstruct views for drivers exiting the garage. Also, this treatment on the west and east ends should provide a visual cue (taper?) for the pedestrian traversing along Chestnut's sidewalk. Comment Number: 2 Comment Originated: 02/24/2016 02/24/2016: In conversation with the City Attorney's Office as well as the City Engineer, we would need to have the Hotel-Parking Lot's site plan and civil drawings be amended through a minor amendment process to coincide what is ultimately approved with this final plan, in order for it to be apparent that the infrastructure abutting the hotel that is being changed with the garage is understood to be part of the hotel's construction requirements. This would also appear to be consistent with the language proposed by Lucia specific to II.C.10 of the development agreement draft for the Hotel-Parking Lot. Given that the offsite work also shows a contemplated proposed sidewalk, it would seem that the offsite easement should be for drainage and access. The easement would need to be obtained prior to plan approval. Previous rain garden designs I'm familiar with (The Grove) have a cobble bedding behind the curb opening to allow for dissipation, which isn't specified here. A specific rain garden landscape planting list was specified for The Grove and I suspect would be a good approach here as well, just to identify species that are believed to be best suited for the rain garden use. How is ongoing maintenance responsibilities envisioned for these areas? The underdrain along Chestnut Street appears to be in close proximity to an existing gas line and would appear to be a long term maintenance issue in its location. Comment Number: 7 Comment Originated: 02/24/2016 02/24/2016: Please provide more detail on the rain gardens abutting sidewalks, will there be concerns of pedestrians walking into a depressed rain garden area. Perhaps a curb is proposed within the rain garden area abutting the sidewalk to reduce concerns, especially if the area is depressed behind the walks? This should also be considered for the rain gardens abutting the parking stalls. Is the amount of area being directed into these rain gardens appropriate for the size of these rain gardens? Comment Number: 9 Comment Originated: 02/24/2016 02/24/2016: I've understood with general rain garden designs that the concept of what happens in the situation of where flows exceed the infiltration rate of the rain garden, that the water would then continue in the gutter section past the rain garden and perpetuate to potentially further rain gardens downstream, or at least be contained with the gutter. The rain garden along Chestnut Street approaching the right turn onto Walnut appears to not have this situation as "downstream" of this rain garden is both no gutter and the roadway crowned in the opposite direction. The proposed project should be in the early to mid-design stage for this meeting to be effective and is typically scheduled after the Current Planning conceptual review meeting. The NW exterior wall of the garage appears to be approx 5ft from the property line. If this is the case a 1-hour wall is required at that location with limited openings allowed. This could cause concern as open garages must provided a minimum amount of openings for ventilation. Original comment: • Since there is no edge or lane line striping, we won’t be able to have the porkchop extend into Jefferson. This was intended to align with the right turn striping. Without striping, it will be a hazard. So the porkchop will need to be pulled back to align with the existing curb. This will be a change to your plans.
