10/05/2016: If meter is located in enclosed fence area that is locked, coordination
will need to be done with meter shop for access approval. Meter technicians need
to be able to access meter at anytime for maintenance purposes. Please contact
Chad Stanley at 221-6392

10/05/2016: Is the electrical primary routing going north/south along the west side of
project going to be located on the east or west side of the existing fence? If it is
located on the west side of the fence, is this still within the utility easement? If it is
located on east side then coordination will need to be done to relocate the large
equipment being shown on Google Earth. If boring needs to be done to accomodate
this equipment, this will come at an extra expense.

09/27/2016: PREMISE IDENTIFICATION & WAYFINDING
Addressing shall be posted at (1) the street entrance, (2) where the fire lane splits to
the project site, and (3) at the site. Code language provided below.
> IFC 505.1: New and existing buildings shall have approved address numbers,
building numbers or approved building identification placed in a position that is plainly
legible, visible from the street or road fronting the property, and posted with a
minimum of six-inch numerals on a contrasting background. Where access is by
means of a private road and the building cannot be viewed from the public way, a
monument, pole or other sign or means shall be used to identify the structure.

10/06/2016: FIRE LANE MARKING
The limits of the existing and proposed fire lane shall be fully defined with signage. If
this has not already been provided for, fire lane signage will be required along all
portions of the entire site at this time. Fire lane sign locations should be indicated on
the plan sets as the building permit will not be routed to PFA to prompt field
inspection or final CO. Code language provided below.
> IFC D103.6: Where required by the fire code official, fire apparatus access roads
shall be marked with permanent NO PARKING - FIRE LANE signs complying with
Figure D103.6. Signs shall have a minimum dimension of 12 inches wide by 18
inches high and have red letters on a white reflective background. Signs shall be
posted on one or both sides of the fire apparatus road as required by Section
D103.6.1 or D103.6.2.

10/04/2016: Update all of the photo simulations to reflect the paint color proposed.

10/04/2016: Please remove the cap of the tower so that the height of the structure
is reduced.
Comment Number: 2 Comment Originated: 10/04/2016
10/04/2016: Is it possible to reduce the diameter of the proposed tower? A reduction
in the diameter of the tower would create a more slim profile and would reduce the
visual impact of the tower.
Comment Number: 3 Comment Originated: 10/04/2016
10/04/2016: The tower elevation shows the tower as being 16' in diameter while the
site plan shows the tower as being 15' in diameter. Staff would prefer a tower 15' in
diameter or less if possible. Please update these drawings so they are consistent
with one another.

10/04/2016: For your hearing, please come with information about your site
selection process and the need for a 70' structure. You will need to outline the
reasons why co-location in this area is a challenge in order to justify the height you
are seeking for this facility.

10/05/2016: For Final Plan, include the City of Fort Collins standard site plan notes.
I will send these to you with the comment letter.

10/06/2016: Also for Final Plan, please separate the planning document set from
the construction/utility plan set.

09/20/2016: The IMPERMEABLE AREA CALCULATIONS table has been added to
the Compound Detail in the Site Plan set.
a. Please move this table to the Grading Plan sheet and then move the Grading Plan
sheet to the Utility Plan set.
b. This table doesn’t look to include the generator pad for VZW and this looks to be
100% imperviousness so this item needs to be added to the table
c. The table indicates that the “misc future compound equipment” is 159 sq ft. How
do you know this? You need to show me a typical of what is going to be provided in
each lease area if you’re going to include this specific square footage into your table.

09/20/2016: The Grading Plans have been added to the Site Plan set.
a. This plan should be re-titled “Grading and Drainage Plan” and then this sheet
should be moved to the Utility Plan set.
b. The Impermeable Area Calculations table should be moved to this sheet.
c. As per a comment on the last round of review, the grading plan should include at
a minimum: existing topography, proposed contours at 1’ intervals, spot elevations,
finished floor elevations for the equipment, indication if there are swales or flow
channelization of any sort, slope arrows with percentages. It looks like you still need
to provide spot elevations (locations indicated on the redlines) and the finished floor
elevation or finished grade elevation of the pad(s) itself.
d. Also, it looks like your slope labels are incorrect so please correct these and add
some additional labels.

09/20/2016: Drainage Memo – as per a comment on the last round of review, a
drainage memo still does need to be provided. (This comment was also provided
previously in the emailed redlines back to Caleb on 3/9/16.) A drainage memo
should include at a minimum:
a.summary description of the project;
b. existing ground conditions (ground covers, direction of flow);
c. proposed ground conditions (areas of added imperviousness and overall effective
imperviousness);
d. explanation of how the silo and most of the equipment are on platforms, thus
greatly reducing the amount of imperviousness on the site;
e. statement of compliance with the requirements of the Fort Collins Stormwater
Criteria (how you’re meeting the <1000 sf imperviousness requirement which allows
this project to forego stormwater detention, water quality, and LID requirements)

09/20/2016: There is a note on the Site Plan that says “edge of existing gravel area”
which is confusing because I think the gravel continues – please either remove this
note or clarify for me.
