04/26/2016: Since this proposal is going through the development review process
at the same time that Colorado Iron and Metal is trying to obtain vesting for their
development plan, staff cannot proceed further with this submittal per Land Use
Code section 2.1.4(A). If Colorado Iron and Metal installs their public infrastructure
before their August lapse date, then this project will be able to proceed without
providing that infrastructure. If Colorado Iron and Metal lapses, then this project
would be responsible for installing the public infrastructure for 903 Buckingham St.

04/26/2016: When the project is submitted for its next round of review, a utility plan
set with City Signature block, separate from the site plan set, will need to be
submitted showing utility plans and public improvements. See LCUASS Appendix E
for utility plan requirements. 02/08/2016: Please include grading/drainage/erosion
control/construction details with this submittal (as a utility set with cover sheet,
notes, signature block, etc.), or amend the approved FDP to include the wireless
telecommunications facility.

02/08/2016: There was discussion in the Conceptual Review Meeting for this
project that was related to the approved plans for this parcel for Colorado Iron and
Metal. I believe there were two options to move forward with site design that came
out of that discussion.
a. If the Wireless Telecommunication Facility is planned to be a part of that larger
development plan for Colorado Iron and Metal, then we will need to see those plans
with the appropriate revisions that show this telecommunications facility
incorporated. Grading and drainage information would need to be updated
accordingly.
b. If the Wireless Telecommunication Facility is planned to be built on its own and
the Colorado Iron and Metal plans are not going to move forward, then an entire new
set of construction plans for this project will be required. This would include grading,
drainage, erosion control plans as well as requirements set forth by the Engineering
Department.

04/26/2016: The effective imperviousness has now been shown to be less than
1000 square feet. However, a drainage memo and grading plan still do need to be
provided as a part of the plans. This comment was provided previously in the
emailed redlines back to Caleb on 3/9/16.
a. A drainage memo should include at a minimum: summary description of the
project, existing ground conditions (ground covers, direction of flow) proposed
ground conditions (areas of added imperviousness and overall effective
imperviousness). Statement of compliance with the requirements of the Fort Collins
Stormwater Criteria (how you’re meeting the <1000 sf imperviousness requirement
which allows this project to forego stormwater detention, water quality, and LID
requirements)
b. A grading plan should include at a minimum: existing topography, proposed
contours at 1’ intervals, spot elevations, finished floor elevations for the equipment,
indication if there are swales or flow channelization of any sort, slope arrows with
percentages.

04/19/2016: No Comment from Erosion Control. Special care should be used in
the disposal of the excavated material as there are beet tailings from the old beet
factory. Otherwise this site; disturbs less than 10,000 sq. ft., is not in a sensitive
area, and is not in a larger development under construction. Therefore, no submittal
of erosion control material is needed at this time. However, the site still must be
swept and maintained to prevent dirt, saw cuttings, concrete wash, trash & debris,
landscape materials and other pollutants from entering the storm sewer at all times
or BMPs will be required of the site. Also all silt fence should be removed once the
project is stabilized. If you need; clarification concerning the erosion control section
