Summary:
The site “Alta Vista” located at within parcel 97121-59-001 will consist of the construction of a
telecommunication facility, consisting of antennas and associated appurtenances on a proposed 68’ tall
silo tower, a 20’-0”x100’-0” fenced compound and service equipment for future carriers. See Zoning
Drawings by TEP for a complete reference.
Currently the south side of the property in question where the telecommunication facility is located
has been developed by Colorado Iron & Metal into a drainage area for a proposed detention pond. The
proposed telecommunication facility is going to be located on the east side of the property boundary and
will drain into the detention pond. The ground at the proposed location will already be made of gravel.
Electrical service and telco service will be required to for this site. No water or sewer services will
be required. The facility is designed in accordance with the City of Fort Collins regulations. Traffic will
consist of maintenance personnel, visiting the site approximately twice a month.
Impervious documentation:
For the consideration of the porosity of the ground areas that are changing, it is recognized that
unsurfaced areas are considered 100% pervious, graveled areas are 50% pervious, and concrete or asphalt
areas are considered 0% pervious. The following areas are the changes being made on the property in
which “Alta Vista” resides. These areas can be seen in the utility set of drawings by TEP.
• The foundation caissons on which the silo will sit will take up a 21ft
2
and they are considered
100% impervious.
• The fiber vault and H-frame foundations will take up 10ft
2
and they are considered 100%
impervious.
• The fence post foundations will take up 41ft
2
and they are considered 100% impervious.
• The platform foundation piers for the VZW lease space will take up 19ft
2
and are considered 100%
impervious. The platform itself will be a grate material, therefore allowing all materials to pass
through to the ground below.

• The future lease areas that are within the Atlas fenced compound totals 240ft
2
. Assuming the
maximum lease space is completely used as impervious, the total of impervious area possible is
480ft
2
.
Given the areas as described above, the total impervious area for the proposed site “Alta Vista” is 571ft
2
.
That area is less than the 1,000ft
2
benchmark of imperviousness and therefore can forego storm water
detention, water quality, and LID requirements.
Drainage Facility Design
The surrounding area that the telecommunication facility is being built on has recently been
developed into a detention pond by Colorado Iron and Metal. Any runoff from the telecommunication
facility will naturally flow south into the detention pond. Due to the small increase in impervious area, this
development should not negatively affect the operation of the detention pond.
The majority of the fenced compound by Atlas Tower will be undisturbed from its current state
which will allow the natural flow into the detention pond. The Atlas Tower compound, not including the
concrete foundations, will already be gravel from the Colorado Iron and Metal development. The gravel
can still allow some natural ground infiltration, and the rest will flow to the detention pond.
