Hoffman Mill Road also serves other land uses in the area. Hoffman Mill Road is gated
at the Nix Farm Facility. At the Lemay/Poudre River Drive intersection, Poudre River
Drive has all westbound movements combined into a single lane. The posted speed
limit in this area of Hoffman Mill Drive (Poudre River Drive) is 25 mph.
Existing Traffic/Operation
Recent peak hour traffic counts at the Lemay/Poudre River Drive intersection are
shown in Figure 4. Traffic counts at the key intersection were obtained in June 2016.
Raw traffic count data is provided in Appendix B. Using the volumes shown in Figure 4,
the current peak hour operation at the Lemay/Poudre River Drive intersection is shown
in Table 1. Calculation forms for these analyses are provided in Appendix C. The
Lemay/Poudre River Drive intersection was analyzed using the unsignalized
intersection techniques from the 2010 Highway Capacity Manual (2010 HCM). A
description of level of service for unsignalized intersections from the 2010 Highway
Capacity Manual is provided in Appendix C. Table 4-3 showing the Fort Collins Motor
Vehicle LOS Standards (Intersections) is also provided in Appendix C. This site is in an
area termed “commercial corridor” on the Fort Collins Structure Plan. At unsignalized
intersections in areas termed “commercial corridor,” acceptable operation during the
peak hours is defined as level of service D overall and level of service F for any
approach leg for an arterial/collector, arterial/local, collector/local, and local/local
intersection. In such areas, it is expected that there could be substantial delays to the
minor street movements at unsignalized intersections during the peak hours. As can be
seen in Table 1, the Lemay/Poudre River Drive intersection is currently operating
acceptably with existing control and geometry. In Table 1 and other level of service
tables, the calculated delay is provided for LOS E/F. It is important to note that the
calculated delay does not reflect the actual delay experienced by motorists on Poudre
River Drive. This unsignalized intersection bracketed by signalized intersections. The
signalized intersections provide gaps in the approach traffic on Lemay Avenue that is
not considered in the level of service calculation. During traffic counting and on a
number of site visits, the delay experienced on Poudre River Drive was significantly less
than the calculated delay.
In addition to the peak hour intersection traffic counts, daily/hourly counts were
obtained at three locations (one on Poudre Rive Drive and two on Hoffman Mill Road).
The daily and peak hour counts are shown in Figure 5. Raw data is provided in
Appendix B. The count locations distinguish the traffic that can be attributable to the Nix
Farm Facility, the Fort Collins Recycle Facility, and all uses combined. The Nix Farm
Facility portion of the traffic on Poudre River Drive is 18 percent on a daily basis and 24-
25 percent during the typical peak hours of the street.

Edition, ITE is typically used to estimate the daily and peak
hour trip generation. However, the Nix Farm Facility is unique. The trip generation was
estimated based upon employee growth projected by the Fort Collins Natural Areas
staff. This was deemed to the most reliable information available. The expectation is
that staff would increase by 1-2 employees per year. Using 2 employees, this is a
growth rate of approximately 3 percent per year. The daily and peak hour traffic (Figure
5) was used as the base condition (2016). Table 2 shows the estimated daily and peak
hour traffic in the short range future (2021) and the long range future (2035). The trip
distribution for the NFMA is shown in Figure 6. This is similar to the current trip
distribution at the key intersection. Figure 7 shows the future site generated peak hour
traffic at the key intersection.
Background/Total Traffic Projections
Background traffic projections for the short range (2021) future horizon and the
long range (2035) future horizon were obtained by factoring the Figure 4 traffic volumes
on Lemay Avenue by three percent per year. It is assumed that the existing traffic on
Poudre River Drive (minus Nix Farm traffic) will remain the same. Figures 8 and 9 show
the respective short range (2021) and long range (2035) background peak hour traffic at
the Lemay/Poudre River Drive intersection.
The traffic volumes generated by the proposed NFMA were added to the
background traffic volumes to produce the total traffic volume forecasts. Figure 10
shows the short range (2021) total peak hour traffic at the key intersection. Figure 11
shows the long range (2035) total peak hour traffic at the key intersection.
Operation Analysis
Table 3 shows the short range (2021) total morning and afternoon peak hour
operation at the Lemay/Poudre River Drive intersection. The Lemay/Poudre River Drive
intersection will operate at acceptable levels of service. Calculation forms for these
analyses are provided in Appendix D.
Table 4 shows the long range (2035) total morning and afternoon peak hour
operation at the Lemay/Poudre River Drive intersection. The key intersection will
operate at acceptable levels of service. Calculation forms for these analyses are
provided in Appendix E.

Geometry
Figure 12 shows a schematic of the short range and long range geometry.
According to Figure 8-4, LCUASS, a southbound right-turn deceleration lane will not be
required at the Lemay/Poudre River Drive intersection using the short range future traffic
forecasts. Using the long range peak hour traffic forecasts (morning only), a
northbound right-turn lane would be required. Given the design speed of 50 mph or the
posted speed of 35 mph, this right-turn deceleration lane would extend through the
railroad crossing. It is not likely that this right-turn lane would be constructed due to
issues related to widening the railroad crossing.
Pedestrian/Bicycle Level of Service
The Nix Farm Facility site is in an area within which the City requires pedestrian
and bicycle level of service evaluations. The only destination area within 1320 feet of
the Nix Farm Facility is the Poudre Trail to the north of the site. There is a direct
connection from the Nix Farm Facility to the Poudre Trail. Both pedestrian and bicycle
level of service is acceptable
Transit Level of Service
There is no Transfort service within 0.25 miles of the Nix Farm Facility.
Conclusions
It is concluded that the Nix Farm Natural Areas Facility Major amendment will
meet the motor vehicle and alternative travel level of service criteria. The relative traffic
impact will not be significant. No further transportation analyses are required at this
time.
