09/16/2015: I have a general concern/question with how visible pedestrians will be
along the sidewalk on Chestnut Street at the entrance/exit to the parking garage,
especially with pedestrians that may be traversing along the northern portion of the
sidewalk. Is there a depiction of a wall continuation on either side of the entrance/exit
that extend and obscures the driver exiting the garage from being able to see
pedestrians until the vehicle is out across the sidewalk?

shared with 252 Linden Street cannot co-exist and should be shown as to be
removed. A letter of intent from that property owner should be received prior to
hearing okaying the removal of the driveway. (Perhaps this was provided with the
previous Hotel/Parking Lot alternative?)

09/16/2015: The geotech report indicated the need for a perimeter subdrain to
dewater around the foundation. The design of the perimeter drain system isn't
required with the PDP, but consideration should be made with locating it outside of
public right-of-way and the discharge of water from the sump pit should occur into a
storm drain system and not potentially spill out onto sidewalks, alleys, and/or
streets.

design for Jefferson Street as part of the Jefferson Street enhancement project. I will
look to pass along current design information on that project and we'll need to
ensure that the overall proposed project design for the Hotel/Parking Garage does
not conflict with the planned improvements to Jefferson Street.

09/15/2015: I'd like more information about the green screens. Perhaps we could set
up a separate meeting to discuss the details of these features - this would allow us
to include staff and others who have been working on green screens/living walls
around town.
A couple questions:
1. What species do you anticipate planting for the green screen? A few options that
seem to work well in Fort Collins incldue Engelmann ivy, wintercreeper, and sweet
autumn clematis. You might consider varying the species based on the aspect of
the building face.
2. How will these be irrigated and maintained? A planting detail with notes regarding
irrigation and maintenance should be included in the final plans.

09/15/2015: I would like to see more information on the specifications for the lights
that are proposed. Are they LED? If so, what are the lumen values and color
temperatures? Cooler color temperatures are harsher at night and cause more
disruption to circadian rhythms for both humans and wildlife. Please consider a
warmer color temperature (closer to 2700K) for your LED light fixtures.

For trees to be planted in sidewalk cut outs specifying trees at 3 inch caliper is
generally needed to provide a higher canopy that better accommodates pedestrian
movement and activity. Larger caliper trees would also be in better scale to the tall

The meeting was held on 9-10-15. The Civil Engineer will evaluate feasibility of
moving the drive around 5 feet to the north so existing tree number 12 and 13 can be
retained. Additional information on this item needs to be provided to the City Forester
so the feasibility of retaining these trees can be evaluated.
08/07/2015:
An on- site meeting should be scheduled with the City Forester, Landscape
Architect and Civil Engineer to review construction impact to exiting trees number 12
and 13. The curb is shown very close to these trees and there is also a grade issue.
This meeting will determine the feasibility of retention of these two trees by exploring
construction options and the impact to the survival of the trees. The actual location
of the curb by these two trees should be determined and marked before the
meeting.

09/15/2015: This project is located immediately adjacent to the Old Town Historic
District, and has the potential to impact several historically designated and
individually eligible National, State and Fort Collins buildings and structures. Land
Use Code Section 3.4.7(F)(6) requires that developments affecting historic
structures be reviewed by the Landmark Preservation Commission, and that the
Commission provide the decision maker with a written recommendation on the
project, which shall be considered by the decision maker in making its decision.
This requirement may be waived if the Director of Community Development and
Neighborhood Services issues a written determination that the plans would not have
a significant impact on the individual eligibility or potential individual eligibility of the
historic properties.

with the historic buildings along Jefferson Street to the west, for staff to be able to
evaluate compliance with LUC Section 3.4.7. In addition to LUC 3.4.7, other
documents that could prove useful are the Old Town Historic District Design
Standards, and the River Downtown Redevelopment Zone District Design
Guidelines. These documents may serve as guidelines for development near the
District.

Pre-Submittal meetings are offered to assist the designer/builder by assuring, early
on in the design,
that the new commercial or multi-family projects are on track to complying with all of
the adopted City
codes and Standards listed below. The proposed project should be in the early to
mid-design stage for
this meeting to be effective and is typically scheduled after the Current Planning
conceptual review

Fire access is required to within 150' of all exterior portions of the first floor. In
additions, aerial fire access is required for buildings greater than 30' in height. Fire
access cannot be measured from arterial roads. Standpipes will be required in the
stairwells of the parking garage to offset the lack of general fire access.

As the Fire Department Connection cannot be located on an arterial road, it will need

A hydrant is required within 100' of a FDC for any building equipped with a standpipe
system. Code language provided below. The hydrant currently proposed at the NW
corner of the parking garage should be relocated to Chestnut to accommodate this
requirement.

with Section 905 shall have a fire hydrant within 100 feet of the fire department

shows, "All buildings must provide an approved fire extinguishing system." This
