All the hotel site data is unnecessary. Comment Number: 4 Comment Originated: 09/15/2015 Department: Engineering Development Review Contact: Marc Virata, 970-221-6567, mvirata@fcgov.com Topic: General 09/16/2015: I have a general concern/question with how visible pedestrians will be along the sidewalk on Chestnut Street at the entrance/exit to the parking garage, especially with pedestrians that may be traversing along the northern portion of the sidewalk. Is there a depiction of a wall continuation on either side of the entrance/exit that extend and obscures the driver exiting the garage from being able to see pedestrians until the vehicle is out across the sidewalk? Comment Number: 1 Comment Originated: 09/16/2015 09/16/2015: Is the potential future flex space closer to Jefferson Street and the potential future retail along the alley (both interior to the garage) being approved with the associated PDP? If so, the TIS would appear to need to be updated to reflect these additional uses and potential requirements such as parking (vehicular and bike) might need to be considered at this time? Comment Number: 2 Comment Originated: 09/16/2015 09/16/2015: With the parking garage it does appear that the existing driveway that's shared with 252 Linden Street cannot co-exist and should be shown as to be removed. A letter of intent from that property owner should be received prior to hearing okaying the removal of the driveway. (Perhaps this was provided with the previous Hotel/Parking Lot alternative?) Comment Number: 3 Comment Originated: 09/16/2015 09/16/2015: The geotech report indicated the need for a perimeter subdrain to dewater around the foundation. The design of the perimeter drain system isn't required with the PDP, but consideration should be made with locating it outside of public right-of-way and the discharge of water from the sump pit should occur into a storm drain system and not potentially spill out onto sidewalks, alleys, and/or streets. Comment Number: 4 Comment Originated: 09/16/2015 09/16/2015: Kyle Lambrecht with Engineering Capital Projects is working on a design for Jefferson Street as part of the Jefferson Street enhancement project. I will look to pass along current design information on that project and we'll need to ensure that the overall proposed project design for the Hotel/Parking Garage does not conflict with the planned improvements to Jefferson Street. Perhaps we could set up a separate meeting to discuss the details of these features - this would allow us to include staff and others who have been working on green screens/living walls around town. A couple questions: 1. What species do you anticipate planting for the green screen? A few options that seem to work well in Fort Collins incldue Engelmann ivy, wintercreeper, and sweet autumn clematis. You might consider varying the species based on the aspect of the building face. 2. How will these be irrigated and maintained? A planting detail with notes regarding irrigation and maintenance should be included in the final plans. Comment Number: 2 Comment Originated: 09/15/2015 Topic: Lighting Plan 09/15/2015: I would like to see more information on the specifications for the lights that are proposed. Are they LED? If so, what are the lumen values and color temperatures? Cooler color temperatures are harsher at night and cause more disruption to circadian rhythms for both humans and wildlife. Please consider a warmer color temperature (closer to 2700K) for your LED light fixtures. The Civil Engineer will evaluate feasibility of moving the drive around 5 feet to the north so existing tree number 12 and 13 can be retained. Additional information on this item needs to be provided to the City Forester so the feasibility of retaining these trees can be evaluated. 08/07/2015: An on- site meeting should be scheduled with the City Forester, Landscape Architect and Civil Engineer to review construction impact to exiting trees number 12 and 13. The curb is shown very close to these trees and there is also a grade issue. This meeting will determine the feasibility of retention of these two trees by exploring construction options and the impact to the survival of the trees. The actual location of the curb by these two trees should be determined and marked before the meeting. Land Use Code Section 3.4.7(F)(6) requires that developments affecting historic structures be reviewed by the Landmark Preservation Commission, and that the Commission provide the decision maker with a written recommendation on the project, which shall be considered by the decision maker in making its decision. This requirement may be waived if the Director of Community Development and Neighborhood Services issues a written determination that the plans would not have a significant impact on the individual eligibility or potential individual eligibility of the historic properties. Comment Number: 1 Comment Originated: 09/15/2015 09/15/2015: Please provide renderings that accurately portray the garage in context with the historic buildings along Jefferson Street to the west, for staff to be able to evaluate compliance with LUC Section 3.4.7. In addition to LUC 3.4.7, other documents that could prove useful are the Old Town Historic District Design Standards, and the River Downtown Redevelopment Zone District Design Guidelines. These documents may serve as guidelines for development near the District. Comment Number: 2 Comment Originated: 09/15/2015 09/15/2015: LUC 3.4.7(F) requires that horizontal elements shall be aligned with those of existing historic structures to strengthen the visual ties among buildings. Additionally, the dominant building material of existing historic structures adjacent to or in the immediate vicinity of the proposed structure shall be used as the primary material for new construction. Variety in materials can be appropriate, but shall maintain the existing distribution of materials in the same block. The predominant building material of existing historic structures is brick. Comment Number: 3 Comment Originated: 09/15/2015 09/15/2015: Where building setbacks cannot be maintained, elements such as walls, columns, hedges or other screens shall be used to define the edge of the site and maintain alignment. Taller structures or portions of structures shall be located interior to the site. Comment Number: 4 Comment Originated: 09/15/2015 09/15/2015: LUC 3.4.7(F) requires that, to the maximum extent feasible, the height, setback and width of new structures shall be similar to those of existing historic structures on any block face on which the new structure is located. This requirement shall not apply if, in the judgment of the decision maker, such historic structures would not be negatively impacted with respect to their historic exterior integrity and significance by reason of the new structure being constructed at a dissimilar height, setback and width. Comment Number: 5 Comment Originated: 09/15/2015 09/15/2015: LUC 5.1 states, Maximum extent feasible shall mean that no feasible and prudent alternative exists, and all possible efforts to comply with the regulation or minimize potential harm or adverse impacts have been undertaken.
