The proposed building exceeds 5,000 square feet and shall be sprinklered or fire
contained. As the current plan is to provide fire containment, the plan for
containment construction shall be reviewed and approved by the Poudre Fire
Authority prior to installation.

09/01/2016: PRIOR COMMENT FROM PDP
Perimeter fire access is required to within 150' of all exterior portions of the building.
Since the building will not be provided a fire sprinkler system, the structure reverts to
60' out of access and the limits of the fire lane will need to be adjusted to include a
fire lane on the north side of the building with an approved turnaround.

Prior comment from 03/31/2016: FIRE LANE - Emergency Access Easement
details will be provided by time of FDP. The fine lane will need to extend onto the
property, along the north side of the building, to 150' in length and no turnaround will
be required. The building will be approximately 60' out of access as defined by IFC
503.1.1, however as the building will be provided with an automatic fire sprinkler
system, the out of access condition is allowable. Code language provided below.
> IFC 503.1.1: Approved fire Lanes shall be provided for every facility, building or
portion of a building hereafter constructed or moved into or within the jurisdiction.
The fire apparatus access road shall comply with the requirements of this section
and shall extend to within 150 feet of all portions of the facility and all portions of the
exterior walls of the first story of the building as measured by an approved route
around the exterior of the building or facility. When any portion of the facility or any
portion of an exterior wall of the first story of the building is located more than 150
feet from fire apparatus access, the fire code official is authorized to increase the
dimension if the building is equipped throughout with an approved, automatic
fire-sprinkler system.

09/01/2016: SECURITY GATES
The gating plan across a fire lane will need to be reviewed and approved. Code
language provided below.
> IFC 503.6: The installation of security gates across a fire apparatus access road
shall be approved by the fire chief. Where security gates are installed, they shall
have an approved means of emergency operation. The security gates and the
emergency operation shall be maintained operational at all times.
> IFC D103.5: Gates securing fire apparatus access roads shall comply with all of
the following criteria:
1. The minimum gate width for vehicle access shall be 20 feet.
2. Gates shall be of the swinging or sliding type.
3. Construction of gates shall be of materials that allow manual operation by one
person.
4. Gate components shall be maintained in an operative condition at all times and
replaced or repaired when defective.
5. Electric gates shall be equipped with a means of opening the gate by fire
department personnel for emergency access. Emergency opening devices shall be
approved by the fire code official.
6. Manual opening gates shall not be locked with an unapproved padlock, or chain
and padlock, unless they are capable of being opened by means of forcible entry
tools or when a key box containing the key(s) to the lock is installed at the gate
location.
7. Gate design and locking device specifications shall be submitted for approval by
the fire code official prior to installation.
8. Electric gate operators, where provided, shall be listed in accordance with UL
325.
9. Gates intended for automatic operation shall be designed, constructed and
installed to comply with the requirements of ASTM F 2200.

08/29/2016: Common questions we receive at this point in the process: When can I
get my building permit? and, When can I submit for building permit?
Please be aware of the following steps and policies regarding the finalization of your
documents prior to full building permit review:
-- Development Agreement, Contact: Katie Andrews at (970) 221-6501 to
coordinate.
-- Development Permit Coordination: DCP or excavation permit, utility coordination
meeting, etc. Also finalize the coordination of any offsite easements prior to
recording of mylars. Contact: Katie Andrews at (970) 221-6501 to coordinate.
--Signing and Recording: Three documents are signed. This includes the planning
set, utility plans and plat. (No new plat for this project). The planning set is held until
the utility plan mylars are signed, then the planning mylars are signed last. It may
take several days for staff to gather all of the signatures on the utility plans, and then
the planning mylars are signed shortly thereafter.
--Land Records Established: Technical Services and GIS will then work on
establishing your land records in order to trigger your full building permit review (see
below).
o Mylars must be recorded and indexed first
o GIS steps: plat and easement information entered into CAD,
o assignment of addresses (if not assigned),
o import land records data into City database,
o data is reviewed for accuracy and made available for building permit review.
--Building Permit Review: Once GIS has completed the land records process
above, you are ready to submit for full BP review. Contact, Building Services at
416-2740 if you have questions on the submittal items.
The DCP (Development Construction Permit) process can overlap with the above
preparation and review of the building permit.

08/31/2016: Please clarify the easement extents for the two detention basins as
there seems to be discrepancy between the site plan and utility plans. While basin
1.0 seems to be covered on the utility plans, it does not appear to be on the site
plan. Basin 2.0 does not appear to be covered by an easement on the western end.

will be combined with existing basin for Lot 19, clarification is needed for the outlet
structure modifications as well as how the water quality capture volumes are being
combined.

show the underdrains on the plans and detail the connection to the drywells. Are the
drywells proposed to be open at the surface? It was understood that the drywells
would be capped and the underdrains would be the only tie-in to the drywells.
