08/30/2016: Title "Utility Plans for" should be followed by the project name "2590 Midpoint Drive."
RESPONSE: Clarification was given to us that Jeff prefers the Title of the project to be “Lot 18”
instead of “2590 Midpoint.” Title now reads Utility Plans for Lot 18, 2590 Midpoint Drive, Prospect
Industrial Park.

09/01/2016: FIRE CONTAINMENT
The proposed building exceeds 5,000 square feet and shall be sprinklered or fire contained. As the
current plan is to provide fire containment, the plan for containment construction shall be reviewed
and approved by the Poudre Fire Authority prior to installation.
RESPONSE: Building will be provided with a sprinkler connection.

09/01/2016: PRIOR COMMENT FROM PDP
Perimeter fire access is required to within 150' of all exterior portions of the building. Since the
building will not be provided a fire sprinkler system, the structure reverts to 60' out of access and
the limits of the fire lane will need to be adjusted to include a fire lane on the north side of the
building with an approved turnaround.
RESPONSE: Building will be provided with a sprinkler connection
See earlier comment from PDP regarding perimeter access:
Prior comment from 03/31/2016: FIRE LANE - Emergency Access Easement details will be
provided by time of FDP. The fine lane will need to extend onto the
property, along the north side of the building, to 150' in length and no turnaround will be required.
The building will be approximately 60' out of access as defined by IFC 503.1.1, however as the
building will be provided with an automatic fire sprinkler system, the out of access condition is
allowable. Code language provided below.
RESPONSE: Building will be provided with a sprinkler connection; no further improvements should
have to be made to the site plan. With coordination from the Poudre Fire Authority, a fire access
lane has been added to the Utility Plan C-3.0.
> IFC 503.1.1: Approved fire Lanes shall be provided for every facility, building or portion of a
building hereafter constructed or moved into or within the jurisdiction. The fire apparatus access
road shall comply with the requirements of this section and shall extend to within 150 feet of all
portions of the facility and all portions of the exterior walls of the first story of the building as
measured by an approved route around the exterior of the building or facility. When any portion of
the facility or any portion of an exterior wall of the first story of the building is located more than 150
feet from fire apparatus access, the fire code official is authorized to increase the dimension if the
building is equipped throughout with an approved, automatic
fire-sprinkler system.
RESPONSE: A 24’ fire access easement has been added to the plan set after discussion with
Poudre Fire Authority. With the building sprinklered and access easement shown, we are meeting
the requirements for quality fire protection.

09/01/2016: SECURITY GATES
The gating plan across a fire lane will need to be reviewed and approved. Code language provided
below.
> IFC 503.6: The installation of security gates across a fire apparatus access road shall be
approved by the fire chief. Where security gates are installed, they shall have an approved means
of emergency operation. The security gates and the emergency operation shall be maintained
operational at all times.
> IFC D103.5: Gates securing fire apparatus access roads shall comply with all of the following
criteria:
1. The minimum gate width for vehicle access shall be 20 feet.
2. Gates shall be of the swinging or sliding type.
3. Construction of gates shall be of materials that allow manual operation by one person.
:
4. Gate components shall be maintained in an operative condition at all times and replaced or
repaired when defective.
5. Electric gates shall be equipped with a means of opening the gate by fire department personnel
for emergency access. Emergency opening devices shall be approved by the fire code official.
6. Manual opening gates shall not be locked with an unapproved padlock, or chain and padlock,
unless they are capable of being opened by means of forcible entry tools or when a key box
containing the key(s) to the lock is installed at the gate location.
7. Gate design and locking device specifications shall be submitted for approval by the fire code
official prior to installation.
8. Electric gate operators, where provided, shall be listed in accordance with UL 325.
9. Gates intended for automatic operation shall be designed, constructed and installed to comply
with the requirements of ASTM F 2200.
RESPONSE: No gate will be installed across the approved fire lane.

08/29/2016: Common questions we receive at this point in the process: When can I get my building
permit? and, When can I submit for building permit?
Please be aware of the following steps and policies regarding the finalization of your documents
prior to full building permit review:
-- Development Agreement, Contact: Katie Andrews at (970) 221-6501 to coordinate.
-- Development Permit Coordination: DCP or excavation permit, utility coordination meeting, etc.
Also finalize the coordination of any offsite easements prior to recording of mylars. Contact: Katie
Andrews at (970) 221-6501 to coordinate.
--Signing and Recording: Three documents are signed. This includes the planning set, utility plans
and plat. (No new plat for this project). The planning set is held until the utility plan mylars are
signed, then the planning mylars are signed last. It may take several days for staff to gather all of
the signatures on the utility plans, and then the planning mylars are signed shortly thereafter.
--Land Records Established: Technical Services and GIS will then work on establishing your land
records in order to trigger your full building permit review (see below).
Mylars must be recorded and indexed first
GIS steps: plat and easement information entered into CAD,
assignment of addresses (if not assigned),
import land records data into City database,
data is reviewed for accuracy and made available for building permit review.
RESPONSE: Acknowledged.
--Building Permit Review: Once GIS has completed the land records process above, you are ready
to submit for full BP review. Contact, Building Services at 416-2740 if you have questions on the
submittal items. The DCP (Development Construction Permit) process can overlap with the above
preparation and review of the building permit.

09/02/2016: The project title should be "Lot 18, Prospect Industrial Park" on all sheets. The address
(2590 Midpoint Drive) should be below the Lot 18 title if the address is included on submittal
documents.
RESPONSE: The title has been changed on all sheets,

08/31/2016: Please note that all City construction detail drawings are to be used in their original,
unaltered state. ANY modification(s) must be clearly distinguished and all City logos/identifiers must
be removed from the modified detail. Detail drawings can be found in both .pdf and .dwg formats
through the links to “Construction Drawings” on www.fcgov.com/utility-development.
RESPONSE: All references made to “Fort Collins” on altered details have been removed from the

08/31/2016: Please provide evidence that the detention basin is in compliance with drain times per
Colorado Revised Statute 37-92-602(8). More information on this statute is available at
http://tinyurl.com/RevisedStatuteMemo, and a spreadsheet to show compliance is available for
download at http://tinyurl.com/ComplianceSpreadsheet. Please contact Dan Mogen at
(970)224-6192 or dmogen@fcgov.com with any questions about this requirement or for assistance
with the spreadsheet.
RESPONSE: Please see updated Drainage Report dated Sept. 26th, 2016 titled “Drainage Report
for Hess Land, LLC,” for all drainage information.
Comment Number: 3 Comment Originated: 08/31/2016
08/31/2016: Please clarify the easement extents for the two detention basins as there seems to be
discrepancy between the site plan and utility plans. While basin 1.0 seems to be covered on the
utility plans, it does not appear to be on the site plan. Basin 2.0 does not appear to be covered by
an easement on the western end.
RESPONSE: Easement lines for Basin 2.0 have been updated to incorporate the entire pond 2
boundaries. Please see Grading Plan C-2.0 for more easement information.
Comment Number: 4 Comment Originated: 08/31/2016
08/31/2016: More understanding of Basin 2.0 is needed. While it is clear that this will be combined
with existing basin for Lot 19, clarification is needed for the outlet structure modifications as well as
how the water quality capture volumes are being combined.
RESPONSE: Please see updated Drainage Report dated Sept. 26th, 2016 titled “Drainage Report
for Hess Land, LLC,” for all drainage information.
Comment Number: 5 Comment Originated: 08/31/2016
08/31/2016: Additional details are needed for the proposed rain gardens. Please show the
underdrains on the plans and detail the connection to the drywells. Are the drywells proposed to be
open at the surface? It was understood that the drywells would be capped and the underdrains
would be the only tie-in to the drywells.
RESPONSE: Underdrain detail has been updated to show connection to dry well. Detail updated
on C-4.2, rain garden cross section can be found on C-2.1 Drainage Plan.

submittals.
RESPONSE: Report has been updated and revised. New copy will be provided with this next
submittal.
