INTRODUCTION This transportation impact study (TIS) addresses the capacity, geometric, and control requirements at and near the proposed Harmony 23. The Harmony 23 site is located in the southeast quadrant of the Harmony/Strauss Cabin intersection in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the project developer (Terra Development Group), the project engineer (TST), the project planner (Ripley Design), and the Fort Collins Traffic Engineering staff. This study generally conforms to the format set forth in the Fort Collins transportation impact study guidelines contained in the “Larimer County Urban Area Street Standards” (LCUASS). Appendix A contains the Transportation Impact Study Base Assumptions form and related attachments for the Harmony 23. The study involved the following steps: • Collect physical, traffic, and development data; • Perform trip generation, trip distribution, and trip assignment; • Determine morning and afternoon peak hour traffic volumes; • Conduct capacity and operational level of service analyses on key intersections; • Analyze signal warrants; • Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation. DELICH Harmony 23 TIS, September 2016 ASSOCIATES Page 2 II. EXISTING CONDITIONS The location of the Harmony 23 site is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily commercial. Land adjacent to the site is flat (<2% grade) from a traffic operations perspective. The center of Fort Collins is to the northwest of the site. Roads The primary streets near the Harmony 23 site are Harmony Road, Strauss Cabin Road, and Kechter Road. The existing geometry at the Harmony/Strauss Cabin, Strauss Cabin/Rock Creek, and Kechter/Strauss Cabin intersections is shown in Figure 2. Harmony Road is to the north of (adjacent to) the Harmony 23 site. Harmony Road is an east-west street designated as a six-lane arterial street on the Fort Collins Master Street Plan. Currently, Harmony Road has a six-lane cross section, with auxiliary lanes at intersections. At the Harmony/Strauss Cabin intersection, Harmony Road has eastbound and westbound left-turn lanes, three through lanes in each direction, and a westbound right-turn lane. There are also right-turn acceleration lanes in both the eastbound and westbound directions. The Harmony/Strauss Cabin intersection has stop sign control on Strauss Cabin Road. The existing speed limit in this area is 55 mph. Strauss Cabin Road is to the west of (adjacent to) the Harmony 23 site. On the Fort Collins Master Street Plan, it is a north-south street designated as a two-lane arterial street south of Harmony Road and designated as a collector street north of Harmony Road. Currently, Strauss Cabin Road has a two-lane cross section with minimal shoulders, north of Harmony Road. Strauss Cabin Road intersects with Horsetooth Road one mile to the north. North of Harmony Road, Strauss Cabin Road (and Horsetooth Road) are not paved. Recent daily traffic volumes indicate that Strauss Cabin Road and Horsetooth Road meet paving requirements. South of Harmony Road, Strauss Cabin Road has a two-lane cross section with approximately 4 foot shoulders. At the Harmony/Strauss Cabin and Kechter/Strauss Cabin intersections, Strauss Cabin Road has all northbound and southbound movements combined in single lanes. The existing speed limit in this area is 40 mph. Kechter Road is an east- west street designated as a two-lane arterial street on the Fort Collins Master Street Plan. Currently, Kechter Road has a two-lane cross section, with auxiliary lanes at intersections. At the Kechter/Strauss Cabin intersection, Kechter Road has eastbound and westbound left-turn lanes and combined through/right-turn lanes in each direction. The Kechter/Strauss Cabin intersection has stop sign control on Strauss Cabin Road. Existing Traffic Figure 3 shows recent morning and afternoon peak hour traffic counts at the Harmony/Strauss Cabin and Kechter/Strauss Cabin intersections. Recent morning and afternoon count data at the Harmony/Strauss Cabin and Kechter/Strauss Cabin intersections was obtained in August and September 2016. Raw count data is provided in Appendix B. Existing Operation Using the volumes shown in Figure 3, the Harmony/Strauss Cabin and Kechter/ Strauss Cabin intersections were evaluated and the morning and afternoon peak hour operation and calculated delay for levels of service E & F are displayed in Table 1. Calculation forms are provided in Appendix C. Currently, the Kechter/Strauss Cabin intersection operates at acceptable levels of service. At the Harmony/Strauss Cabin intersection, the minor street legs and the major street left-turn movement are experiencing significant delays in the peak hours. It was observed that the minor street left-turn and through movements utilize the median area to make two-step maneuvers. The intersection was evaluated using techniques provided in the 2010 Highway Capacity Manual (2010HCM). The Synchro software does not analyze two-step maneuvers at four-legged intersections using the 2010HCM and the 2010HCM techniques cannot analyze stop sign controlled intersections with more than 3 lanes. Therefore, the calculated delay may be exaggerated. A description of level of service for signalized and unsignalized intersections from the 2010 Highway Capacity Manual is provided in Appendix C. Table 4-3 showing the Fort Collins Motor Vehicle LOS Standards (Intersections) is also provided in Appendix C. Acceptable operation at signalized intersections during the peak hours is defined as level of service D or better for the overall intersection, and level of service E or better for any leg or movement. At arterial/arterial and collector/collector unsignalized intersections, acceptable operation during the peak hours is defined as level of service E overall and level of service F for any approach leg. At arterial/collector, arterial/local, collector/local, and local/local unsignalized intersections, acceptable operation during the peak hours is defined as level of service D overall and level of service F for any approach leg. In such areas, it is expected that there would be substantial delays to the minor street movements at unsignalized intersections during the peak hours. There are no sidewalks along this section of Strauss Cabin Road, except for a small section on the west side of the road, adjacent to the Observatory Village neighborhood, and on the west side of the road, south of Kechter Road. There are sidewalks on both sides of Kechter Road, west of Strauss Cabin Road. Bicycle Facilities Bicycle lanes exist on both sides of Harmony Road and on both sides of Kechter Road, west of Strauss Cabin Road. There are no bicycle lanes on Strauss Cabin Road. Transit Facilities Currently, Transfort Route 16 operates on Harmony Road serving the Harmony Transfer Center. DELICH Harmony 23 TIS, September 2016 ASSOCIATES Page 9 III. PROPOSED DEVELOPMENT The Harmony 23 is a proposed residential apartment development. Figure 4 shows the site plan of the Harmony 23 site. Harmony 23 will consist of 358 apartment dwelling units and will be constructed by/before the short range (2021) future. The short range analysis (Year 2021) includes development of the Harmony 23 and an appropriate increase in background traffic, due to normal growth, and other approved developments in the area. The long range analysis year is considered to be 2035 and includes full development of the Harmony 23 site. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contained in Trip Generation, 9 th Edition, ITE was used to estimate trips that would be generated by the proposed/expected use at this site. Table 2 shows the weekday daily, morning, and afternoon peak hour trip generation for the Harmony 23 site. At full development, the Harmony 23 land uses will generate the following traffic: 2294 weekday vehicle trip ends, 179 morning peak hour vehicle trip ends, and 215 afternoon peak hour vehicle trip ends. Figure 5 shows the vehicle trip distribution used for the Harmony 23 site. The trip distribution was discussed and agreed to in the scoping exercise. Background Traffic Projections Figure 6 shows the short range (2021) background morning and afternoon peak hour vehicle traffic projections at the key intersections. Short range (2021) background traffic forecasts were developed by factoring the existing traffic by two percent per year and adding site generated traffic from the HTP Retail, Eldon James Industrial, and the Harmony & Strauss Cabin Convenience Shopping Center (short range). Figure 7 shows the long range (2035) background peak hour traffic at the key intersections. Trip Assignment Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Using the trip distribution shown in Figure 5, Figures 8 and 9 show the assignment of the short range (2021) and long range (2035) site generated peak hour traffic, respectively. The site generated vehicle traffic was combined with the background traffic to determine the total forecasted vehicle traffic at the key intersections. Figures 10 and 11 show the short range (2021) and long range (2035) total peak hour traffic at the key intersections, respectively. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices (MUTCD). While the Harmony/Strauss Cabin intersection does not currently meet peak hour signal warrants, using the forecasted short range (2021) background traffic, the peak hour signal warrants will be met. It is recommended that this intersection be signalized in/by the short range (2021) future. Short range (2021) and long range (2035) peak hour signal warrants for the Kechter/Strauss Cabin intersection are provided in Appendix D. The Kechter/Strauss Cabin intersection will meet the peak hour signal warrant during the afternoon peak hour in the short range (2021) background future. The Kechter/Strauss Cabin intersection will meet the peak hour signal warrant in the long range (2035) background future during both peak hours. This intersection is a candidate for roundabout control, since it is not likely that it will meet other signal warrants. It will be analyzed with both stop sign and roundabout control in the short range (2021) future and just roundabout control in the long range (2035) future. Geometry The following geometric evaluations utilize the short range (2021) total peak hour traffic forecasts (Figure 10) and the long range (2035) total peak hour traffic forecasts (Figure 11). The short range (2021) geometry is shown in Figure 12. The cross section of Strauss Cabin Road should have a center left-turn lane, one through lane in each direction, and bicycle lanes. The center left-turn lane is a requirement on all arterial streets. This would be true for both the background and total traffic forecasts. Therefore, the North Access for Harmony 23 can operate as a full-movement intersection in the short range (2021) future. Right-turn lanes were evaluated using Figure 8-4 in LCUASS. A southbound right-turn deceleration lane will be required approaching the North Access. Since Strauss Cabin Road is an arterial street, it should have left-turn lanes at intersections regardless of what the traffic volumes are at any given intersection. Therefore, a southbound left-turn lane is required at the Kechter/Strauss Cabin intersection with the background traffic. In addition, a westbound right-turn lane is shown to be required at the Kechter/Strauss Cabin intersection with the short range (2021) background traffic. As mentioned earlier, this intersection will be analyzed with stop sign control and roundabout control. However, the south leg of Strauss Cabin Road is a local street and a northbound left-turn lane is not required on this leg. With the current stop sign control and implementation of a southbound left-turn lane, lane alignment may be problematic unless improvements are made on the south leg. An alternative improvement would be to build a right-turn lane and have southbound left turns and through traffic in the existing single lane. There is merit in building a roundabout at this location. That decision rests with the City. If roundabout control is expected in the next year or so, then it is recommended that no geometric improvements be made at this intersection. If roundabout control is not expected for some time, then it is recommended that the required westbound right-turn lane and the southbound right-turn lane be constructed. The long range (2035) geometry is shown in Figure 13. Much of the verbiage related to the short range (2021) geometry is applicable in the long range (2035) future. Roundabout control at the Kechter/Strauss Cabin intersection is recommended. Operation Analysis Operation analyses were performed at the key intersections. The operation analyses were conducted for the short range analysis, reflecting a year 2021 condition, and for the long range analysis, reflecting a year 2035 condition. Under the short range (2021) and long range (2035) conditions, the calculated delay for each movement and leg is provided when the level of service falls in the LOS D, LOS E, or LOS F categories. Using the short range (2021) background morning and afternoon peak hour traffic volumes, the key intersections operate as indicated in Table 3. The short range (2021) operation analyses were conducted with the existing stop sign control at the Kechter/Strauss Cabin intersection and signal control at the Harmony/Strauss Cabin intersection. The Kechter/Strauss Cabin intersection was analyzed with the required geometry as discussed in the Geometry section. Calculation forms for these analyses are provided in Appendix E. The Harmony/Strauss Cabin intersection operates acceptably with signalization. The Kechter/Strauss Cabin intersection will operate acceptably with roundabout control. Using the long range (2035) background morning and afternoon peak hour traffic volumes, the key intersections operate as indicated in Table 4. Calculation forms for these analyses are provided in Appendix F. Under the long range (2035) background traffic condition, the Harmony/Strauss Cabin intersection was analyzed with signal control and reasonable geometric improvements in order to achieve acceptable operation. The Kechter/Strauss Cabin intersection was analyzed with roundabout control. Using the traffic volumes shown in Figure 10, the key intersections operate in the short range (2021) total condition as indicated in Table 5. Calculation forms for these analyses are provided in Appendix G. The key intersections operate acceptably during the peak hours. The key intersections will meet the Fort Collins operational criteria with the geometry shown in Figure 12. The Kechter/Strauss Cabin intersection was analyzed with stop sign and roundabout control. It is important to note that the intersection meets the Fort Collins level of service criterion for an arterial/arterial stop sign controlled intersection. The level of service threshold for arterial/arterial stop sign controlled intersections is level of service F or better for any approach leg. As mentioned earlier, there is merit in building a roundabout at this location and is recommended. Using the traffic volumes shown in Figure 11, the key intersections operate in the long range (2035) total condition as indicated in Table 6. Calculation forms for these analyses are provided in Appendix H. The site access intersections operate acceptably during the peak hours. The key intersections will meet the Fort Collins operational criteria with the geometry shown in Figure 15. The Kechter/Strauss Cabin intersection was analyzed with roundabout control. Pedestrian Level of Service Appendix I shows a map of the area that is within 1320 feet of the Harmony 23 site. The Harmony 23 site is located within an area termed as an “activity center & corridor,” which sets the level of service threshold at LOS B & C for all measured factors. There are three destination areas within 1320 feet of the proposed Harmony 23: 1) the Harmony & Strauss Cabin Convenience Shopping Center; 2) the residential area to the southwest; and 3) the commercial area west of the site. Sidewalks exist along both sides of Harmony Road, east of Strauss Cabin Road. It is expected that the Harmony 23 will construct sidewalks along its frontage of Harmony Road and Strauss Cabin Road, as well as within the development itself. CONCLUSIONS/RECOMMENDATIONS This study assessed the impacts of the Harmony 23 development on the short range (2021) and long range (2035) street system in the vicinity of the proposed development. As a result of this analysis, the following is concluded: • The development of the Harmony 23 site is feasible from a traffic engineering standpoint. At full development, the Harmony 23 land uses will generate the following traffic: 2294 weekday vehicle trip ends, 179 morning peak hour vehicle trip ends, and 215 afternoon peak hour vehicle trip ends. • Currently, the Kechter/Strauss Cabin intersection operates at acceptable levels of service. At the Harmony/Strauss Cabin intersection, the minor street legs and the major street left-turn movement are experiencing significant delays in the peak hours. It was observed that the minor street left-turn and through movements utilize the median area to make two-step maneuvers. • In the short range (2021) background future, the peak hour signal warrant will be met at the Harmony/Strauss Cabin intersection. It is recommended that this intersection be signalized. The Kechter/Strauss Cabin intersection will meet the peak hour signal warrant in/by the long range (2035) future. Signalization is not recommended at this intersection. This intersection is a candidate for roundabout control and is recommended. The decision with regard to intersection control rests with the City of Fort Collins. • The short range (2021) and long range (2035) geometry is shown in Figures 12 and 13, respectively. Refer to the detailed discussion with regard to intersection geometry on pages 22 and 24. • In the short range (2021) future, given development of the Harmony 23 and an increase in background traffic, the key intersections operate acceptably during the peak hours. At the Harmony/Strauss Cabin intersection, acceptable operation is achieved with signalization and the geometry improvements shown in Figure 12. As an arterial street, Strauss Cabin Road will require a center left- turn lane. At the Kechter/Strauss Cabin intersection with stop sign control, the recommended additional auxiliary lanes are a westbound right-turn lane and a southbound right-turn lane, and are required with the background traffic. If the City determines that a roundabout at this intersection is desired in the short range (2021) future, there is merit in not building the auxiliary lanes at this intersection with stop sign control. At the Harmony/Strauss Cabin intersection, acceptable operation is achieved with the geometric improvements shown in Figure 13. • Acceptable level of service is achieved for pedestrian, bicycle, and transit modes based upon the measures in the multi-modal transportation guidelines.
