Ecological Characterization Study (ECS) received: thank you. Key items from
that document:
a. Site dominated by non-native vegetation, bare ground and weedy species.
b. Highest wildlife value found in tree stands and vegetation along Pleasant
Valley and Lake Canal including perching, foraging and nesting habitat for
songbird species observed in this area; during site visit house sparrow,
American robin, house finch, and blue jays observed.
c. Fifty-foot buffer along Pleasant Valley and Lake Canal would improve current
conditions of project area, meet City buffer standards for wetlands less than 0.3
acres.
d. Recommend existing native and non-native trees adjacent to west side of
Pleasant Valley and Lake Canal be preserved unless in poor condition as they
are dense and provide visual screening between canal and project area as well
as mature tree and shrub habitat for songbirds.
e. The Pleasant Valley and Lake Canal wildlife movement corridor could further
be enhanced by plantings of upland native trees and shrubs.
f. Supplemental irrigation may be required for initial establishment of shrubs,
trees and herbaceous species and a weed management plan should be
developed in concert with wildlife habitat enhancement plantings to minimize
development on non-desirable weed species growth.
Response: Much of the existing trees along the west side of the canal will be preserved. See mitigation plan
for more clarification. Irrigation will be provided at FDP – comments about irrigation will be taken into
consideration in the irrigation design.

08/31/2016: A more detailed Landscape Plan will be required and should
including scientific names of all species proposed, including detailed
information for deciduous shrubs. Currently it is unclear which shrubs are to be
used and there exists more opportunity for shrub plantings in the buffer area.
Staff suggest grouping shrubs in native seeded areas; this helps shrubs
out-compete grasses and for smaller shrubs helps them remain visible for
maintenance purposes. Native plants and wildlife-friendly (ex: pollinators;
songbirds) landscaping and maintenance will be needed in the buffer area.
Please refer to the Fort Collins Native Plants document available online and
published by the City of Fort Collins Natural Areas Department for guidance on
native plants for complete lists of appropriate vegetation including shrubs

08/31/2016: City Staff highly suggest adding forbs, and specifically wildflower
species, to the dryland native seed mix perhaps: H. villosa (hairy goldenaster);
E. asperum (wallflower); L. punctata (dotted gayfeather); L. lewisii (blue flax); V.
Americana (American vetch); C. tinctoria (Plains coreopsis); P. angustifolius
(blue lupine); S. coccinea (blood sage); R. columnifera (Mexican hat). This will
aid in more rapid establishment, help the native plants out-compete weed
species, add to the aesthetic as they are blooming, and provide nutritional
resources for local pollinator species.
Response: Your suggestion is appreciated, thank you; however we are specifically specifying a grass seed
mix in order to be able to maintain those areas more effectively. If we were to add forbs and wildflowers into
the seed mix, then those species would be exterminated when using weed killer. In order to effectively
establish the specified seed mix the area will be irrigated and mowed in order to prevent weeds from taking
over.

Lake and Canal and identify the “top of bank line” from which the 50 foot buffer
is measured from. The Natural Habitat Buffer Zone needs to be delineated and

08/31/2016: Currently on proposed plans approximately 30% of tree species
are Gleditsia spp., including shademaster, sunburst and imperial varieties. City
Staff request a redistribution of project tree species diversity through decrease
in Gleditsia spp. (honey locust) and corresponding increase in other hardy
species, perhaps G. dioica (Kentucky coffee tree), Q. macrocarpa (Burr oak)
and/or T. cordata (Littleleaf linden) for the following reasons:
a. While honey locust trees are hardy and urban adapted, they are often
overused in urban landscapes.
b. Often honey locust varieties sold are cultivated to be seedless and thornless
thus decreasing their value to wildlife in providing food or cover.
c. There is a desire long term to avoid over reliance on any one species making
up the urban tree canopy in anticipation of drastic reductions due to pest
species, for example those expected in the next 2-5 years due to Emerald Ash
Borer (currently ash trees make up 20% or more of total urban tree canopy).

08/31/2016: 3500K LED lights included in manufacture cut sheets. Staff
recommends 3000K (or less) in alignment with The American Medical
Association (AMA) and International Dark-Sky Association (IDA) both
recommend using lighting that has a corrected color temperature (CCT) of no
more than 3000 degrees Kelvin, in order to limit the amount of blue light in the
night environment. Blue light brightens the night sky and creates more glare than
any other color of light. Both LED and metal halide fixtures contain large
amounts of blue light in their spectrum, and exposure to blue light at night has
been shown to harm human health and endanger wildlife, in part through
influence on circadian (biological) rhythms including sleep patterns. Use of
warmer color temperature (warm white, 3000K or less) for light fixtures is
preferred in addition to fixtures with dimming capabilities. For further

Based on the lighting engineers recommendation for lighting levels that provide adequate lighting and safety,
the plans will maintain the 3500K lighting levels

Evaluate adding some additional ornamental trees or narrow crowned conifers
in some of the wider landscape areas around or by the buildings. Specifically
consider the area between the buildings that front along Horsetooth Road and
the sidewalk, and also in in a couple of wider landscape areas around other
building’s that do not have trees and are clear of utilities. Ornamental trees
might work in some of these areas. Arnolds Sentinel Austrian Pine, Iseli
Fastigiate Spruce or Columnar Norway Spruce are narrow crowed conifers to
Consider if needed for use nearer buildings. Some full size conifer trees might
be considered in the wider landscape areas west of the west building along
Horsetooth Road and east of the east building in place of or in addition to
shade trees that are shown at these locations.

Pre-Submittal meetings are required to assist the designer/builder by assuring,
early on in the design,
that the new commercial or multi-family projects are on track to complying with
all of the adopted City
codes and Standards listed below. The proposed project should be in the early
to mid-design stage for
this meeting to be effective and is typically scheduled after the Current Planning
conceptual review
meeting. Applicants of new commercial or multi-family projects are advised to

3. All windows above the 1st floor require minimum sill height of 24”
4. Building code and State statute CRS 9-5 requires project provide accessible
units.
5. Upgraded insulation is required for buildings using electric heat or cooling.
6. Exterior walls and roof must meet a STC (sound resistance) rating of 40 min.
if building located within 1000ft to train tracks.
7. Low-flow Watersense plumbing fixtures (toilet, faucets, shower heads) are
required.
8. Special combustion safety requirements for natural draft gas appliances.
9. Low VOC interior finishes.

like to work with me early to try to eliminate some transformers then please
contact me. Please designate a location that is within 10' of an
asphalt/concrete surface. Clearances needed around the transformer are 10' in
front and 3' on the sides. These transformers also need to be in a utility
easement. Please show these locations on the utility plan.

The limits of the fire lane shall be fully defined with signage or red curb. Fire lane
sign locations should be indicated on future plan sets however the applicant
should understand that additional signage may be required at time of inspection

> IFC D103.6: Where required by the fire code official, fire apparatus access
roads shall be marked with permanent NO PARKING - FIRE LANE signs
complying with Figure D103.6. Signs shall have a minimum dimension of 12
inches wide by 18 inches high and have red letters on a white reflective

road as required by Section D103.6.1 or D103.6.2.

Where possible, the naming of private drives is usually recommended to aid in

building numbers or approved building identification placed in a position that is

08/29/2016: Staff is concerned about the back elevations for buildings B1 and
B2, especially for the buildings fronting on Horsetooth. While staff
acknowledges there are differences in the two buildings, the differences are
subtle and will appear repetitious, especially since both buildings have the
same footprint. Consider changing the pattern of materials so that the buildings
appear more substantially different. Providing some sort of base material could
help establish a better base, middle, and top of the buildings and add some
differentiating elements to the buildings.
OZ Response: The Elevations have been enhanced so that the massing as well as the color palettes will
help to give a distinct look between common building types. There will need to be some continuity between
the buildings to keep a distinct look and flow throughout the development. The Wood Like material will be
the connection between the buildings, while the cementitious siding will change colors and locations along
the building façade.

two sides of the ped/bike/emergency access, you could put a shade tree
between the sidewalks and create a more direct path for pedestrians through
the site.

final design will be pending upon what the bike/pedestrian and emergency access solution will look like.

location for cyclists? There appears to be room to accommodate these racks to

the most suitable and efficient for the design of the site.
