The standard buffer for the Boxelder Creek and wetlands greater than 1/3-acre in size is 100 ft. Both the wetlands and the top of bank for Boxelder Creek are more than 100 ft. from the property line for this project, so no buffers will apply to this project. However, measures to protect the ecological and aesthetic character of these resources will still apply. RESPONSE: Acknowledged. As such, the project needs to comply with section 3.4.1(I) of the Land Use Code - Design & Aesthetics. To meet this standard, a row of large, dense shrubs should be added to the southeastern boundary of the lot to screen the building and parking lot from the Boxelder Creek corridor. The landscaping should include a mix of dense shrubs or trees, such as rabbitbrush (native), chokecherry (native), lilac or other fruiting, low-water-use shrubs that form dense hedges. Please provide adequate irrigation to ensure proper establishment. RESPONSE: We have added 11 Chokecherry shrubs in this area. Please note that the trees and shrubs are subject to a no-rise certification since they are located within the floodway. Several resources are available to aid in native plant choices. For example, the Fort Collins Native Plants document available online and published by the City of Fort Collins Natural Areas Department for guidance on appropriate native plants for our CO Foothills ecotype; the link is: http://www.fcgov.com/naturalareas/pdf/nativeplants2013.pdf. Fire lane sign locations should be indicated on future plan sets and the applicant should also be advised that additional signage may be required at time of field inspection or final CO. The box shall be positioned 3 to 7 feet above finished floor and within 10 feet of the front door, or closest door to the fire alarm panel. RESPONSE: A Knox box has been added next to the main entry Comment Number: 7 09/08/2016: SECURITY GATES Comment Originated: 09/08/2016 Due to overall fire accessibility relative to the three buildings served by the cross-lot connecting drive, Poudre Fire Authority would not recommend gating this drive. However, as this drive does not appear to be associated with any emergency access easement, it does not appear that PFA can restrict gating. It is unclear what advantage gating will provide for this site, but if the City of Fort Collins will allow the access drive to be gated, PFA will require any gate design to be reviewed and approved by the fire marshal prior to construction. Code information provided below to aid in planning purposes. RESPONSE: Acknowledged > IFC 503.6: The installation of security gates across a fire apparatus access road shall be approved by the fire chief. Where security gates are installed, they shall have an approved means of emergency operation. The security gates and the emergency operation shall be maintained operational at all times. > IFC D103.5: Gates securing fire apparatus access roads shall comply with all of the following criteria: 1. The minimum gate width for vehicle access shall be 20 feet. 2. Gates shall be of the swinging or sliding type. 3. Construction of gates shall be of materials that allow manual operation by one person. 4. Gate components shall be maintained in an operative condition at all times and replaced or repaired when defective. 5. Electric gates shall be equipped with a means of opening the gate by fire department personnel for emergency access. 6. Emergency opening devices shall be approved by the fire code official. 7. Electric gate operators, where provided, shall be listed in accordance with UL 325. 10. This expanse of asphalt and concrete may not comply with Section 3.2.1(E)(S) - Parking Lot Interior Landscaping which requires that for parking lots with less than one hundred spaces, there must be 6% interior parking lot landscaping. Has the applicant considered installing landscape islands, with shade trees, between the overhead doors? This would help shade not only the parking lot but the building as well. RESPONSE: We have added landscape islands in between the overhead doors and added two islands along the western row of parking. Comment Number: 4 Comment Originated: 09/07/2016 09/07/2016: Planning would like to emphasize that the comment from Environmental Planning regarding planting a hedge of shrubs along the south edge would help mitigate the transition to Boxelder Creek. The consulting team needs to confer with Mark Taylor to make sure the proposed landscaping satisfies the roughness coefficient standard required in the FEMA floodway.
