Storage Area
The following is a summary of our findings on the code requirements for the storage and use of
hazardous chemicals, corrosives and process related chemicals within the proposed Hazardous
Storage Area, PSB and ETC test facilities which will be located at the new Woodward Ft. Collins
Campus.
Primary applicable Building codes: 2006 IBC, 2006 IFC, 2006 IMC and 2008 NEC.
The PSB (Production Support Building) building is a one story structure anticipated to be comprised of
exterior metal panel and glazing systems, structural steel, foundations, a single ply roofing system and
a concrete slab with no basement. There will be an exterior service yard associated with this building.
The ETC (Energy Technology Center) building is a one story structure anticipated to be comprised of
exterior metal panel and glazing systems, structural steel, foundations, a single ply roofing system and
a concrete slab with no basement.
The ITS Manufacturing and ES Manufacturing buildings are anticipated to be comprised of exterior
metal panel and glazing systems, structural steel, foundations, a single ply roofing system and a
concrete slab with no basement. They will be classified as F-2 (Factory) use group of unlimited area,
type II non-combustible construction. The Hazardous Material Storage Area will be about 3,600 sf and
will be located between the ITS and ES building in the planned receiving dock area.
This storage area will have code required containment, ventilation and emergency vehicular access.
Satellite use areas will be located on the ES and ITS manufacturing floor and will have above slab
localized containment, attached to the concrete slab, meeting spill capacity requirements.
The PSB and ETC are classified as a B (Business) use group of unlimited area, type II non-combustible
construction. The ETC building is subdivided into multiple separate areas, with individual test cells.
Engine test cells are proposed to be installed into the ETC facility. Four types of fuel are expected to
be used in these cells, HPNG (High pressure natural gas), LPNG (Low pressure natural gas), Gasoline
and Diesel Fuel. All fuels used will be stored outside of the building within a confined area. Fuel piping
for the test cells is a closed system, from point of storage to point of use. Quantities of gas and liquid
fuel levels utilized are well below maximum allowable limits. Test duration is expected to be 6 hours +/-
with an occasional time of 500 hours.

Per the 2006 IBC (International Building Code) and IFC (International Fire Code) table 307.1 and
2703.1 under closed systems the maximum allowable limit of gasoline is 30 gallons, this can be
increased 100% due to the building fire suppression system. Diesel fuel is 120 gallons, which can also
be increased 100%. HPNG and LPNG limits are 1000 cubic feet, which also can be increase to 100%.
Because the quantities of fuels used will be less than those specified in these tables the building will not
be classified as High Hazard use and explosion venting is not required.
Test cells and the building they are in will be further classified as Control Areas. Each control area will
be separated by fire barriers of a minimum 1 hour fire resistance rating. Test cells will be constructed
of non-combustible construction capable of withstanding the forces exerted by flying metal engine
parts, containment for spilled liquids, an automatic fire suppression system, high and low level exhaust
system and make-up air and required electrical and safety devices. Control rooms associated with the
test booths do not require a fire rating.
The current design direction will dictate that the test cells be constructed of reinforced CMU walls (1
hour fire rated) with steel beam, metal deck and concrete roofs, viewing windows, pedestrian doors and
engine loading doors. It is assumed a ½ ton monorail will also be added to each room. Related
support equipment will be located on the roof of the test cell. Spill containment will also be provided at
each test cell. Each test cell will be provided with a fire suppression system, mechanical ventilation and
required electrical and safety devices. No explosion venting is provided in this design.
An alternative design of prefabricated, modular, test cells and control rooms is under consideration.
These modular test cells are constructed of steel tubes and plate, filled with insulation for sound, and
gypsum board for fire ratings along with viewing windows, pedestrian and engine loading doors. It is
assumed a ½ ton monorail will also be added to each room. Each test cell will have a fire suppression
system, high and low level ventilation and required electrical and safety devices. Related support
equipment will be located on the roof of the test cell.
All the buildings will also be equipped with an automatic fire suppression system with manual fire alarm
devices.

Notice that Waste Storage quantities and Bulk Chemical Storage quantities listed above shall be
considered with the following conditions:
1. Control Areas and Storage areas shall have a one hour minimum fire rating on the
enclosure.
2. The building housing all of the chemical and waste quantities shall be fully sprinklered.
3. Haz Mat storage cabinets and holding devices shall be implemented throughout the
facility.
4. Quantities shall be distributed into satellite storage areas at point of use. Total quantities
listed above shall be de-centralized.
Considering the above mentioned criteria will allow the maximum MAQ to be multiplied by 16 times the
listed quantities, in addition to the decentralized storage quantities. This will allow the facility to remain
an “F-2” classification without the need for an “H” classification.
