City Staff Present: Martina Wilkinson, Traffic Engineer. Seth Lorson, City Planner. Kai Kleer, City Planner. Patsi Maroney, Neighborhood Services Ground Rules: Summary of what’s expected during the meeting. Development Review: City staff established where we are in the development review process (pre- submittal, first neighborhood meeting). Process will take 4-9 months. City staff is available to answer questions or address concerns at any time in the process. Site Context Address: 1303 & 1307 W. Plum Ave. Zoning: Community Commercial Zone District. (Transit-Oriented Development Overlay Zone) Proposed Use: Multi-family development 50 units (1, 2, 3, and 4 bed units) 151 beds 5-story building 151 bike parking spaces 104 automotive parking spaces Applicant Applicant Staff Present: Rodney King from EdR Collegiate Housing, Stephanie from Ripley Design, Architect from Humphries and Partners, Randall from Northern Engineering, Matt from Delich Associates As a note, 1307 W. Plum has been added to the conceptual. 1307 & 1307 West Plum Avenue Neighborhood Meeting May 11, 2016 6:30 p.m. – 8:00 p.m. Question and Answer P – Public A – Applicant C - City P - How tall are the apartments across the street? A - 5 stories with parking on the 1st floor and below grade P - This is the most used bus stop in the district, how do you plan to accommodate additional 150 students? A (Applicant Engineer) - The transportation study that we are doing is underway. This project will add to that load and may need to increase the frequency that the busses will run C (City Engineer) – TRANSFORT is working hard on a long range plan, possibly an enhanced service will start in the fall of 2016 (BRT). The intent is to have the advanced service in place in the fall of 2016 P - Is that Elizabeth and Plum? A - Yes C (City Engineer) - I can get you in contact with FC Moves. We are working on transit signal priority. C – Additionally, to offset some of the safety and access concerns to campus, the West Campus Plan has a plan to create a public access easement to allow bike and pedestrian access through the old Scott alley. If the opportunity to implement the plan ever happens City will take the steps necessary to do so. P - Increase of vehicles on City Park and Plum is a big nightmare. Are any plans in the works to solve that problem? C (City Engineer) - We are requiring them to do a traffic impact study. It is required that the applicant do the study while school is in session. There is a lot of increase in growth with the West Elizabeth Transit Corridor by design. It’s not going to be designed as a high speed corridor and that’s not what it’s designed for. P- What does it mean when you say it must meet a level of service when City Park or Shields are not adequate to accommodate the traffic that is already there? C- We calculate the amount of delay at intersections at peak hours. We require the submittal to meet city standards, and there are a myriad of options to mitigate the impacts. A (Applicant Engineer) - Know that because of the timing of CSU letting out of school we collected the data last week but we do not have those answers. 1307 & 1307 West Plum Avenue Neighborhood Meeting May 11, 2016 6:30 p.m. – 8:00 p.m. P - What policy does the city have to address the issues that this development may have? C (City Engineer) - Sometimes we are adding a bike lanes, turn lanes, signals, and changing signal timing. Is it a big impact nominal impact? In regards to student housing there has been a lot of studies that address impact of student housing. We find that students bus or bike or walk to campus then come back to their place to get in the car and go somewhere. P - Is it the developer’s responsibility to put the sidewalk in? Is there any green space on the property? A - Yes 5ft wide sidewalk. We don’t have any control over neighboring properties sidewalks so we will tie into what already exists. We are looking into green space, but there will be a courtyard for space for students. P - Would there be a pool? A - Yes, right now that’s the thought. P - Where are the cars supposed to park? A - We have city regulations that we have to meet for parking. There are regulations based on districts and demand mitigation bonus A - Where are the cars supposed to park? C – Requirements for this area are .75 spaces per bed. We have CSU discouraging bringing cars. City Plan has directed growth in this area to be dense and sustainable. They haven’t submitted yet, so we will not have all the details about the traffic and engineering reports until then. P - This is student housing correct? A - Yes P - We are experiencing overcapacity and the addition of 150 more students will be an issue to the safety of the public. This will add to existing problems that we already have. P - Overflow of parking in residential areas is a big issue facing us in the future. Children are in harm’s way when trying to cross Shields Road. There needs to be concurrent development that makes upgrades to city infrastructure in order to mitigate the problems more development has. A - As the development comes in the developers are responsible for installing infrastructure, the City requires it. C- The city is growing and we have a lot of inadequate sidewalks and we are doing a study to upgrade these services. 1307 & 1307 West Plum Avenue Neighborhood Meeting May 11, 2016 6:30 p.m. – 8:00 p.m. P - There needs to be a serious look at how much impact a shortage of 46 or 47 parking spaces will cause to the surrounding areas. I’m concerned about what will happen on CSU game days and what will happen. P - I’m concerned that if more regulations impact parking closer to the development that students will find a way to park further out. P - We as the resident feel like we are steamrolled because we never get a voice in things like this. The developer always gets their way. C - We have the Land Use Code that we uphold equally for all parties involved. P - Will the traffic study be available? A – Yes, online through the City’s website. A - The application will be a complete package including site design, engineering study, and greater detail about the development proposal.
