NEIGHBORHOOD MEETING NOTES
PROJECT: JFK Luxury Apartments (Now called “The Overlook”)
DATE: September 2, 2015
APPLICANT: Russ Lee, Ripley Design
CITY STAFF: Jason Holland, City Planner
The meeting began with Jason Holland providing an explanation of the City Review Process,
next steps in the review process, and an overview of the neighborhood meeting agenda and
ground rules.
The applicants for the proposed project included Russell Lee, consulting landscape architect
and site planner for the proposed project, who provided an overview of the proposed
development. Also in attendance to answer questions were consulting architect Chris Aronson,
and the developers Butch and Maureen Stockover.
QUESTIONS, CONCERNS, COMMENTS AND RESPONSES:
1. Question: (Citizen) What are the materials proposed?
Response: (Applicants) Combination of brick/stucco, some lap siding.
2. Question: (Citizen) Will there be enough parking? What about issues with spillover
parking?
Response: (Applicants) We’re proposing 144 spaces for the residential units and 29
spaces for the office/commercial. Both are in line with the city’s requirements. We don’t
think there will be spillover issues but we can work with you all if there are issues.
3. Question: (Citizen) Will these be apartments or condos?
Response: (Applicants) Apartments.
4. Question: (Citizen) How much will the rent be?
Response: (Applicants) Don’t know at this time, probably in the range of $1,200 to
$1,500 and there could be some three bedroom units on the tops floor that might be
more.
5. Comment: (Citizen) It would be nice to have another pedestrian connection to make it
easier to get to JFK Parkway.
Response: (Applicants) We can look at that.

6. Question: (Citizen) Do you really think there’s a market for these type of apartments
here?
Response: (Applicants) We think there is. It’s a broad market and many people are
looking for a live/work/play living situation with quality amenities.
7. Question: (Citizen) There are only 144 spaces for the apartments? What does that
average out to?
Response: (Applicants) About 1.75 spaces per unit average. We are sensitive to
mitigating parking overflow and want to provide enough parking.
8. Question: (Citizen) How much office space is proposed?
Response: (Applicants) 17,000 to 19,000 square feet and it could be a combination of
office/commercial uses.
9. Question: (Citizen) You’re calling this luxury apartments, what is the vision here?
Response: Applicants) The vision is high quality. Not student housing. We see it as
turn-key style community.
10. Question: (Citizen) What’s the vision for the commercial space?
Response: (Applicants) Law offices, professional services, accounting, destination
commercial.
11. Question: (Citizen) How will commercial uses be enforced?
Response: (City) Base on the Land Use Code. The use categories would be listed on
the plan.
12. Question: (Citizen) Will there be pedestrian connections through the property?
Response: (Applicants) Yes, we’re proposing a connection to the north.
13. Question: (Citizen) Anything that can be done to improve crossing JFK would be great.
We need a pedestrian crossing light and slow down signs. People speed on JFK.
Response: (City) I’ll look into this with traffic operations staff but it’s unlikely. I agree that
speed enforcement is an issue.
14. Comment: (Citizen) I’m the owner of the building to the east. I want to see the project
provide a buffer as much as possible. I want a high quality fence and landscaping. I’m
concerned with the property line location I’m not sure if it’s shown in the right place. I’m
also concerned with cut-though traffic through the east lots. A big concern is safety and
traffic flow. Residents will cut through from Landings Drive and I’d like to see this access
closed off.
Response: (Applicants) We want to make sure impacts are mitigated and that we
provide a reasonable, quality transition. We’ll make sure the property line is located
accurately.

15. Question: (Citizen) I’m concerned with the 5 stories proposed on the east side.
Response: (Applicants) We’re proposing a combination of 2, 3 and 4 story and those
will be taller on the east side due to the grade change. Very few residents will see the
building from the east and we’re trying to mitigate these impacts and provide a good
transition.
16. Question: (Citizen) Will the bank parking be changed?
Response: (Applicants) Yes, we’re currently proposing to reconfigure this but have not
finalized the design.
With no more questions, the meeting adjourned and there were informal discussions in
various groups.
