04/29/2016: Removable bike stands in a bedroom aren't fully meeting the intent and definition for
an enclosed bicycle space. The project should explore other centralized locations on each floor or
near building entries for more centralized bike parking.
Alternative compliance was proposed and approved by the Planning and Zoning Board. Current bike
parking information is shown on the site plans.

Comments from GIS:
Addresses will be assigned by the GIS Department after the plans have met final approval
through the Development Review and are recorded with the City.
Projects with three or more tenant units require the Unit Level Addressing form to be completed
and submitted to the GIS Department after plans have met final approval through Development
Review and are recorded with the City. This can occur anytime during construction, but before
any utilities or address signs are installed. All Addressing will be determined by the GIS Depart-
ment and submitted to Poudre Fire Authority, USPS, Building Services, and Fort Collins Utilities.
Failure to contact GIS and determining addresses through other means may result in address
changes.
The Unit Level Addressing form can be obtained by contacting the GIS office after the plans are
recorded at gis@fcgov.com or (970) 416‑2483.

05/04/2016: Please provide additional information/clarification prior to hearing on the following
items:
‑ Covenant information pertaining to access of the park‑area for Oakridge Crossing residents.
‑ Calculation of on‑site open space (plazas, BBQ area, etc.) that could be counted towards meet-
ing the open space requirement, as well as information on location/size of indoor amenities
(community rooms).
‑ Description of first floor spaces: size of office space, leasing areas, amenity rooms, etc.
‑ Additional information supporting the parking modification request, such as additional parking
counts at similar projects, comparison of location context with other sites accounting for nearby
amenities and access to transit, available shuttle or support services for residents without vehi-
cles, etc.
‑ A project operations guide or narrative with ideas or suggestions on approaches how to address
some of the key questions from nearby businesses and neighbors. Topics such as if pets are al-
lowed (where will pets relieve themselves), trash/recycling pick‑up, snow removal, noise expecta-
tions for residents, etc.

05/03/2016: What is the proposed parkway width on the street side of the public sidewalk? The
major collector cross section calls for an 8' parkway and it's hard to tell what is being proposed
here.
The plans have been modified to include the 8’ parkway strip and 5’ walkway. An additional 4.5’ of
ROW is being dedicated to accommodate this.

moved because the owners don't necessarily have the authority to vacate all previous platting.

guage.
The plat notes will be the subject of a between applicant representatives and City Attorney and
Engineering representatives on August 18th.

Pre‑Submittal meetings are required to assist the designer/builder by assuring, early on in the
design, that the new commercial or multi‑family projects are on track to complying with all of the
adopted City codes and Standards listed below.

The proposed project should be in the early to mid‑design stage for this meeting to be effective
and is typically scheduled after the Current Planning conceptual review meeting. Applicants of
new commercial or multi‑family projects are advised to call 416‑2341 to schedule a pre‑submittal
meeting. Applicants should be prepared to present site plans, floor plans, and elevations and be
able to discuss code issues of occupancy, square footage and type of construction being pro-
posed.

Energy Code Use
1. Single Family; Duplex; Townhomes: 2012 IRC Chapter 11 or 2012 IECC.

chapter.
Oakridge crossing project specific concerns:
1. Fire‑sprinkler systems are required. A new code amendment effective in
2014 will require a full NFPA‑13 sprinkler system and not allow a 13‑R system.
2. Bedroom egress windows required below 4th floor regardless of
fire‑sprinkler.
3. All windows above the 1st floor require minimum sill height of 24¿
4. Building code and State statute CRS 9‑5 requires project provide accessible
units.
5. Upgraded insulation is required for buildings using electric heat or cooling.
6. Exterior walls and roof must meet a STC (sound resistance) rating of 40 min.
if building located within 1000ft to train tracks.
7. Low‑flow Watersense plumbing fixtures (toilet, faucets, shower heads) are required.
8. Special combustion safety requirements for natural draft gas appliances.
9. Low VOC interior finishes.

> IFC D103.5: Gates securing fire apparatus access roads shall comply with all of the following
criteria:

department personnel for emergency access. Emergency opening devices shall
be approved by the fire code official.
6. Manual opening gates shall not be locked with an unapproved padlock, or
chain and padlock, unless they are capable of being opened by means of
forcible entry tools, with a Knox Padlock (recommended) or when a key box
containing the key(s) to the lock is installed at the gate location.
7. Gate design and locking device specifications shall be submitted for
approval by the fire code official prior to installation.
8. Electric gate operators, where provided, shall be listed in accordance with
UL 325.
9. Gates intended for automatic operation shall be designed, constructed and
installed to comply with the requirements of ASTM F 2200.
