PROJECT DESCRIPTION AND BACKGROUND A. Location 1. Vicinity Map Figure 1 – Vicinity Map 2. The Maple Mixed Use project site is located in the southwest quarter of Section 11, Township 7 North, Range 69 West of the 6th Principal Meridian, City of Fort Collins, County of Larimer, State of Colorado. 3. The project site (refer to Figure 1) is bordered to the north by a single family residence; to the south by Maple Street (100’ ROW); to the east by an existing public alley (20' Right-of-Way); and to the west by Meldrum Street (100’ ROW). 4. There are no major drainageways within or adjacent to the site. Maple Mixed Use Page|2 B. Description of Property 1. Maple Mixed Use is comprised of ±0.65 acres. 2. The site is currently occupied by two commercial buildings, a single family residence and several small outbuildings. Figure 2 – Aerial Photograph 3. The existing groundcover consists of grasses, asphalt and gravel. The existing on-site runoff generally drains from the southwest-to-northeast east across flat grades (e.g., <2.00%) into the existing alley. From there it is directed to Maple Street via the alley, and then to an existing inlet via curb and gutter on Maple. The existing inlet is located at the intersection of Maple and Howes, at the northwest corner. From there, the drainage continues through an existing storm system down Maple Street to a large regional drainage culvert near Mason Street, and on to the Cache La Poudre River. 4. There are no major drainageways within or adjacent to the project site. 5. The proposed Maple Mixed Use development will consist of a single mixed-use building. Other proposed improvements include: a new concrete parking area located under the building, new sidewalks and new landscaping. 6. The proposed land use is mixed-use. This is a permitted use in the Downtown District (D). Project Site Maple Mixed Use Page|3 C. Floodplain 1. The subject property is not located in a FEMA regulatory floodplain. In particular, the project site is not located within a FEMA designated 100-year floodplain per Map Number 08069C0979H (Effective date: May 2, 2012). Figure 3 – FEMA Firmette (Map Number 08069C0979H) Project Site Maple Mixed Use Page|4 2. The project site is, however, located adjacent to a City of Fort Collins regulated Old Town floodplain. Figure 4 – City of Fort Collins Old Town Master Drainage Plan (May 10, 2002) 3. Our initial analysis of the Old Town Floodplain adjacent to the project site indicated that the City floodplain and floodway limits did not necessarily match existing observed conditions. As such, the project has completed an updated HEC-RAS model of the Old Town Floodplain using field survey data collected by Northern Engineering. The results of the updated modeling indicate that the limit of the existing Old Town Floodplain adjacent to the property should more closely follow the existing sidewalk along Maple Street. Maple Mixed Use Page|5 II. STUDY LIMITS AND MAPPING A. Study Limits, Mapping 1. The project site is located at the northeast corner of Maple Street and Meldrum Street. Three effective model cross-sections (1281, 1373, and 1481) have been modified in this study, in order to represent updated conditions based on field survey data. These cross-sections have been modified in the corrected effective model and include field survey data for both left and right overbank areas as well as main channel area (Maple Street). The surveyed portions of these three cross-sections extend to the full base (100-year) flood elevation. 2. In this study, the corrected effective model map change is only within the left overbank of Maple Street, as the project site is located only within this overbank area. The annotated effective workmap provided in Appendix B shows the corrected effective conditions map change that this study is proposing. 3. As seen in the corrected effective workmap provided in Appendix A, the corrected effective mapping extends from effective cross-section 1281 to 1481. 4. Remapping of the effective floodplain extends only from effective cross-section 1281 to 1481. 5. All original City Basin Master Plan mapping was done on the NGVD-29 (Fort Collins Unadjusted) datum. Modeling completed for this study remained consistent with this original datum. It is noted that survey data for the proposed project is referenced to the NAVD-88 datum. Datum conversion utilized for conversion from NGVD-29 (Fort Collins Unadjusted) Datum to the NAVD-88 datum is +3.18-FT. III. HYDROLOGY AND HYDRAULICS A. Hydrology 1. The City of Fort Collins Old Town Master Drainage Plan, May 10, 2002, Anderson Consulting Engineers, Inc. has been utilized for all floodplain hydrology, and no changes are proposed with the current study. 2. A 100-year discharge of 116 cfs through the revised reach has been used, consistent with the current effective model for Maple Street. B. Hydraulics 1. The City of Fort Collins Old Town Master Drainage Plan, May 10, 2002, Anderson Consulting Engineers, Inc. has been utilized as the source of baseline modeling for all floodplain hydraulics for Maple Street. 2. The Current Effective model of Maple Street was obtained from the City of Fort Collins Stormwater Utility in December of 2015. 3. The Current Effective model was run on the computer program HEC-RAS Version 5.0.1 by the U.S. Army Corps of Engineers and saved as the Duplicate Effective model. Output from the Duplicate Effective model is provided in Appendix C.2. Additionally, a summary of modeling results is shown in the BFE Comparison Table provided in Appendix C.1. 4. A Corrected Effective model was run on the computer program HEC-RAS Version 5.0.1 by the U.S. Army Corps of Engineers, starting from the Duplicate Effective Maple Mixed Use Page|6 model, and modifying cross-sections 1281, 1373, and 1481. No additional cross- sections were placed in the Corrected Effective model, and no changes to the alignments of these cross-sections were performed. 5. The Corrected Effective model represents updated conditions within the channel and left and right overbank areas of cross-sections 1281, 1373, and 1481 based on recent field topographic mapping provided by Northern Engineering. As stated in Section II.A, field survey of the site and adjacent Maple Street was done on the NAVD- 88 datum. IV. DISCUSSION OF RESULTS A. Effective, Duplicate Effective. and Corrected Effective Model Results 1. As shown in Table 1, below, minimal differences occur between the Effective model and the Corrected Effective model. 2. . Mapping Changes 1. Please see the Hydraulic Modeling Workmap provided in Appendix A for 100- year floodplain mapping changes that occur in the Corrected Effective model. 2. No changes are proposed to the mapped floodway within Maple Street. Only changes to the 100-year floodplain boundary within the left overbank of Maple Street are proposed with this study. Maple Mixed Use Page|7 V. REGULATION COMPLIANCE A. Compliance with Standards 1. Floodplain design proposed with Maple Mixed Use complies with the City of Fort Collins Master Drainage Plan for the Old Town Basin. 2. There are no FEMA regulatory floodplains associated with the Maple Mixed Use development. However the project is impacted by the Old Town Floodplain, which is a City Regulated floodplain. All provisions within Chapter 10 of the City Municipal Code shall be adhered to. Maple Mixed Use Page|8 References 1.
