HomeMy WebLinkAboutBEEBE CHRISTIAN SCHOOL - PDP - PDP160022 - SUBMITTAL DOCUMENTS - ROUND 1 - PLANNING OBJECTIVESPage 1 July 14, 2016 Beebe Christian School Statement of Planning Objectives This is a request for approval of a PDP for the proposed Beebe Christian School, to be located on 3.33 acres in the Spring Creek Farms North Subdivision. Major cross streets are Nancy Gray Avenue and Joseph Allen Drive. The project proposes a single-story, 18,175 square foot facility with fenced outdoor play yards. In phase 2, there will be an expansion area located to the east of the building for a future church. There will be 29 parking spaces for the school and 47 future parking spaces to be built with the church expansion. The private school will have kids from grades Kindergarten through 8th grade. The building will contain classrooms, multi-purpose/ gymnasium, offices, a kitchen, meeting rooms and a fellowship hall. The proposed access drives line up with the Police Services building to the south. There is an existing sidewalk along Nancy Gray and the project will be constructing the sidewalk along Joseph Allen. The site is in the E-Employment zoning district and is subject to a Type II hearing. (i) Statement of appropriate City Plan Principles and Policies achieved by the proposed plan: This proposal meets the applicable City Plan Principles and Policies: Community and Neighborhood Livability Principle LIV 24: School facilities will remain integral part of neighborhoods and the community. Policy LIV 24.2 – Foster a Sense of Community with Neighborhood Schools The school will provide opportunities for neighborhood gathering events and other groups to utilize the meeting rooms and the fellowship hall. Employment Districts Principle LIV 38: Employment Districts will be the major employment centers in the community, and will also include a variety of complementary uses to meet the needs of employees. By design, they will be accessible to the City’s multimodal transportation system and encourage walking, bicycling, car and van pooling, and transit use. Page 2 Policy LIV 38.1 - Mix of Uses The school contributes to the mix of uses in the Employment District. The area surrounding the site contains a mix of single-family homes, apartments, the Police Services building, a climbing and fitness gym, fast food and mini storage. Transportation Principle T10: Using transit will be a safe, affordable, easy, and convenient mobility option for all ages and abilities. Policy T 10.1 – Transit Stops There are bus routes within walking distance. The project supports active lifestyles by providing on-street sidewalks. Principle T11: Bicycling will be a safe, easy, and convenient mobility option for all ages and abilities Principle T 12: The pedestrian network will provide a safe, easy, and convenient mobility option for all ages and abilities. Policy T 12.1 – Connections The location of the site will promote and support the idea of the students and their families utilizing alternative modes of transportation (walking/biking) or public transportation. There are bike lanes and sidewalks on all of the public streets. (ii) Description of proposed open space, wetlands, natural habitats and features, landscaping, circulation, transition areas, and associated buffering on site and in the general vicinity of the project. There are no wetlands or significant natural habitats within the boundaries of the site. (iii) Statement of proposed ownership and maintenance of public and private open space areas; applicant's intentions with regard to future ownership of all or portions of the project development plan. There is no public or private open space within the project boundaries. The building will be owned by the Rocky Mountain Conference of Adventists. (iv) Estimate of number of employees for business, commercial, and industrial uses. n/a (v) Description of rationale behind the assumptions and choices made by the applicant. The rationale behind the project is to construct a new school on this site. The existing school property on Lake Street was sold for a student housing project. Page 3 (vi) The applicant shall submit as evidence of successful completion of the applicable criteria, the completed documents pursuant to these regulations for each proposed use. The planning Director may require, or the applicant may choose to submit, evidence that is beyond what is required in that section. Any variance from the criteria shall be described. Applicable criteria is documented in the submittal. (vii) Narrative description of how conflicts between land uses or disturbances to wetlands, natural habitats and features and or wildlife are being avoided to the maximum extent feasible or are mitigated. There are not existing wetlands, natural habitats or features currently located on site. (viii) Written narrative addressing each concern/issue raised at the neighborhood meeting(s), if a meeting has been held. There was a neighborhood meeting held on June 29, 2016. (ix) Name of the project as well as any previous name the project may have had during Conceptual Review. The project is called Beebe Christian School. The project was previously called Spring Creek Farms North – Place of Worship and School at Conceptual Review.
