05/08/2016: A condition of approval will be recommended to the decision-maker
regarding requirements for the structure to collapse rather than topple in regards to
site setbacks. If the project is approved, a letter signed by a licensed engineer will be
needed during Final Plan review to satisfy this requirement.
01/14/2016: Information certifying the monopine has been designed to collapse
rather than topple is needed to satisfy setback requirements prior to hearing, such
as a letter from a licensed engineer.

05/08/2016: On the elevation (Sheet C-3), within the column detail box, please note
the type of CMU block utilized (appears to be a split-face variant), and the specific
color or finish.
01/14/2016: The Land Use Code requires the fencing to be high-quality and
consistent with the surrounding building materials. The fencing should incorporate
brick or masonry columns to pick up cues from the nearby residential or
commercial buildings. Evenly spaced columns along the fencing perimeter would
help break up the fencing perimeter and meet this standard.

05/09/2016: Prior to public hearing, please incorporate the pictures submitted in the
comment response letter within the plan set. These revised photos could be under
the heading "Sample Monopine Character Examples" with a note these images are
representative of the character of the proposed monopine.
For discussion at the meeting and possible inclusion in the plan set: are the images
submitted examples of other Atlas tower projects. What is the branch density of
these examples. Are any examples or images available of antenna socks?

05/10/2016: Utility sheets were not separated from site plan sheets. Rather than
creating an entire utility set, it seems that all that is needed for engineering approval
is the Erosion Control Plan - please separate this sheet from the rest of the
submittal, use an approved graphic scale (per LCUASS E-4) and move the
signature block to the lower right hand corner of the sheet. A utility plan cover sheet
and notes sheet can be included with this submittal, however, a single sheet (just
the erosion control sheet) may be accepted if it includes applicable notes and legal
description. Please remove utility approval blocks from all other sheets (site plan
set). 01/19/2016: Please separate utility set from site plan set. Utility set should
comply with highlighted (pre-hearing) applicable requirements of Appendix E-4 of the
LCUASS, including the addition of the City¿s signature block in the lower right hand
corner of each sheet.

05/10/2016: On the plans, the proposed easement label points to a dashed line with
several similar lines around it, the easement area isn’t very clear. Adding an
additional arrow to the opposite boundary or changing the line type around the
boundary may make this a little bit clearer.

05/05/2016: The 100' wetland buffer will be referred to in your Development
Agreement as the Natural Habitat Buffer Zone (NHBZ). For the purposes of the DA,
future inspections, and evaluating the overall establishment and success of the
buffer, the entire unpaved, open space area surrounding the wetland and tower
should be labeled as the Natural Habitat Buffer Zone. The label for the 100' wetland
boundary offset can be removed on all but the NHBZ area map. And the NHBZ as
described above should be labeled on all other plans.
01/19/2016: The 100' setback from the wetland should be labeled on all site,
landscape, and utility plans that include that area.

05/05/2016: The 100' wetland area boundary offset can be removed on all but the
NHBZ area map. On the other plans, to avoid confusion, label only the Natural
Habitat Buffer Zone, which is labeled as "Existing NHBZ Area" on the NHBZ area
map on sheet C-4.
01/19/2016: The Natural Habitat Buffer Zone needs to delineated and labeled on the
site, grading, utility, and landscape plan.
Comment Number: 3 Comment Originated: 01/19/2016
01/19/2016: The tower site/fenced area, sidewalks, parking lot, and any other paved
or improved areas should be removed from the Natural Habitat Buffer Zone. Please
confirm that the area calculations for the NHBZ do not include these areas.
Comment Number: 4 Comment Originated: 01/19/2016
01/19/2016: Please add the following statement to the notes on any sheets that
show the Habitat Buffer: "Please see Section 3.4.1 of the Land Use Code for
allowable uses within the buffer zone."
Comment Number: 6 Comment Originated: 01/19/2016
01/19/2016: A note should be added to the site, landscape, utility, grading, and
storm sewer plan that the natural habitat area is meant to be maintained in a native
landscape. This will help preserve the intention behind the buffer zones and the
natural features into the future.
Comment Number: 7 Comment Originated: 01/19/2016
01/19/2016: Please work with Ryan Mounce to update the notes sheet with the
City's standard notes. In particular, the following note should be included: "Any tree
removal shall be completed outside of the songbird nesting season (Feb 1 - July 31)
or conduct a survey of trees ensuring no active nests in the area."
Comment Number: 8 Comment Originated: 01/19/2016
01/19/2016: The scale dimensions are incorrect on the site plan. Please update,
and double check the scale on all other sheets.
Comment Number: 9 Comment Originated: 01/19/2016
01/19/2016: Please ensure that there is no text overlapping the boundaries for the
wetland, wetland 100' setback, or Natural Habitat Buffer Zone.

01/19/2016: Please provide an example of the color and material you plan to use for
the fencing (photo or product sample). The renderings should realistically show the
color and materials that will be used, as well. Projects in the Vicinity of Spring Creek
must comply with Section 3.4.1(I)(1) of the Land Use Code, stating:
"Projects in the vicinity of large natural habitats and/or natural habitat corridors,
including, but not limited to, the Poudre River Corridor and the Spring Creek
Corridor, shall be designed to complement the visual context of the natural habitat.
Techniques such as architectural design, site design, the use of native landscaping,
and choice of colors and building materials shall be utilized in such manner that
scenic views across or through the site are protected, and manmade facilities are
screened from off-site observers and blend with the natural visual character of the
area. These requirements shall apply to all elements of a project, including any
aboveground utility installations."

05/05/2016: Reseeding should occur within all disturbed or bare areas within the
Natural Habitat Buffer Zone, not just in the area where the asphalt pad is being
removed. The upland seed mix should be used around the tower and the lowland
mix closer to the wetland and water quality pond.
01/19/2016: For the native seed area, please use the species recommended in the
Ecological Characterization Study. For upland areas: blue grama, buffalo grass,
intermediate wheatgrass, Canada wildrye, fringed sagebrush, and purple prairie
clover. For lowland areas: western wheatgrass, switchgrass, and sedge.
Please let me know if you need assistance in creating a seed mix or finding a
supplier. Our Natural Areas department can create custom seed mixes when
requested.

05/05/2016: The plantings are getting closer to improving the function and value of
the Natural Habitat Buffer Zone. To ensure greater success, please see the
reference provided, labeled "Siting Landscape Plants by Ecological Character". The
plants closest to the tower should be selected from the "Shrubs and Trees for Dry
Sites" lists. In the south and central areas of the NHBZ as well as the area around
the water quality pond, plants from the "Shurbs for Mesic" areas will do best. And for
the southwest corner closest to the wetland, plants from the "Shrubs for subirrigated
areas" are recommended. Please update the landscape plans accordingly.
01/19/2016: Within the natural habitat buffer zone, according to Article 3.4.1(E)(1)
(g), the City has the ability to determine if the landscaping within the buffer zone is
incompatible with the purposes of the buffer zone.
From a quantity perspective, additional shrubs, perennials, and grasses should be
provided throughout the site to meet this standard. The landscaping near the fenced
WTF area should emphasize coniferous trees and shrubs to provide screening,
including a mix of junipers and spruces. Additional shrubs, perennials and grasses
should be included to provide an understory in those areas.
Throughout the rest of the Natural Habitat Buffer Zone, additional shrubs and
perennials should be shown. Groupings of 3 or more shrubs along with flowering
perennials should be placed alongside groves of trees. Buffer planting
enhancements should include appropriate native vegetation, species diversity and
variety in vertical structure.
In terms of quality, the species that have already been selected will all be good. Here
are a few species recommendations based on the Ecological Characterization
Study and the City's native plant list:
- Shrubs: rubber rabbitbrush (Chrysothamnus nauseosus), Wood's rose (Rosa
woodsii), leadplant (Amorpha canescens), waxflower (Jamesia americana), and
rock spirea (Holodiscus dumosus), Autumn Brilliance serviceberry (Amelanchier
grandifolia 'Autumn Brilliance'), Ninebark (Physocarpus opulifolius)
- Perennials: penstemon (Penstemon stricta, P. secundiflorus), butterfly milkweed
(Asclepias tuberosa), sunset hyssop (Agastache rupestris), upright prairie
coneflower (Ratibida columnifera), black-eyed susan (Rudbeckia hirta),
hummingbird plant (Zauschneria garrettii), yarrow (Achillea sp.)

05/05/2016: The plans do show pervious versus impervious areas. Please also
provide a table that shows the total acreage required for the 100' wetland setback
versus the total acreage provided in the NHBZ.
01/19/2016: Please provide the following in a table on the site plan:
A. The total acreage required by the standard 100' buffer zone for the wetlands.
B. The total acreage proposed within the submitted site plan.
C. Additional measures to be taken to enhance the ecological character of the site
(e.g., rerouting drainage from the parking lot, annual trash clean up, any off-site
improvements, etc.)

01/19/2016: Please label the existing trees on the landscape plan (or in a separate
table). Russian olive and Siberian elm trees may need to be removed and replaced
within the buffer zone.
