The fencing should incorporate brick or masonry columns to pick up cues from the nearby residential or commercial buildings. Evenly spaced columns along the fencing perimeter would help break up the fencing perimeter and meet this standard. Rather than creating an entire utility set, it seems that all that is needed for engineering approval is the Erosion Control Plan - please separate this sheet from the rest of the submittal, use an approved graphic scale (per LCUASS E-4) and move the signature block to the lower right hand corner of the sheet. A utility plan cover sheet and notes sheet can be included with this submittal, however, a single sheet (just the erosion control sheet) may be accepted if it includes applicable notes and legal description. Please remove utility approval blocks from all other sheets (site plan set). 01/19/2016: Please separate utility set from site plan set. Utility set should comply with highlighted (pre-hearing) applicable requirements of Appendix E-4 of the LCUASS, including the addition of the City¿s signature block in the lower right hand corner of each sheet. Adding an additional arrow to the opposite boundary or changing the line type around the boundary may make this a little bit clearer. For the purposes of the DA, future inspections, and evaluating the overall establishment and success of the buffer, the entire unpaved, open space area surrounding the wetland and tower should be labeled as the Natural Habitat Buffer Zone. The label for the 100' wetland boundary offset can be removed on all but the NHBZ area map. And the NHBZ as described above should be labeled on all other plans. 01/19/2016: The 100' setback from the wetland should be labeled on all site, landscape, and utility plans that include that area. Projects in the Vicinity of Spring Creek must comply with Section 3.4.1(I)(1) of the Land Use Code, stating: "Projects in the vicinity of large natural habitats and/or natural habitat corridors, including, but not limited to, the Poudre River Corridor and the Spring Creek Corridor, shall be designed to complement the visual context of the natural habitat. Techniques such as architectural design, site design, the use of native landscaping, and choice of colors and building materials shall be utilized in such manner that scenic views across or through the site are protected, and manmade facilities are screened from off-site observers and blend with the natural visual character of the area. These requirements shall apply to all elements of a project, including any aboveground utility installations." Comment Number: 11 Comment Originated: 01/19/2016 Page 3 of 7 05/05/2016: Reseeding should occur within all disturbed or bare areas within the Natural Habitat Buffer Zone, not just in the area where the asphalt pad is being removed. The upland seed mix should be used around the tower and the lowland mix closer to the wetland and water quality pond. 01/19/2016: For the native seed area, please use the species recommended in the Ecological Characterization Study. For upland areas: blue grama, buffalo grass, intermediate wheatgrass, Canada wildrye, fringed sagebrush, and purple prairie clover. For lowland areas: western wheatgrass, switchgrass, and sedge. Please let me know if you need assistance in creating a seed mix or finding a supplier. Our Natural Areas department can create custom seed mixes when requested. Comment Number: 12 Comment Originated: 01/19/2016 05/05/2016: The plantings are getting closer to improving the function and value of the Natural Habitat Buffer Zone. To ensure greater success, please see the reference provided, labeled "Siting Landscape Plants by Ecological Character". The plants closest to the tower should be selected from the "Shrubs and Trees for Dry Sites" lists. In the south and central areas of the NHBZ as well as the area around the water quality pond, plants from the "Shurbs for Mesic" areas will do best. And for the southwest corner closest to the wetland, plants from the "Shrubs for subirrigated areas" are recommended. Please update the landscape plans accordingly. 01/19/2016: Within the natural habitat buffer zone, according to Article 3.4.1(E)(1) (g), the City has the ability to determine if the landscaping within the buffer zone is incompatible with the purposes of the buffer zone. From a quantity perspective, additional shrubs, perennials, and grasses should be provided throughout the site to meet this standard. The landscaping near the fenced WTF area should emphasize coniferous trees and shrubs to provide screening, including a mix of junipers and spruces. Additional shrubs, perennials and grasses should be included to provide an understory in those areas. Throughout the rest of the Natural Habitat Buffer Zone, additional shrubs and perennials should be shown. Groupings of 3 or more shrubs along with flowering perennials should be placed alongside groves of trees. Buffer planting enhancements should include appropriate native vegetation, species diversity and variety in vertical structure. In terms of quality, the species that have already been selected will all be good. Here are a few species recommendations based on the Ecological Characterization Study and the City's native plant list: - Shrubs: rubber rabbitbrush (Chrysothamnus nauseosus), Wood's rose (Rosa woodsii), leadplant (Amorpha canescens), waxflower (Jamesia americana), and rock spirea (Holodiscus dumosus), Autumn Brilliance serviceberry (Amelanchier grandifolia 'Autumn Brilliance'), Ninebark (Physocarpus opulifolius) - Perennials: penstemon (Penstemon stricta, P. secundiflorus), butterfly milkweed (Asclepias tuberosa), sunset hyssop (Agastache rupestris), upright prairie coneflower (Ratibida columnifera), black-eyed susan (Rudbeckia hirta), hummingbird plant (Zauschneria garrettii), yarrow (Achillea sp.)
