Page 1 of 8 01/14/2016: Several changes are suggested for the site plan (C-1) to reduce clutter and improve clarity: - Please remove the landscaping and inner compound equipment, outside the compound a note can be added to show landscaping area and to see the landscape sheets - Consider utilizing a different pattern to represent the previous concrete or find a way to show the proposed parking space striping and curbs to understand the proposed condition of this area. What kind of pervious concrete system will be utilized? - Use a thicker or darker line to represent the nearby sidewalks and driveway edges. Their current level is unlikely to record well. - Please note on the site plan and Driveway Details sheet C-6 what material the new access drive into the compound will be constructed with. Comment Number: 4 Comment Originated: 01/14/2016 01/14/2016: The proposed monopine is in an urban context, close to residential dwellings, businesses, and a prominent arterial intersection. Accordingly, the monopine should feature the highest quality materials and features to support the stealth design and compatibility with surroundings as required by Land Use Code Section 3.5.1 (Building & Project Compatibility). The elevations shown do not represent what is likely to be constructed or depicted in the photo-simulations. The elevations should either be updated to be more realistic to what will actually be constructed, or we need to specify all details of the monopine design, including information such as: - Species: Is a specific species being modeled for the monopine? - Antenna coverage: How will antennas be concealed within the monopine? Branches and foliage should extend beyond the antennas so there are not obvious protrusions near the top of the tree. Antennas should utilize camouflaged foliage covers. - Branch Density: Monopine branches should have a minimum density of 2.5 branches per vertical foot for a fuller and natural appearance. - Minimum Branch Height: At what level will the branches begin? This should be similar to the type of species being-depicted. The current elevations show branches beginning too high to be a realistic monopine stealth application. - Trunk/Pole: The trunk should utilize bark cladding and be of a realistic diameter. Please specify these details in notes or annotations on updated elevations. Additional supporting information would also be useful, including any material samples or photographs of similar monopines Atlas has constructed elsewhere. The fencing should incorporate brick or masonry columns to pick up cues from the nearby residential or commercial buildings. Evenly spaced columns along the fencing perimeter would help break up the fencing perimeter and meet this standard. LUC 3.18.13(C)(4) requires additional landscape screening for wireless facilities in an effort to achieve a total screening effect. The evergreen trees planted should also feature a mix of species beyond just rocky mountain juniper to give additional texture and height to the screening. - As one tree is proposed to be removed, please contact the City Forester, Tim Buchanan, to conduct an on-site tree inventory and determine mitigation values. Comment Number: 5 Comment Originated: 01/19/2016 Department: Environmental Planning Contact: Rebecca Everette, 970-416-2625, reverette@fcgov.com Topic: General Page 3 of 8 01/19/2016: I feel that section 3.4.1 of the Land Use Code (Natural Habitats and Features) can be met on this site without the need for a modification of standard. The code allows for a set of buffer zone performance standards to be met as an alternative to the quantitative (100') standard. However, there is still quite a bit of work that will need to be done to meet the performance standards on this site. Additional coordination, including on-site meetings, may be needed to ensure that the following standards are met: (a) The project shall be designed to preserve or enhance the ecological character or function and wildlife use of the natural habitat or feature and to minimize or adequately mitigate the foreseeable impacts of development. (b) The project, including, by way of example and not by way of limitation, its fencing, pedestrian/bicycle paths and roadways, shall be designed to preserve or enhance the existence of wildlife movement corridors between natural features, both within and adjacent to the site. (c) The project shall be designed to preserve significant existing trees and other significant existing vegetation on the site. (d) The project shall be designed to protect from adverse impact species utilizing special habitat features such as key raptor habitat features, including nest sites, night roosts and key feeding areas as identified by the Colorado Division of Wildlife or in the Fort Collins Natural Areas Policy Plan (NAPP); key production areas, wintering areas and migratory feeding areas for waterfowl; key use areas for wading birds and shorebirds; key use areas for migrant songbirds; key nesting areas for grassland birds; fox and coyote dens; mule deer winter concentration areas as identified by the Colorado Division of Wildlife or NAPP; prairie dog colonies over fifty (50) acres in size as included on the Natural Habitats and Features Inventory Map; key areas for rare, migrant or resident butterflies as identified in the NAPP; areas of high terrestrial or aquatic insect diversity as identified in the NAPP; remnant native prairie habitat; mixed foothill shrubland; foothill ponderosa pine forest; plains cottonwood riparian woodlands; and any wetland greater than one-quarter (¼) acre in size. (e) The project shall be designed so that the character of the proposed development in terms of use, density, traffic generation, quality of runoff water, noise, lighting and similar potential development impacts shall minimize the degradation of the ecological character or wildlife use of the affected natural habitats or features. (f) The project shall be designed to integrate with and otherwise preserve existing site topography, including, but not limited to, such characteristics as steepness of slopes, existing drainage features, rock outcroppings, river and stream terraces, valley walls, ridgelines and scenic topographic features. (g) The project shall be designed to enhance the natural ecological characteristics of the site. If existing landscaping within the buffer zone is determined by the decision maker to be incompatible with the purposes of the buffer zone, then the applicant shall undertake restoration and mitigation measures such as regrading and/or the replanting of native vegetation. (h) The project may be designed to provide appropriate human access to natural habitats and features and their associated buffer zones in order to serve recreation purposes, provided that such access is compatible with the ecological character or wildlife use of the natural habitat or feature. (i) Fencing associated with the project shall be designed to be compatible with the ecological character and wildlife use of the natural habitat or feature. In addition to enhancements on the site, off-site improvements may be needed to meet these standards. For example, the proposed improvements to the drainage from the parking lot and/or additional plantings in the wetland buffer beyond the property boundary. Projects in the Vicinity of Spring Creek must comply with Section 3.4.1(I)(1) of the Land Use Code, stating: "Projects in the vicinity of large natural habitats and/or natural habitat corridors, including, but not limited to, the Poudre River Corridor and the Spring Creek Corridor, shall be designed to complement the visual context of the natural habitat. Techniques such as architectural design, site design, the use of native landscaping, and choice of colors and building materials shall be utilized in such manner that scenic views across or through the site are protected, and manmade facilities are screened from off-site observers and blend with the natural visual character of the area. These requirements shall apply to all elements of a project, including any aboveground utility installations." For upland areas: blue grama, buffalo grass, intermediate wheatgrass, Canada wildrye, fringed sagebrush, and purple prairie clover. For lowland areas: western wheatgrass, switchgrass, and sedge. Please let me know if you need assistance in creating a seed mix or finding a supplier. Our Natural Areas department can create custom seed mixes when requested. Comment Number: 12 Comment Originated: 01/19/2016 01/19/2016: Within the natural habitat buffer zone, according to Article 3.4.1(E)(1) (g), the City has the ability to determine if the landscaping within the buffer zone is incompatible with the purposes of the buffer zone. From a quantity perspective, additional shrubs, perennials, and grasses should be provided throughout the site to meet this standard. The landscaping near the fenced WTF area should emphasize coniferous trees and shrubs to provide screening, including a mix of junipers and spruces. Additional shrubs, perennials and grasses should be included to provide an understory in those areas. Throughout the rest of the Natural Habitat Buffer Zone, additional shrubs and perennials should be shown. Groupings of 3 or more shrubs along with flowering perennials should be placed alongside groves of trees. Buffer planting enhancements should include appropriate native vegetation, species diversity and variety in vertical structure. In terms of quality, the species that have already been selected will all be good. Here are a few species recommendations based on the Ecological Characterization Study and the City's native plant list: - Shrubs: rubber rabbitbrush (Chrysothamnus nauseosus), Wood's rose (Rosa woodsii), leadplant (Amorpha canescens), waxflower (Jamesia americana), and rock spirea (Holodiscus dumosus), Autumn Brilliance serviceberry (Amelanchier grandifolia 'Autumn Brilliance'), Ninebark (Physocarpus opulifolius) - Perennials: penstemon (Penstemon stricta, P. secundiflorus), butterfly milkweed (Asclepias tuberosa), sunset hyssop (Agastache rupestris), upright prairie coneflower (Ratibida columnifera), black-eyed susan (Rudbeckia hirta), hummingbird plant (Zauschneria garrettii), yarrow (Achillea sp.)
