This letter should also be considered our response to the Fort Collins BDR comment (BDR160011) we received on 05/27/2016 for the project referenced above. Section 3.8.17 of the City of Fort Collins Land Use Code, mechanical equipment exceeding the maximum building height is to be limited to 5% of the total roof area. Currently, we anticipate to provide the new four (4) story building with two (2) packaged rooftop units (RTU) to provide the International Mechanical Code (IMC) required heating and ventilation air to the space. In addition, a single restroom exhaust fan (EF) will provide the IMC required ventilation to the core group of restrooms. At this time, it is expected that a future restaurant tenant will occupy a portion of the first floor retail space, thus, as part of this analysis, we have included the kitchen hood exhaust fan (KEF) and makeup air unit (MAU) that is expected to be mounted on the roof. Lastly, per Poudre Fire Authority, a fire pump will be required for the space which will need a backup generator. Due to space limitations, the generator is currently planned to be placed on the roof. Attached you will find a summary of each roof mounted piece of mechanical equipment and its total percentage of roof area covered. Per your request, we have included both the area of the fourth floor roof, and an analysis of the total roof area, which includes the lower third floor roof area. The table provided in the attachment indicates roof area of all mechanical equipment relative to the total roof area (including both roofs) is approximately 5.22%. The mechanical rooftop units, RTU-1 and 2, are standard packaged equipment and they have been sized to handle 30% outside air (relative to total airflow). The 30% outside air flow rate is the industry standard recommendation for maximum amount of outside air a unit can adequately temper during the design day conditions. Anything above that would generally require a larger air handling unit. We feel that the code required space heating and ventilation equipment has as small of a foot print as allowed for standardized equipment and we request that the City of Fort Collins allow the units as currently configured to be provided and placed on the roof. In addition to the summary, cutsheets of each proposed piece of roof mounted mechanical equipment has been provided for your reference.
