The proposed project is composed of a 4 story mixed use building on a .46-acre parcel
located at the southwest of Mountain Avenue and Mathews Street in downtown Fort Collins.
The site is presently consists of the now closed Goodyear Tire Company. The project will be
built in one phase and will occupy 85% of the lot. The plat and supporting documents help to
define overlot grading, utilities and drainage patterns that will occur in the areas adjacent to
the site.
Architecture
The proposed 65,000 sq. ft. building will consist of approximately 44,201 square feet of
office uses on the 2nd, 3rd and 4th floors, and approximately 15,738 square feet of office/retail
uses on the ground floor.
The 1st, 2nd and 3rd floor facades will consist of a variety of brick colors, cast stone, and
natural stone. The facades on the upper floor will be constructed from a composite metal
panel. Windows will be bronze or gray tinted insulated glass in graphite colored frames. A
roof deck will top out the three story portion of the building and roof top equipment will be
screened.
The building massing consists of 4 elements: the central vertical massing, two masses flanking
each side of the central mass, and the horizontal mass of the upper floor which is stepped
back from the lower floors of the building.
(i) Statement of appropriate City Plan Principals and Policies
The proposed project is consistent with the City’s Comprehensive Plan as per the following
• The property is located within the Downtown District (D) and within the Old City
Center subdistrict and the Transit Overlay District. Section 4.16(B)(2) lists Office and
Retail uses as a permitted use subject to a Basic Development Review (BDR).
• Public improvements include on and off-site utilities as well as required improvements
to the sidewalks and parking along Mountain Avenue and Mathews Street.
• Bicycle and pedestrian access within the site, as well as connectivity to adjacent
properties, is an integral part of the design.
• There are no known hazardous materials on site.
• There are no known valuable natural resources on the site.
• Development of the project is tentatively scheduled to begin in September 2016 and
to be finished in September of 2017.
(ii) Open Space, Buffering, Landscaping, Circulation, Transition Areas, Wetlands W etlands and Natural

• There are small amounts of open space provided between the proposed building and
the public right-of-way consisting of pedestrian zones and planter pots.
Buffering:
• Street tree plantings are provided to soften views to the proposed building and to
provide an enhanced pedestrian experience. Transformer, trash/recycling bins and on-
site parking are recessed within the building at the south west corner of the site
adjacent to the alley way limited visibility to adjacent roadways and pedestrian zones.
Trash / recycling bins will be screened with the building perimeter.
Landscaping:
• Street trees are provided to continue the urban pattern of downtown. The three existing
Green ash trees and the turf at the corner of Mountain Ave and Mathews Street will
remain, and the two existing Honey locusts along Mountain Avenue will be saved.
One Honey locust tree within the existing parking lot will be removed. The loss of this
trees will be mitigated by planting three (3) 3” caliper trees within the adjacent R.O.W.
along Mountain Ave. and Mathews Street.
Circulation:
• On street public parking is provided along both East Mountain Ave. along the north
frontage of the building and along Mathews Street to the east of the building.
• Two new accessible parking spaces are shown on the site plan (one on East Mountain
Avenue and one within the building at the south west corner of the lot).
• 56 Parking spaces are leased from the adjacent parking garage.
• The trash enclosure will be accessed from the alley south of the building.
• Pedestrian access is provided from parking areas to building entrances.
• A total of 18 bicycle parking spaces are provided with this project. Two of the bicycle
racks are provided on the sidewalk along East Mountain Avenue, 2 racks are located
on the Mathews Street frontage, three racks are located on-street at the north east
corner of the lot, and 4 wall mounted covered bike parking spaces are provided
within the car port at the south west corner of the building.
Wetlands and Natural Areas:
• The entire site has been disturbed by previous development, and most (if not all) of
the site is currently covered by buildings and pavement.
• No wetlands have been identified on the property.
• The three existing Green Ash trees and the turf at the corner of East Mountain Ave
and Mathews Street will remain as well as the two Honey Locust trees in tree grates
along E. Mountain Ave.

(iii) Proposed ownership and maintenance of public and private open space areas.
• The open space areas (sidewalks and alleys) within the private lot will be maintained
by the property owner, and sidewalks and landscaping located within the public right-
of-way will be maintained by the City of Fort Collins.
(iv) Estimate of Number of Employees for Commercial and Industrial In dustrial Uses
• Depending on the tenant mix, the total number of employees anticipated in the
building could range from 100 to 150 at full occupancy.
(v) Description of rationale behind assumptions and choices made by the applicant
• This project will comply with applicable city standards to create a satisfactory addition
to the City.
(vi) Variances
• There are no variances being requested at this time.
(vii) How Conflicts BBBBeeeettttwwwweeeeeeeennnn Land Uses are Being Avoided
• Landscape and buffer requirements will be followed to minimize conflicts
between land uses and impacts on open spaces.
(viii) Neighborhood meeting
• With the proposed land use and building size, the project is subject to a BDR Review
so a neighborhood meeting is not required.
