“There shall be no private conditions, covenants or restrictions that prohibit or

Topic: Lighting Plan
Comment Number: 3 Comment Originated: 04/05/2016
04/05/2016: In regard to LED light fixtures, IDA (International Dark-Sky
Association) recommends using lighting that has a color temperature of no
more than 3000 degrees Kelvin in order to limit the amount of blue light in the
night environment, as blue light brightens the night sky more than any other color
of light. Both LED and metal halide fixtures contain large amounts of blue light in
their spectrum, and exposure to blue light at night has been shown to harm
human health and endanger wildlife.
Please consider a warmer color temperature (3000K or less) for light fixtures B,
C, D, E,F, G, and H. Please also consider fixtures with dimming capabilities so
that light levels can be adjusted if needed.
PEC Response: These recommendations will be considered during the design phase.

Comment Number: 2 Comment Originated: 03/31/2016
03/31/2016: Utility Plans - The plans and drainage report indicate that you
propose to put a rain garden at the bottom of the detention pond. This is not a
recommended solution to providing adequate LID water quality for the following
reasons:
1. An LID system should not be located within the same footprint as the
standard WQCV footprint because the WQCV location is frequently inundated
with sediment and standing water longer than 12 hours.
2. The PLD footprint shown on the plans looks like it’s about twice as big as it
needs to be based on a WQCV rain garden volume calculation. It looks like
there is ample opportunity to put smaller pockets of rain gardens around the
site.
NE Response: Per meeting with Shane Boyle and Heather McDowell on Monday 4/11 the proposed LID
locations within the detention pond will remain as currently shown. The proposed outlet structure will be
modified so that the LID water depth does not exceed 12-inches during less frequent storms.

04/06/2016: The shared access on College will need some striping to keep
outbound patrons from blocking inbound traffic (since there is a jog in the
access).
NE Response: Proposed striping has been added to drawings.

03/31/2016: Utility Plans
• Please include the approximate size and location of the meter and curb stop.
Please note that the curb stop should be within the utility easement and the
meter can be behind the easement (in private property). The 3’ separation
between the fire line and the domestic service may need to increase to make
room for the meter.
• Please include the approximate size of the sewer service.
NE Response: Proposed water meter, water service size, and sanitary sewer size have been added to
drawings. Detailed information will be provided in final design.

04/06/2016: The elevation shows "root top units" to be part of the "spacheship"
concept. We require RTU's be screened. We'll need to talk about these.
UR Response: We have provided a roof screen to hide the RTU’s, thank you.

04/06/2016: The handicap parking spaces are too narrow. You are required to
have 2 spaces, one being van-accessible. The standard handicap space shall
be 9' x 19' and the van-accessible space shall be at minimum 8 foot wide with
an 8 foot wide access aisle.
DDS Response: Handicap parking spaces have been updated to reflect requirements, thank you.
