be shrub beds at a high quality to support the modification. Building needs foundation planting
evergreen tree accents.

03/19/2014: Utility Plans, comments from Century Link: There is an existing copper cable,
pedestal, and terminal that served the building prior to demolishment. It can be re-used to
feed the proposed building.
Response: An on-site meeting will be scheduled between Northern Engineering, the City
Engineering Department and Century Link.
For the new structure CTL will require an entrance conduit (preferably 2 –one for copper feed,
one for future fiber. More cost effective to place spare conduits during construction than down
the road when landscaping and parking lot present. )
Please have applicant contact our Engineering office for onsite meet when plan approved to
determine conduit length, terminal location and other requirements necessary to serve this
structure.
If any telco relocates are necessary due what is proposed, all associated relocation costs are
to the developer. We suggest they contact engineering for review and billing with as much
lead time as possible to meet the applicants construction time lines. CTL’s special construction
billing process can be lengthy.

03/18/2014: It does not appear that utility easements exist along the east lot along Harmony
and Timberline Rd. See plat redlines. To meet current street standards a 15ft utility easement
would be required along both arterial streets, however, coordination with the utility providers will
be needed and if the standard 15ft utility easements are not needed then this requirement may
be reduced in width or waived.
Response: A 15 foot Utility Easement has been defined along the southern property line. The
southeastern and eastern property line does not meet that requirement, but a Utility Easement has
been defined to the limits possible.

buffer width is already reduced, it is important for there to be as much grass as possible. When
planting grass along the parking lot use plugs instead of seeds to establish cover faster. I
would recommend needle and thread or western wheatgrass as the species used for the
plugs.

01/14/2014: Light spillage into the buffer zone is not permitted. Please consider the addition of
shielding on your lights or increased screening of the buffer zone with vegetation.
3/18/2014: The photometric plan still shows light spillage in to the buffer area. Please use back
shielding on lights.
Response: The light fixtures were already shielded with the last submittal. We are lowering the
height of the light pole as well as lowering the lumen output of light fixture in order to further
reduce the amount of light spillage into the buffer zone. While these two measures will help
decrease the amount of light spillage, it will likely not be possible to completely reduce it as we still
have to meet minimum parking lot lighting standards as part of the Land Use Code requirements.
A Revised site photometric with these revisions will be provided.

feasible.

parking lot entrance and where used as a street tree along the Harmony frontage.

03/17/2014: Now that the "New Right Out Only" access has been eliminated a similar problem
as to #1 is created. The three vehicles spaces against the building will have difficulty in turning
completely around that 32' drive isle (or U-turn) or the must back their vehicle all the way past
the the driveway off E Harmony. At least with the right out only plan those vehicles could back
up about 25' and turn right on to Harmony. Like the former 3 compact spaces perpendicular
and at the west property line these 3 spaces may have to be abandoned. This wouldn't hurt as
far as landscaping is concerned. Add'l landscaping here as well as an outside seating area or
similar pedestrian plaza effect is welcomed.
