Comment Summary: Department: Current Planning Contact: Jason Holland, 970-224-6126, jholland@fcgov.com Topic: General Comment Number: 6 Comment Originated: 01/15/2014 01/15/2014: Landscape Plan: Is there a sheet L-1? Landscape plan needs to be drawn at 1:10 to be able to show all of the information. Landscape plan will also need to show tree mitigation information. Please see redlines for additional comments and notations. Verify species diversity. Add a dashed line on the site plan showing the defined parking lot area and list the parking lot percentage coverage based on the defined area. Response: Acknowledged and revised as noted Comment Number: 7 Comment Originated: 01/15/2014 01/15/2014: Please provide an equal to/better than modification request for the HC setback and the plan will need to be updated/designed to include shrubs, perennials, berms, stone walls and boulders in order to justify the HC landscape setback reduction from 50 feet to 15 feet. Turf grass can be used along the Timberline frontage, the remainder of the site needs to be shrub beds at a high quality to support the modification. Building needs foundation planting evergreen tree accents. Response: Acknowledged. Landscape revised as noted Comment Number: 8 Comment Originated: 01/15/2014 01/15/2014: We need to confirm that Transfort and Ditch Co. have no comments prior to hearing. Response: The letters received from the Dixon Lateral Ditch Company were supplied with this submittal. Comment Number: 9 Comment Originated: 03/18/2014 03/18/2014: Refer to redlines for site and landscape plan comments Response: Changes made to plans as requested. Comment Number: 10 Comment Originated: 03/19/2014 03/19/2014: Utility Plans, comments from Century Link: There is an existing copper cable, pedestal, and terminal that served the building prior to demolishment. It can be re-used to feed the proposed building. Response: An on-site meeting will be scheduled between Northern Engineering, the City Engineering Department and Century Link. For the new structure CTL will require an entrance conduit (preferably 2 –one for copper feed, one for future fiber. More cost effective to place spare conduits during construction than down the road when landscaping and parking lot present. ) Please have applicant contact our Engineering office for onsite meet when plan approved to determine conduit length, terminal location and other requirements necessary to serve this structure. If any telco relocates are necessary due what is proposed, all associated relocation costs are to the developer. We suggest they contact engineering for review and billing with as much lead time as possible to meet the applicants construction time lines. CTL’s special construction billing process can be lengthy. Comment Number: 22 Comment Originated: 03/18/2014 03/18/2014: Please update General Note #34 Response: General Note #34 was updated. Topic: Plat Comment Number: 14 Comment Originated: 03/18/2014 03/21/2014: A drainage easement is needed for the parking lot area that you are using for detention. Please add the easement limits to the plat 03/18/2014: A drainage easement may need to be added to the plat for the trickle pan at the corner of the site. See redlines Response: A drainage easement was defined around the Permeable Paver System per the request of the Stormwater Department. Comment Number: 15 Comment Originated: 03/18/2014 03/18/2014: It does not appear that utility easements exist along the east lot along Harmony and Timberline Rd. See plat redlines. To meet current street standards a 15ft utility easement would be required along both arterial streets, however, coordination with the utility providers will be needed and if the standard 15ft utility easements are not needed then this requirement may be reduced in width or waived. Response: A 15 foot Utility Easement has been defined along the southern property line. The southeastern and eastern property line does not meet that requirement, but a Utility Easement has been defined to the limits possible. Comment Number: 16 Comment Originated: 03/18/2014 03/18/2014: The ditch company will need to sign the plat if a ditch easement is being dedicated. Please add signature block to the plat. Response: A signature block has been added to the plat. Comment Number: 17 Comment Originated: 03/18/2014 03/18/2014: The access easement will need to be expanded to the parking lot and extend to the west property line. See plat redlines Response: An access easement has been defined to extend to the west property line. Department: Environmental Planning Contact: Kate Rentschlar, 970-224-6086, krentschlar@fcgov.com Topic: General Comment Number: 10 Comment Originated: 03/18/2014 The buffer zone only extends as far from the top-of-bank as the vegetation goes, so the parking lot would not be included. The buffer zone also includes the ditch itself. Please redraw the buffer zone to show it extending north from the parking lot and building to the edge of the property. Response: Acknowledged buffer zone has been delineated along back of curbs and walls Topic: Landscape Plans Comment Number: 11 Comment Originated: 03/18/2014 03/18/2014: The alpine currant is not a native plant to Fort Collins. Please switch it out for a native plant such as three-leaf sumac or rubber rabbitbrush. Other native species can be found in the Fort Collins Native Plants guide on our website. Response: Acknowledged. Three leaf sumac has been substituted Comment Number: 12 Comment Originated: 03/18/2014 03/18/2014: The trees and shrubs planted in the buffer zone need to be laid out in a more natural way. Clump vegetation together in patches. Response: Acknowledged. Comment Number: 13 Comment Originated: 03/18/2014 03/18/2014: The smooth river cobble needs to be removed from the buffer zone. Because the buffer width is already reduced, it is important for there to be as much grass as possible. When planting grass along the parking lot use plugs instead of seeds to establish cover faster. I would recommend needle and thread or western wheatgrass as the species used for the plugs. Response: Acknowledged. Shrubs are located along back of curb along with extensive existing shrub undergrowth. We don’t feel plugs or whisps are required Comment Number: 14 Comment Originated: 03/18/2014 03/18/2014: Please show the limits of development on the landscape plan. Response: Acknowledgedl LOD line has been added Comment Number: 15 Comment Originated: 03/19/2014 03/19/2014: Please fix the scale on the landscape plan. It should be 1'' - 10'. Response: Acknowledged Topic: Lighting Plan Comment Number: 9 Comment Originated: 01/14/2014 01/14/2014: Light spillage into the buffer zone is not permitted. Please consider the addition of shielding on your lights or increased screening of the buffer zone with vegetation. 3/18/2014: The photometric plan still shows light spillage in to the buffer area. Please use back shielding on lights. Response: The light fixtures were already shielded with the last submittal. We are lowering the height of the light pole as well as lowering the lumen output of light fixture in order to further reduce the amount of light spillage into the buffer zone. While these two measures will help decrease the amount of light spillage, it will likely not be possible to completely reduce it as we still have to meet minimum parking lot lighting standards as part of the Land Use Code requirements. A Revised site photometric with these revisions will be provided. Department: Forestry Contact: Tim Buchanan, 970-221-6361, tbuchanan@fcgov.com Topic: Landscape Plans Comment Number: 1 Comment Originated: 01/15/2014 01/15/2014: Contact the City Forester and Environmental Planner for an on-site meeting to evaluate existing trees and obtain species, condition and mitigation information. All existing trees need to be inventoried and recorded by number in a table. Each tree needs to be identified by species, condition size and mitigation. Significant trees need to be retained to the extent reasonably feasible. Response: Acknowledged meeting was held on 3/25/14 Comment Number: 2 Comment Originated: 01/15/2014 01/15/2014: Provide street trees in the parkway between the sidewalks and curb in areas along Harmony and Timberline at 40 foot spacing. Select street trees from the City of Fort Collins Street Tree List. Existing retained significant trees can be applied to this standard. Response: Acknowledged trees have been added and adjusted per site visit Comment Number: 4 Comment Originated: 01/15/2014 01/15/2014: Attempt to retain the east existing street tree on Harmony currently shown to be removed unless it is of a poor condition or an undesirable species. If sidewalk placement is the cause for removal of this tree move sidewalk away from the tree as it passes. If this tree is not to be retained provide an explanation why it is not feasible to retain it. Response: Acknowledged. Tree is to remain Comment Number: 5 Comment Originated: 01/15/2014 01/15/2014: Please edit landscape note number 6. There is not a tree separation standard for electric and phone so that is not a LUC requirement. The 10 feet separation is for water and sewer main lines. Response: Acknowledged. Comment Number: 6 Comment Originated: 01/15/2014 01/15/2014: Please show street light locations and provide street tree separations. Response: Acknowledged. Comment Number: 7 Comment Originated: 01/15/2014 01/15/2014: Tree protection Notes Changes: Current tree protection note number 6 should be changed to be the same as LUC 3.2.1 G 2. Add these two tree protection specification LUC 3.2.1 6 and 7 and be sure and include the table that is associated with specification number 7. Response: Acknowledged Comment Number: 8 Comment Originated: 01/15/2014 01/15/2014: Please add the following street tree planting notes: Street Trees shall be supplied and planted by the developer using a qualified landscape contractor. The Developer shall replace dead or dying street trees after planting until final maintenance inspection and acceptance by the City of Fort Collins Forestry Division. All street trees in the project must be established, of an approved species and of acceptable condition prior to acceptance. Review this requirement with the City Planner. Response: Acknowledged, yes new sod and irrigation will be included Comment Number: 10 Comment Originated: 03/19/2014 03/19/2014: Previous notes number 1 and number 3 are continued. Set up onsite meeting when read. Evaluate adding additional trees between parking lot and sidewalk to meet code requirement. See new note number 13. Response: Acknowledged. Trees have been added Comment Number: 11 Comment Originated: 03/19/2014 03/19/2014: Using a canopy shade tree in place of Crimson Spire Oak would be more aligned with code requirements for parking lots and street trees. Crimson Spire is a narrow pyramid tree that will not develop a broader canopy. Evaluate changing Crimson spire to a canopy shade tree at the parking lot entrance and where used as a street tree along the Harmony frontage. Response: Acknowledged burr oak has beed included Comment Number: 12 Comment Originated: 03/19/2014 03/19/2014: Evaluate adding a canopy tree at the west peninsula to the parking entrance from Harmony. Response: Tree added Comment Number: 13 Comment Originated: 03/19/2014 03/19/2014: Evaluate adding additional trees in the landscape area between the parking lot and sidewalk to meet (LUC E 4 a) with one tree per twenty-five lineal feet along a public street. A suitable ornamental tree could be considered for this location, such as the native Canyon Maple. Response: Acknowledged trees have been added and adjusted per site visit Comment Number: 14 Comment Originated: 03/19/2014 03/19/2014: Tree protection note 10 has information from another project that does not apply to this project. Department: Light And Power Contact: Justin Fields, 970-224-6150, jfields@fcgov.com Topic: General Comment Number: 6 Comment Originated: 03/17/2014 03/17/2014: If the existing electric line along Harmony is under the park strip, Light and Power can intercept this line and trench directly north to the transformer location. This will reduce the amount of trenching needed to provide service. Field locates will need to be provided to verify that this option is possible. Response: The proposed vault has been moved from Timberline Road to intercept the existing electric line running along Harmony Road. Field locates are shown on the plans Contact: Rob Irish, 970-224-6167, rirish@fcgov.com Topic: General Comment Number: 3 Comment Originated: 01/07/2014 01/07/2014: The existing electrical vault along Timberline is at capacity for 3-phase. If this site will require 3-phase power it will be necessary to install a new vault either next to the existing vault or along Harmony splicing into the existing duct line provided it's not under the asphalt. Field locating this line will be necessary. Response: A new vault is being proposed along Harmony Road splicing the existing duct line. Field locates are shown on the plans. The three vehicles spaces against the building will have difficulty in turning completely around that 32' drive isle (or U-turn) or the must back their vehicle all the way past the the driveway off E Harmony. At least with the right out only plan those vehicles could back up about 25' and turn right on to Harmony. Like the former 3 compact spaces perpendicular and at the west property line these 3 spaces may have to be abandoned. This wouldn't hurt as far as landscaping is concerned. Add'l landscaping here as well as an outside seating area or similar pedestrian plaza effect is welcomed. Response: Parking lot has been changed as requested.
